5956 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6057 SECTION 1. AMENDATORY 63 O.S. 2011, Section 1 -2721, as
6158 last amended by Section 1, Chapter 286, O.S.L. 2018 (63 O.S. Supp.
6259 2020, Section 1-2721), is amended to read as follows:
6360 Section 1-2721. A. 1. The Physician Manpower Training
6461 Commission shall administer the Oklahoma Medical Loan Repayment
6562 Program.
6663 2. For the purposes of this section, "primary care physicians "
6764 shall mean physicians practicing in family medicine, geriatrics,

9793 3. For the purposes of this section, "health center" shall mean
9894 a federally qualified health center as defined by 42 U.S.C., Section
9995 1905(1)(2)(B).
10096 4. For the purposes of this section, "teaching health center"
10197 shall mean a health center that supports the residencies of primary
10298 care physicians within the operations of the health center.
10399 5. The Program, depending upon and limited to available
104100 funding, shall provide educational loan repayment assistance to
105101 Oklahoma licensed primary care physicians and physician assistan ts
106102 who agree to establish a practice in a community located in Oklahoma
107103 approved by the Commission.
108104 6. Each award shall be for a contracted period and shall be
109105 distributed to the participant by drafts made payable to the
110106 participant at the end of each con tract year with disbursements not
111107 to exceed an amount to be established annually by the Commission.
112108 Prior to any disbursement, the Commission shall certify and properly
113109 review reports submitted by the participating physician or physician
114110 assistant detailing performance of activities in accordance with the
115111 Program.
116112 7. The Commission shall review the performance in the Program
117113 of the participating physician or physician assistant and determine

145140 whether an award may be granted for additional years pursuant to
146141 rules promulgated by the Commission.
147142 B. The physicians and physician assistants entering the Program
148143 each year shall agree to provide medical care and services in areas
149144 designated by the Commission to provide medical care and services to
150145 Medicaid recipients as authorized by the Oklahoma Health Care
151146 Authority.
152147 C. A physician or physician assistant shall be eligible to
153148 participate in the loan repayment program Oklahoma Medical Loan
154149 Repayment Program if the individual:
155150 1. Is a physician that holds a curren t Oklahoma medical
156151 license;
157152 2. Is a new primary care graduate physician or physician
158153 assistant. Preference will be given to graduates of the primary
159154 care residency programs affiliated with the Oklahoma State
160155 University College of Osteopathic Medicine, th e University of
161156 Oklahoma College of Medicine and the teaching hospitals affiliated
162157 with both schools of medicine and teaching health centers located in
163158 this state; or
164159 3. Is a current practicing physician or physician assistant and
165160 has met criteria establi shed by the Commission.
166161 D. The Commission may accept donations of public or private
167162 funds to assist in funding the Oklahoma Medical Loan Repayment
168163 Program. The Commission may, at its discretion, contract with other

196190 public entities and non-profit nonprofit corporations for the
197191 endowment, management and administration of such funds.
198192 E. The Commission shall present a report on the operation of
199193 the Program to the Governor, the Speaker of the House of
200194 Representatives, and the President Pro Tempore of the Sena te within
201195 one (1) month of the beginning of each regular session of the
202196 Legislature, including but not limited to the progress made in
203197 accomplishing the goal of the Program.
204198 SECTION 2. AMENDATORY 70 O.S. 2011, Section 697.3, as
205199 amended by Section 3, Chapter 67, O.S.L. 2020 (70 O.S. Supp. 2020,
206200 Section 697.3), is amended to read as follows:
207-Section 697.3. The Physician Manpower Training Commission shall

208202 be composed of seven (7) members appointed by the Governor with the
209203 advice and consent of the Senate. Upon the expiration of the term
210204 of one of the nonphysician members, three members shall be

213207 practitioner. The membership shall be appointed from diverse
214208 geographic areas of the state. No board member serving on November
215209 1, 2001, shall be removed from the board to satisfy the requirements
216210 of this section, but appointments to fill vacancies subsequent to
217211 November 1, 2001, shall be subject to the requirements of this
218212 section. Three members of the Commission shall be appointed for
219213 one-year terms, two members shall be appointed for three -year terms

254247 the Department of Family Medicine of the University of Oklahoma
255248 Health Sciences Center or designee, the Chair o f the Department of
256249 Family Practice of the University of Oklahoma College of Medicine -
257250 Tulsa or designee, the Chair of the Department of General Practice
258251 of the Oklahoma College of Osteopathic Medicine and Surgery or
259252 designee, the President of the Oklahom a Academy of Family Physicians
260253 or designee, the President of the Oklahoma State Medical Association
261254 or designee, the President of the Oklahoma State Osteopathic
262255 Association or designee, the President of the Oklahoma Hospital
263256 Association or designee, the St ate Commissioner of Health or
264257 designee, the Provost of the University of Oklahoma Health Sciences
265258 Center or designee, and the Dean of the Oklahoma College of
266259 Osteopathic Medicine and Surgery or designee. Members of the
267260 Commission shall serve without salar y, but may be reimbursed for
268261 travel expenses in attending meetings and performing their duties
269262 pursuant to the State Travel Reimbursement Act, Section 500.1 et
270263 seq. of Title 74 of the Oklahoma Statutes.
