2957 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3158 SECTION 1. NEW LAW A new section of law to be codified
3259 in the Oklahoma Statutes as Section 1210.517 of Title 70, unless
3360 there is created a duplication in numbering, reads as follows:

3561 A. The State Department of Education shall maintain the
3662 dyslexia handbook created by the Dyslexia and Education Task Force
3763 pursuant to Section 1, Chapter 261, O.S.L. 2017 that includes
3864 guidance, technical assistance and training to assist all local
3965 school systems, students and families in the implementation of

4395 B. The Department shall review the handbook and make revisions,
4496 as necessary, but at a minimum of every three (3) ye ars, with
45-stakeholders, includin g, but not limited to, previous members of the
46-Dyslexia and Education Task Force and the State Advisory Panel ENR. H. B. NO. 2223 Page 2
97+stakeholders including, but not limited to, previous members of the
98+Dyslexia and Education Task Force and the State Advisory Panel
4799 created pursuant to Part B of the Individuals with Disabilities
48100 Education Act. Previous members of the Task Force shall be
49101 consulted when making revisions to the handbook. Each member of the
50102 Task Force not available for the review shall be replaced by an
51103 individual meeting the criteria of the original appointment in order
52104 to maintain the original composition of the Task Force.

54105 C. Any revisions to the handbook shall include, but not be
55106 limited to, the following information for school districts screening
56107 students in kindergarten and grades one through three who have been
57108 identified through the response -to-intervention process as having
58109 characteristics of dyslexia:

60110 1. Evidence-based practices designed specifically for students
61111 with characteristics of dyslexia;

63112 2. Characteristics of targeted instruction for dyslexia;

65113 3. Guidance on developing instructional plans for s tudents with
66114 characteristics of dyslexia;

68115 4. Best practices for reading and writing instruction aligned
