61 | 61 | | Section 6-182.1 A. As used in this section, "intrastate |
---|
62 | 62 | | processor" means a facility that p roduces meat food products or meat |

63 | 63 | | by-products from cattle or bison for wholesale or retail only within |
---|
64 | 64 | | the State of Oklahoma. The facility processes no more than ten |
---|
65 | 65 | | thousand head of cattle and bison in a calendar year. Mobile |
---|

97 | 97 | | Department certified inspector, or operating remote inspection |

98 | 98 | | capabilities present during the slaughtering, processing, or |
---|
99 | 99 | | butchering of cattle or bison. All costs of inspections shall be |
---|
100 | 100 | | paid by the processor. Proces sing facilities that slaughter mor e |
---|
101 | 101 | | than ten thousand (10,000) head of cattle and bison in a calendar |
---|
102 | 102 | | year shall pay for on site inspectors of the Department. |
---|
103 | 103 | | C. Cooperative agreements may be facilitated by counties, |
---|
104 | 104 | | municipalities, extensions services, i ntrastate processors, or |
---|
105 | 105 | | livestock producers to pay the costs to retain a contract inspector |
---|
106 | 106 | | as required in subsection B of this section. |
---|
107 | 107 | | D. Persons who provide inspections of intrastate processors |
---|
108 | 108 | | remotely or on-site for the Department and persons certi fied by the |
---|
109 | 109 | | Department to provide contract inspections of intrastate processors |
---|
110 | 110 | | shall: |
---|
111 | 111 | | 1. Possess the necessary qualifications required of the United |
---|
112 | 112 | | States Department of Agriculture Food Safety and Inspection Service |
---|
113 | 113 | | meat inspectors; |
---|
114 | 114 | | 2. Have ten (10) or more years of experience in meat processing |
---|
115 | 115 | | and possess certification by a relevant food safety course provided |
---|
116 | 116 | | by Oklahoma Career Tech or any university; or |
---|

150 | 150 | | of this section shall be certified by the Department to contract |

151 | 151 | | with intrastate processors to conduct in person inspections. |
---|
152 | 152 | | F. Intrastate processers who utilize remote inspection s shall |
---|
153 | 153 | | provide an uninterrupted video feed of each cattle or bison from |
---|
154 | 154 | | their entry of the facility to the end of processing, except while |
---|
155 | 155 | | the carcass is placed in cold storage. |
---|
156 | 156 | | 1. Multiple cameras with an accurate time stamp may be used to |
---|
157 | 157 | | film the entirety of the process. |
---|
158 | 158 | | 2. Video provided of the cattle or bison before slaughter shall |
---|
159 | 159 | | be high resolution and with enough lighting to show any |
---|
160 | 160 | | discoloration, spots on the hide or any other known markers used by |
---|
161 | 161 | | remote inspectors to identify illness or injur y and show the ability |
---|
162 | 162 | | of the animal to walk under its own power without assistance. |
---|
163 | 163 | | 3. Video angles shall be shown that provide close footage of |
---|
164 | 164 | | the hooves, mouth, nose, eyes, udders, hair and hide, and the whole |
---|
165 | 165 | | of the body in a manner sufficient to all ow the remote inspector to |
---|
166 | 166 | | determine a potential illness. |

201 | 201 | | 6. There shall be available to the remote inspectors video of |

202 | 202 | | the entire butchering process of the carcass from angles that may |
---|
203 | 203 | | show multiple carcasses or butchering and processing operations, |
---|
204 | 204 | | provided they are sufficient to determine complianc e with |
---|
205 | 205 | | regulations. |
---|
206 | 206 | | G. Intrastate processors shall provide the remote inspectors |
---|
207 | 207 | | temperature readings of the carcass, processing rooms, and cold |
---|
208 | 208 | | storage as required by regulations. Temperature readings provided |
---|
209 | 209 | | shall be accompanied with an accurate time of measurement that is |
---|
210 | 210 | | synchronized with the required video feed. |
---|
211 | 211 | | H. All packaging of meat food products or meat by -products |
---|
212 | 212 | | produced by intrastate processors shall have an attached label, |
---|
213 | 213 | | prominently displayed, that stat es "Inspected by ODAFF only for sa le |
---|
214 | 214 | | in Oklahoma." Labels shall include batch numbers that are provided |
---|
215 | 215 | | to the Department. |

247 | 247 | | Forestry may establish additional standards for Oklahoma producers |
---|
248 | 248 | | that market and sell beef and bison in intrastate commerce. |
---|
249 | 249 | | B. K. The Department is authorized to promulgate rules |
---|
250 | 250 | | regarding slaughter facilities that provide for the following: |
---|
251 | 251 | | 1. Establish additional standards that allow for flexibility in |
---|
252 | 252 | | beef and bison inspection, including, but not limited to, |
---|
253 | 253 | | establishing the number of inspectors at a facility and the use of |
---|
254 | 254 | | technologies to digitally inspect meat; |
---|
255 | 255 | | 2. Establish additional standards for the labeling of beef and |
---|
256 | 256 | | bison products sold intrastate; |
---|
257 | 257 | | 3. Establish additional standards for the number of head over |
---|
258 | 258 | | which a facility shall pay for a state inspector; and |
---|
259 | 259 | | 4. Establish any other standards necessary to increase the |
---|
260 | 260 | | ability of producers to market and sell beef and bison in intrastate |
---|
261 | 261 | | commerce. |
---|
262 | 262 | | C. L. Any rules promulgated pursuant to this section shall |
---|
263 | 263 | | ensure that food safety will not be compromised in any way and will |
---|
264 | 264 | | ensure that consumers are protected. |
