5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. NEW LAW A new section of law to be codified
5656 in the Oklahoma Statutes as Section 11-103.3a of Title 70, unless
5757 there is created a duplication in numbering, reads as follows:
5858 A. The State Board of Education may adopt a curriculum with
5959 courses of instruction for all students enrolled in the public
6060 schools that includes suicide awareness and prevention .
6161 B. As used in this section, "curriculum" means the subject
6262 matter standards adopted by the State Board of Education pursuant to
6363 Section 11-103.6 of Title 70 of the Oklahoma Statutes . School
6464 districts shall exclusively determine instruction, specific course

9292 subsection F of Section 11 -103.6a of Title 70 of the Oklahoma
9393 Statutes.
9494 SECTION 2. AMENDATORY 70 O.S. 2011, Section 6 -194, as
9595 last amended by Section 1, Chapter 16, O.S.L . 2019 (70 O.S. Supp.
9696 2020, Section 6-194), is amended to read as follows:
9797 Section 6-194. A. The district boards of education of this
9898 state shall establish professional development programs for the
9999 certified teachers and administrators of the district. Programs
100100 shall be adopted by each board based upon recommendations of a
101101 professional development committee appointed by the board of
102102 education for the district. For the fiscal years ending June 30,
103103 2011, and June 30, 2012, a school district board of educa tion may
104104 elect not to adopt and offer a professional development program for
105105 certified teachers and administrators of the district. If a school
106106 district elects not to adopt and offer a professional development
107107 program, the district may expend any monies a llocated for
108108 professional development for any purpose related to the support and
109109 maintenance of the school district as determined by the board of
110110 education of the school district.
111111 B. Each professional development committee shall include
112112 classroom teachers, administrators, school counselors or licensed
113113 mental health providers, and parents, guardians or custodians of
114114 children in the school district and shall consult with a higher

141141 education faculty. A majority of the members of the professional
142142 development committee shall be composed of classroom teachers. The
143143 teacher members shall be selected by a designated administrator of
144144 the school district from a list of names submitted by the teachers
145145 in the school district. The members selected shall be subject to
146146 the approval of a majority vote of the teachers in the district.
147147 C. In developing program recommendations, each professional
148148 development committee shall annually utilize a data -driven approach
149149 to analyze student data and determine district and school
150150 professional development needs. The professional development
151151 programs adopted shall be directed toward development of
152152 competencies and instructional strategies in the core curriculum
153153 areas for the following goals:
154154 1. Increasing the academic performance data s cores for the
155155 district and each school site;
156156 2. Closing achievement gaps among student subgroups;
157157 3. Increasing student achievement as demonstrated on state -
158158 mandated tests and the ACT;
159159 4. Increasing high school graduation rates; and
160160 5. Decreasing colle ge remediation rates.
161161 Each program may also include components on classroom management
162162 and student discipline strategies, outreach to parents, guardians or
163163 custodians of students, special education, and racial and ethnic
164164 education, which all personnel defi ned as teachers in Section 1 -116

191191 of this title shall be required to complete on a periodic basis.
192192 The State Board of Education shall provide guidelines to assist
193193 school districts in developing and implementing racial and ethnic
194194 education components into p rofessional development programs.
195195 D. At a minimum of once an academic year a program shall be
196196 offered which includes the following:
197197 1. Training on recognition of child abuse and neglect;
198198 2. Recognition of child sexual abuse;
199199 3. Proper reporting of susp ected abuse; and
200200 4. Available resources.
201201 E. One time per year, beginning in the 2009 -2010 school year,
202202 training in the area of autism shall be offered and all resident
203203 teachers of students in early childhood programs through grade three
204204 shall be required to complete the autism training during the
205205 resident year and at least one time every three (3) years
206206 thereafter. All other teachers and education support professionals
207207 of students in early childhood programs through grade three shall be
208208 required to complete the autism training at least one time every
209209 three (3) years. The autism training shall include a minimum
210210 awareness of the characteristics of autistic children, resources
211211 available and an introduction to positive behavior supports to
212212 challenging behavior. Each adopted program shall allow school
213213 counselors to receive at least one -third (1/3) of the hours or

240240 credit required each year through programs or courses specifically
241241 designed for school counselors.
242242 Districts are authorized to utilize any means for professional
243243 development that is are not prohibited by law including, but not
244244 limited to, professional development provided by the district, any
245245 state agency, institution of higher education, or any private
246246 entity.
247247 F. One time per year, beginning in the 2020-2021 school year, a
248248 dyslexia awareness program shall be offered. At a minimum, the
249249 program shall include:
250250 1. Training in awareness of dyslexia characteristics in
251251 students;
252252 2. Training in effective classroom instruction to meet the
253253 needs of students with dyslexia; and
254254 3. Available dyslexia resources for teachers, students and
255255 parents.
256256 G. One time per year, beginning in the 2021 -2022 school year,
257257 suicide awareness and prevention training may be offered. The
258258 training may be accomplished through self -review of suitable suicide
259259 prevention materials approved by the district.
260260 H. Except as otherwise provided for in this subsection, each
261261 certified teacher in this state shall be required by the district
262262 board of education to meet the professional developme nt requirements
263263 established by the board, or established through the negotiation

290290 process. Except as otherwise provided for in this subsection, the
291291 professional development requirements established by each board of
292292 education shall require every teacher to annually complete a minimum
293293 number of the total number of points required to maintain
294294 employment. Failure of any teacher to meet district board of
295295 education professional development requirements may be grounds for
296296 nonrenewal of such teacher 's contract by the board. Such failure
297297 may also be grounds for nonconsideration of salary increments
298298 affecting the teacher. For the fiscal years ending June 30, 2011,
299299 and June 30, 2012, a certified teacher shall not be required to
300300 complete any points of the total numbe r of professional development
301301 points required. Provided, a teacher may elect to complete some or
302302 all of the minimum number of points required for the two (2) fiscal
303303 years and any points completed shall be counted toward the total
304304 number of points required to maintain employment. If a teacher does
305305 not complete some or all of the minimum number of points required
306306 for one (1) or both fiscal years, the total number of points
307307 required to maintain employment shall be adjusted and reduced by the
308308 number of points not completed.
309309 H. I. Each district shall annually submit a report to the State
310310 Department of Education on the district level professional
311311 development needs, activities completed, expenditures, and results
312312 achieved for each school year by each goal as pro vided in subsection
313313 C of this section. If a school district elects not to adopt and

340340 offer a professional development program as provided for in
341341 subsection A of this section, the district shall not be required to
342342 submit an annual report as required pursuan t to this subsection but
343343 shall report to the State Department of Education its election not
344344 to offer a program and all professional development activities
345345 completed by teachers and administrators of the school district.
346346 I. J. Subject to the availability o f funds, the Department
347347 shall develop an online system for reporting as required in
348348 subsection H I of this section. The Department shall also make such
349349 information available on its website.
350350 SECTION 3. This act shall become effective Novem ber 1, 2021.
