105+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
106+SECTION 1. NEW LAW A new section of law not to be
107+codified in the Oklahoma Statutes reads as follows:
108+A. There is hereby created an Advisory Task Force on Prevention
109+of Human Trafficking and Child Exploitation. There shall be
110+thirteen (13) members on the Advisory Task Force as follows:
111+1. The Cabinet Secretary of Public Safety, or designee;
112+2. The Director of the Oklahoma State Bureau of Investigation,
113+or a designee;
114+3. The Attorney General, or a designee;
115+4. The Chair of the District Attorneys Council, or a designee;
116+5. The Director of the O klahoma State Bureau of Narcotics and
117+Dangerous Drugs Control, or a designee;
118+6. The Director of the Department of Human Services, or a
119+designee;
120+7. The Executive Director of the Office of Juvenile Affairs, or
121+a designee;
122+8. The Commissioner of the Depa rtment of Mental Health and
123+Substance Abuse Services, or a designee;
124+9. The Commissioner of the State Department of Health, or a
125+designee;

152+10. The Executive Director of the Oklahoma Association of
153+Chiefs of Police, or a designee;
154+11. The Executive Direc tor of the Oklahoma Sheriffs’
155+Association, or a designee;
156+12. The President Pro Tempore of the Senate, or a designee; and
157+13. The Speaker of the House of Representatives, or a designee.
158+B. The Advisory Task Force shall have the duty to study human
159+trafficking, prostitution and child exploitation in this state. The
160+Advisory Task Force shall make recommendations to the Legislature on
161+methods and laws to enhance and fund the efforts of law enforcement
162+or community groups that are working to slow and stop p rostitution,
163+human trafficking or child exploitation; methods to assist in
164+identifying and interrupting websites that promote pornography and
165+sexually explicit materials; and methods that develop and support
166+community groups working with victims to interru pt cycles of abuse
167+or prevent human trafficking, prostitution, sexual abuse or other
168+factors influential in perpetuating human trafficking, prostitution
169+or child exploitation.
170+C. The Advisory Task Force shall have members appointed by
171+August 1, 2021. The Advisory Task Force shall begin meeting and
172+continue studying until January 1, 2022. A report of the findings
173+and recommendations shall be presented to the President Pro Tempore
174+of the Senate, the Speaker of the House of Representatives and the
175+

201+Governor on or before February 1, 2022. Upon delivery of the
202+report, the Advisory Task Force shall terminate.
203+D. A majority of the members shall constitute a quorum for the
204+purpose of conducting the business of the Advisory Task Force.
205+E. Members of the Legislat ure shall receive travel
206+reimbursements from their respective appointing authority in
207+accordance with the State Travel Reimbursement Act.
208+F. A Senate member shall call the initial meeting by September
209+1, 2021. The chair of the Advisory Task Force shall b e appointed by
210+majority vote of the members.
211+G. Staff of the Senate and House of Representatives shall
212+jointly assist in staffing the Advisory Task Force.
213+SECTION 2. This act shall become effective July 1, 2021.
214+SECTION 3. It being immediately necessary for the preservation
215+of the public peace, health or safety, an emergency is hereby
216+declared to exist, by reason whereof this act shall take effect and
217+be in full force from and after its passage and approval. ”
