2553 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

2754 SECTION 1. AMENDATORY 20 O.S. 2011, Section 1503, is
2855 amended to read as follows:

3056 Section 1503. A. Every applicant who seeks to be examined for
3157 enrollment as a certified shorthand reporter shall prove to the
3258 satisfaction of the State Board of Examiners of Certified Shorthand
3359 Reporters that he or s he:

3560 1. Is of legal age;

3761 2. Meets the requisite st andards of ethical fitness; and

3962 3. Has at least a high school education or its equivalent ; and

4163 4. Possesses a minimum level of court reporting proficiency
4264 which would allow the applicant to meet the exam ination requirements

4392 established in paragraph 1 of subsection B of this section. An
4493 applicant may satisfy such requirements by obtaining verification
4594 through a court reporting school official of the applicant 's level
46-of proficiency, as outlined by the test application; by pas sing a ENR. H. B. NO. 1152 Page 2
95+of proficiency, as outlined by the tes t application; by passing a
4796 preliminary proficiency examination, which has been approved by the
4897 Board; or by proving that the applicant has previously held any
4998 state or national shorthand reporting certificate or license .

5199 B. The examination for certificat ion in one or more authorized
52100 methods of shorthand reporting consists of two parts, designated
53101 Part 1 and Part 2 as follows:

55102 1. Part 1 consists of the test as authorized by the Supreme
56103 Court consisting of the following requirements: demonstrated
57104 proficiency in reporting testimony and proceedings at a spee d of not
58105 more than two hundred (200) words per minute in taking a question -
59106 and-answer type dictation and at a speed of not more than one
60107 hundred eighty (180) words per minute in taking literary materials
61108 which shall be designed to test the ability of an ap plicant to
62109 accurately prepare a transcript of testimony and proceedings that is
63110 reasonably free from spelling errors. The Board may not increase or
64111 decrease such minimum speed requirement, by rule or othe rwise; and

66112 2. Part 2 is the Oklahoma Written Knowl edge test which consists
67113 of not less than twenty -five multiple choice questions relating to
68114 Oklahoma law and court rules, duties of certified shorthand
69115 reporters, and general court procedure. The examinat ion shall be

70143 approved by the Supreme Court. A pers on who has tested with the
71144 Board and successfully completed the written knowledge portion of
72145 the examination shall be allowed to retain the credit for that
73146 portion for two (2) years from the date passed, a nd shall not be
74147 required to retake that portion dur ing the two-year period.

76148 C. An applicant who is academically dishonest when taking any
77149 authorized examination is disqualified and may not take the
78150 examination again until two (2) years have elapsed from t he date of
79151 the examination at which the applicant w as disqualified.

81152 D. A certification issued under this section must be for one or
82153 more of the following methods of shorthand reporting:

84154 1. Written shorthand;
85-
86155 2. Machine shorthand; or
87-
88156 3. Any other method of shorthand reporting authorized by the
89157 Supreme Court.

91158 E. No person may engage in shorthand reporting in this state
92159 unless the person is a licensed or certified shorthand reporter or
93160 otherwise authorized by law or the Supreme Court.
