5956 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6057 SECTION 1. NEW LAW A new section of law to be codified
6158 in the Oklahoma Statutes as Section 1801 of Title 22, unless there
6259 is created a duplication in numbering, reads as follows:
6360 A. There is hereby created, until December 1, 202 6, the
6461 Criminal Justice Coordinating Commission. The Commission shall be
6562 composed of the following thirteen (13) members:
6663 1. The Attorney General for the State of Oklahoma or designee;
64+2. The Commissioner for the Department of Mental Health and
65+Substance Abuse Services or designee;

9995 6. The Administrative Director of the Administrative Office of

10197 7. The Executive Director of the Office of Juvenile Affairs or

107103 10. The Cabinet Secretary of Public Safety or designee;
108104 11. The President of the Oklahoma Sheriffs ' Association or

110106 12. The Executive Director of the Oklahoma Indigent Defense
111107 System or designee; and
112108 13. One member appointed by the Chief Justice of the Oklahoma
113109 Supreme Court who is a licensed attorney with private or government
114110 criminal defense expe rience.
115111 B. The Cabinet Secretary of Public Safety and the Attorney
116112 General for the State of Oklahoma shall serve as co -chairs of the
117113 Commission. A majority of the members shall constitute a quorum for
114+the purpose of conducting the business of the Commiss ion. The

145-the purpose of conducting the business of the Commission. The
146141 Commission shall meet at least quarterly and at such other times as
147142 may be called by the chairs.
148143 C. Members of the Commission shall receive no compensation for
149144 serving on the Commission but shall receive travel reimbursement as
150145 follows:
151146 1. State employees who are members of the Commission shall be
152147 reimbursed for necessary travel expenses incurred in the performance
153148 of their duties by their respective agencies in accordance with the
154149 State Travel Reimbursement Act; and
155150 2. All other members of the Commission shall be reimbursed by
156151 the Office of Management and Enterprise Services for necessary
157152 travel expenses incurred in the performance of their duties in
158153 accordance with the State Travel Reimbursement Act.
159154 D. The meetings of the Commission shall be subject to the
160155 Oklahoma Open Meeting Act.
161156 E. The Criminal Justice Coordinating Commission shall study,
162157 evaluate and make recommendations concerning the creation of
163158 diversion programs in this state including, but not limited to,
164159 alternative sentencing, su pervision and treatment options for
165160 defendants who commit simple possession crimes. The Commission
166161 shall also study, evaluate and make recommendations regarding all
167162 criminal justice reform measures and legislation proposed or passed
168163 including, but not lim ited to, the felony reclassification system .

196190 F. The Commission shall prepare a report of its findings and
197191 recommendations to be submitted to the Legislatur e no later than
198192 February 1, 2022, and each year thereafter by no later than the
199193 first day of Februar y.
200194 G. Staffing for the Commission shall be provided by the Office
201195 of the Oklahoma Attorney General.
202196 SECTION 2. This act shall become effective November 1, 2021 .
