25	53		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

27	54		SECTION 1. AMENDATORY 20 O.S. 2011, Section 1503, is
28	55		amended to read as follows:

30	56		Section 1503. A. Every applicant who seeks to be examined for
31	57		enrollment as a certified shorthand reporter shall prove to the
32	58		satisfaction of the State Board of Examiners of Certified Shorthand
33	59		Reporters that he or s he:
34		-
35	60		1. Is of legal age;
36		-
37	61		2. Meets the requisite st andards of ethical fitness; and
38		-
39	62		3. Has at least a high school education or its equivalent ; and
40		-
41	63		4. Possesses a minimum level of court reporting proficiency
42	64		which would allow the applicant to meet the exam ination requirements

43	92		established in paragraph 1 of subsection B of this section. An
44	93		applicant may satisfy such requirements by obtaining verification
45	94		through a court reporting school official of the applicant 's level
46		-	of proficiency, as outlined by the ~~test~~ application; by ~~pas sing~~ a ~~ENR. H. B. NO. 1152 Page 2~~
	95	+	of proficiency, as outlined by the tes t application; by passing a
47	96		preliminary proficiency examination, which has been approved by the
48	97		Board; or by proving that the applicant has previously held any
49	98		state or national shorthand reporting certificate or license .

51	99		B. The examination for certificat ion in one or more authorized
52	100		methods of shorthand reporting consists of two parts, designated
53	101		Part 1 and Part 2 as follows:

55	102		1. Part 1 consists of the test as authorized by the Supreme
56	103		Court consisting of the following requirements: demonstrated
57	104		proficiency in reporting testimony and proceedings at a spee d of not
58	105		more than two hundred (200) words per minute in taking a question -
59	106		and-answer type dictation and at a speed of not more than one
60	107		hundred eighty (180) words per minute in taking literary materials
61	108		which shall be designed to test the ability of an ap plicant to
62	109		accurately prepare a transcript of testimony and proceedings that is
63	110		reasonably free from spelling errors. The Board may not increase or
64	111		decrease such minimum speed requirement, by rule or othe rwise; and

66	112		2. Part 2 is the Oklahoma Written Knowl edge test which consists
67	113		of not less than twenty -five multiple choice questions relating to
68	114		Oklahoma law and court rules, duties of certified shorthand
69	115		reporters, and general court procedure. The examinat ion shall be

70	143		approved by the Supreme Court. A pers on who has tested with the
71	144		Board and successfully completed the written knowledge portion of
72	145		the examination shall be allowed to retain the credit for that
73	146		portion for two (2) years from the date passed, a nd shall not be
74	147		required to retake that portion dur ing the two-year period.

76	148		C. An applicant who is academically dishonest when taking any
77	149		authorized examination is disqualified and may not take the
78	150		examination again until two (2) years have elapsed from t he date of
79	151		the examination at which the applicant w as disqualified.

81	152		D. A certification issued under this section must be for one or
82	153		more of the following methods of shorthand reporting:

84	154		1. Written shorthand;
85		-
86	155		2. Machine shorthand; or
87		-
88	156		3. Any other method of shorthand reporting authorized by the
89	157		Supreme Court.

91	158		E. No person may engage in shorthand reporting in this state
92	159		unless the person is a licensed or certified shorthand reporter or
93	160		otherwise authorized by law or the Supreme Court.
