14-An Act relating to schools; amending 70 O.S. 2011,
15-Section 1210.508D, as amended by Section 2, Chapter
16-171, O.S.L. 2012 (70 O.S. Supp. 2020 , Section
17-1210.508D), which relates to the Reading Sufficiency
18-Act; requiring certain districts to provide certain
19-professional development and training; directing the
20-Department to approve certain programs; and
21-eliminating requirement to promulgate certain rules .

2649 BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

2850 SECTION 1. AMENDATORY 70 O.S. 2011, Section 1210.508D,
2951 as amended by Section 2, Chapter 171, O.S.L. 2012 (70 O.S. Supp.
3052 2020, Section 1210.508D), is amended to read as follows:

4391 identified as needing remediation or intervention in readin g. To
4492 determine a per-student allocation amount, the total amount of funds
4593 available for allocation each year shall be divided by the total

4896 this title. Each school district shall be allocated an amount equal
4997 to the per-student allocation amount multiplied by the number of
5098 identified students enrolled in the school district.

5299 B. The State Board of Education shall promulgat e rules for the
53100 administration of reimbursements. Beginning with the 2022 -2023
54101 school year, districts receiving more than Two Thousand Five Hundred
55102 Dollars ($2,500.00) pursuant to subsection A of this section shall
56103 spend no less than ten percent (10%) to provide professional
57104 development for teachers teaching prekindergarten through grade
58105 five. The professional development shall include training in the
59106 science of how students learn to read as well as instructional
60107 materials required for implementation.

62108 C. By June 30, 2022, the Department shall approve and publish a
63109 list of professional development programs that are evidence -based
64110 and directly address the cognitive science of how students learn to
65111 read for which districts are permitted to use the funds rece ived
66112 under this section.

68140 C. D. If a teacher attends and completes a professional
69141 development institute in elementary reading approved by the Oklahoma
70142 Commission for Teacher Preparation during the summer or when school
71143 is not in session, the teacher may re ceive a stipend equal to the
72144 amount of the cost for a substitute teacher, based on the amount of
73145 funds allocated.
