COMMITTEE SUBSTITUTE 
 
An Act relating to schools; defining term; allowing 
social-emotional learning instruction for students; 
authorizing the State Department of Education or 
local school district to create and offer 
instructional materials; providing for codification; 
and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 11 -103.7a of Title 70, unless 
there is created a duplication in nu mbering, reads as follows: 
A.  As used in this section, "social -emotional learning" is the 
process through which children and adults understand and manage 
emotions, set and achieve positive goals, feel and show empathy for 
others, establish and maintain po sitive relationships and make 
responsible decisions.

B.  Beginning in the 2022 -2023 school year, each school district 
in the state may provide age -appropriate instruction of social -
emotional learning at the option of the local school district. 
C.  The State Department of Education may create or offer 
accurate instructional materials for social -emotional learning 
education on the Department's website.  A school district may elect 
to create or implement its own social -emotional learning education 
instructional materials. 
SECTION 2.  This act shall become effective November 1, 2021.
