AS INTRODUCED 
 
An Act relating to criminal procedure; creating the 
Criminal Justice Coordinating Commission; providing 
for membership; designating cochairs of t he 
Commission; stating quorum of membership and meeting 
requirements; providing for travel reimbursement; 
requiring adherence to Oklahoma Open Meeting Act; 
stating duties of Commission; directing submission of 
report to Legislature; providing staff for the 
Commission; providing for codification; and providing 
an effective date. 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1801 of Title 22, unless there 
is created a duplication in numbering, reads as follows: 
A.  There is hereby created, until December 1, 202 6, the 
Criminal Justice Coordinating Commission.  The Commission shall be 
composed of the following thirteen (13) members: 
1. The Attorney General for the State of Oklahoma or designee; 
2.  The Commissioner for the Department of Mental Health and 
Substance Abuse Services or designee;

3.  The Director of the Department of Corrections or designee; 
4.  The Director of the Pardon a nd Parole Board or designee; 
5.  The President of the District Attorneys Council or designee; 
6.  The Administrative Director of the Administrative Office of 
the Courts or designee; 
7.  The Executive Director of the Office of Juvenile Affairs or 
designee; 
8.  The Director of the Department of Human Services or 
designee; 
9.  The Director of the Office of Management and Enterprise 
Services or designee; 
10.  The Cabinet Secretary of Public Safety or designee; 
11.  The President of the Oklahoma Sheriffs ' Association or 
designee; 
12.  The Executive Director of the Oklahoma Indigent Defense 
System or designee; and 
13.  One member appointed by the Chief Justice of the Oklahoma 
Supreme Court who is a licensed attorney with private or government 
criminal defense expe rience. 
B.  The Cabinet Secretary of Public Safety and the Attorney 
General for the State of Oklahoma shall serve as co -chairs of the 
Commission.  A majority of the members shall constitute a quorum for 
the purpose of conducting the business of the Commiss ion.  The

Commission shall meet at least quarterly and at such other times as 
may be called by the chairs. 
C.  Members of the Commission shall receive no compensation for 
serving on the Commission but shall receive travel reimbursement as 
follows: 
1.  State employees who are members of the Commission shall be 
reimbursed for necessary travel expenses incurred in the performance 
of their duties by their respective agencies in accordance with the 
State Travel Reimbursement Act; and 
2.  All other members of the Commission shall be reimbursed by 
the Office of Management and Enterprise Services for necessary 
travel expenses incurred in the performance of their duties in 
accordance with the State Travel Reimbursement Act. 
D.  The meetings of the Commission shall be subject to the 
Oklahoma Open Meeting Act. 
E.  The Criminal Justice Coordinating Commission shall study, 
evaluate and make recommendations concerning the creation of 
diversion programs in this state including, but not limited to, 
alternative sentencing, su pervision and treatment options for 
defendants who commit simple possession crimes.  The Commission 
shall also study, evaluate and make recommendations regarding all 
criminal justice reform measures and legislation proposed or passed 
including, but not lim ited to, the felony reclassification system .

F.  The Commission shall prepare a report of its findings and 
recommendations to be submitted to the Legislatur e no later than 
February 1, 2022, and each year thereafter by no later than the 
first day of Februar y. 
G.  Staffing for the Commission shall be provided by the Office 
of the Oklahoma Attorney General. 
SECTION 2.  This act shall become effective November 1, 2021 .
