4040 An Act relating to schools; requiring the Oklahoma
4141 State Department of Education to maintain the
4242 dyslexia informational handbook; requ iring annual
4343 review and necessary revisions of the handbook with
4444 certain stakeholders; allowing revisions to include
4545 certain information; providing for codification; and
4646 providing an effective date.

5252 BE IT ENACTED BY THE PEOPLE OF THE STATE OF O KLAHOMA:
5353 SECTION 1. NEW LAW A new section of law to be codified
5454 in the Oklahoma Statutes as Section 1210.517 of Title 70, unless
5555 there is created a duplication in numbering, reads as follows:
5656 A. The Oklahoma State Department of Edu cation shall maintain
5757 the dyslexia handbook created by the Dyslexia and Education Task
5858 Force pursuant to Section 1 of Chapter 261 of the 2017 Oklahoma
5959 Session Laws that includes guidance, technical assistance and
6060 training to assist all local school systems , students and families
6161 in the implementation of evidence -based practices for instructing
6262 students with characteristics of dyslexia.

8989 B. The Department shall review the handbook and make revisions
9090 as necessary on an annual basis with stake holders, including, but
9191 not limited to, previous members of the Dyslexia and Education Task
9292 Force and the Oklahoma Advisory Panel created pursuant to Part B of
9393 the Individuals with Disabilities Education Act. Previous members
9494 of the task force shall be consulted when maki ng revisions to the
9595 handbook. Members of the task force not available for the annual
9696 review shall be replaced by individual s meeting the criteria of his
9797 or her original appointee and maintain the original composition of
9898 the task force.
9999 C. Any revisions to the handbook shall include, but not be
100100 limited to, the following information for local school systems
101101 screening students in kindergarten and grades one through three who
102102 have been identified through the response -to-intervention process as
103103 having characteristics of dyslexia:
104104 1. Evidence-based practices designed specifically for students
105105 with characteristics of dyslexia;
106106 2. Characteristics of targeted instruction for dyslexia;
107107 3. Guidance on developing instructional plans for students with
108108 characteristics of dyslexia;
109109 4. Best practices toward meaning -centered reading and writing;
110110 5. Developmentally appropriate curricula and engaging
111111 instructional materials and practices;

140140 7. Suggested training programs; and
141141 8. Guidance on dysgraphia and dyscalculia.
142142 SECTION 2. This act shall become effective November 1, 2021 .
