2763 SECTION 1. AMENDATORY 47 O .S. 2011, Section 14 -120.1, is

65+Section 14-120.1. A. 1. Any vehicle or combination of
66+vehicles with an outside width that exceeds twelve (12) feet
67+operating on highways in the state , including the National System of
68+Interstate and Defense Highways, shall, in addition to being in

95+compliance with provisions of Section 14 -101 et seq. of this title,
96+be accompanied by an escort vehicle or vehicles, as prescribed by
97+the Department of Public Safety.
98+2. Escort vehicle requirements sha ll not apply to retail
99+implement dealers transporting farm implements from a retail
100+distribution point to a farm or other location within a 150 air -mile
101+radius from the distribution point. For the purposes of this
102+subsection “retail implement dealers” sha ll mean a business engaged
103+primarily in the sale of farm tractors as defined in Section 1 -118
104+of this title or implements of husbandry as defined in Section 1 -125
105+of this title or a combination thereof.
106+B. No person shall operate an escort vehicle for hir e, as
107+required by this section, unless the person has been certified by
108+the Department of Public Safety as an escort vehicle operator.
109+C. Any person not required to be certified by the Department of
110+Public Safety as an escort vehicle operator may tow a tr ailer when
111+escorting a manufactured home. Such trailer shall not exceed eight
112+and one-half (8 1/2) feet in width and twenty (20) feet in length
113+with siding not to exceed four (4) feet in height measured from the
114+bed of the trailer.
115+The trailer may only be used to transport supplies and equipment
116+necessary to carry out the mission of escort vehicle operators.

143+D. The Commissioner of Public Safety shall promulgate rules for
144+the certification of operators of escort vehicles and the use of
145+escort vehicles, as required by this section.
146+E. The Commissioner of Public Safety is hereby authorized to
147+enter into reciprocal compacts and agreements with other states for
148+the purpose of recognizing escort vehicle operator certifications
149+issued by those states.
150+SECTION 2. It being immediately necessary for the preservation
151+of the public peace, health or safety, an emergency is hereby
152+declared to exist, by reason whereof this act shall take effect and
153+be in full force from and after its passage and approval .”

215+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
216+SECTION 3. AMENDATORY 47 O.S. 2011, Section 14 -120.1, is
217+amended to read as follows:
218+Section 14-120.1 A. Any vehicle or combination of vehicles
31219 with an outside width that exceeds twelve (12) feet operating on
32220 highways in the state, including the National System of Interstate
33221 and Defense Highways, shall, in addition to being in compliance with
34222 provisions of Section 14 -101 et seq. of this title, be accomp anied
35223 by an escort vehicle or vehicles, as prescribed by the Department of
36-Public Safety.

38-2. Escort vehicle requirements shall not apply to retail
39-implement dealers transporting farm i mplements from a retail
40-distribution point to a farm or other location within a one hundred
41-fifty (150) air-mile radius from the distribution point. For the
42-purposes of this subsection , "retail implement dealers" shall mean a
43-business engaged primarily in the sale of farm tractors as defined
44-in Section 1-118 of this title or implements of husbandry as defined
45-in Section 1-125 of this title or a combination thereof.
