6060 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6161 SECTION 1. AMENDATORY Section 1, Chapter 332, O.S.L.
6262 2019 (70 O.S. Supp. 2020, Section 11 -103.6m), is amended to read as
6363 follows:
6464 Section 11-103.6m A. The State Department of Education shall
6565 develop by December 31, 2019, a rubric for computer science programs
6666 in elementary, middle and high schools to serve as a g uide to
6767 schools for implementing quality computer science programs.

9494 B. The rubric shall include but not be limited to the following
9595 recommendations:
9696 1. No less than one computer science course taught by a teacher
9797 with a computer science certification at each school site, which may
9898 include core content courses where computer science concepts are
9999 integrated; and
100100 2. Allowing all students to have access to career exploration
101101 activities that address how computer science skills are utilized.
102102 C. Each course or offering shall be aligned to the Oklahoma
103103 Academic Standards for Computer Science and current research -based
104104 instructional practices and be of high quality, as defined by the
105105 State Board of Education. Each course shall also meet or exceed the
106106 standards and curriculum requirements established by the State Board
107107 of Education.
108108 D. The Except as otherwise provided in this subsection, the
109109 provisions of this section shall not be construed to mean that
110110 courses may not be taught in a virtual, distance, integrated or
111111 other innovative setting. A computer science course offered by a
112112 public high school shall be offered in an in -person setting, and be
113113 offered as a virtual or distance course option only when a
114114 traditional classroom setting is not feasible.
115115 E. Beginning in the 2024–2025 school year, each public high
116116 school shall offer at least one computer science course.

143143 F. Beginning in the 2024 –2025 school year, each public middle
144144 school shall offer instruction in exploratory computer science
145145 content.
146146 G. Beginning in the 2024–2025 school year, each public
147147 elementary school shall offer instruction in the basics of computer
148148 science content and computational thinking.
149149 H. Beginning June 30, 2022 , and by each June 30 thereafter,
150150 each school district shall submit to the S tate Board of Education a
151151 report for the current academic year which shall include, but not be
152152 limited to, the following:
153153 1. The names and course codes of computer science courses
154154 offered in each school, including course description and which state
155155 computer science standards are covered, to the extent such
156156 information is available;
157157 2. The number and percentage of students who enrolled in each
158158 computer science course, disaggregated by :
159159 a. gender,
160160 b. race and ethnicity,
161161 c. special education status including students subject to
162162 the federal Individuals with Disabilities Education
163163 Act (IDEA) law,
164164 d. English language learner status ,
165165 e. eligibility for the free and reduced price lunch

194194 provided that, if a category contains between one and five students,
195195 or contains a number that would allow the number of another category
196196 that is five or less to be deduced, the number shall be replaced
197197 with a symbol;
198198 3. The number of computer science instructors at each school,
199199 disaggregated by:
200200 a. certification, if applicable ,
201201 b. gender,
202202 c. race and ethnicity, and
203203 d. highest academic degree.
204204 I. The State Board of Education shall post on its website the
205205 annual reports required in subsection H of this section on or before
206206 July 30 of the year the annual r eport is received. The posted
207207 report shall be disaggregated by school for the data listed in
208208 paragraphs 1 and 2 of subsection H of this section. The state shall
209209 publicly post aggregate statewide data for the data listed in
210210 paragraph 3 of subsection H of this section.
211211 J. The State Department of Education shall also publish on its
212212 website a list of computer science course codes and names, including
213213 course description and which courses align to the state computer
214214 science standards.

241241 K. As used in this secti on "computer science" means the study
242242 of computers and algorithmic processes, including their principles,
243243 hardware and software designs, implementation and impact on society.
244244 SECTION 2. AMENDATORY 70 O.S. 2011, Section 6 -185, as
245245 last amended by Section 1, Chapter 234, O.S.L. 2019 (70 O.S. Supp.
246246 2020, Section 6-185), is amended to read as follows:
247247 Section 6-185. A. The following competencies and methods shall
248248 be incorporated into the programs approved by the Commission for
249249 Educational Quality and Accountability for the competency -based
250250 teacher preparation system provided for in the Oklahoma Teacher
251251 Preparation Act:
252252 1. The teacher preparation system shall include, but not be
253253 limited to, the following competencies:
254254 a. excellence in the arts and sciences,
255255 b. an in-depth knowledge of the subject matter to be
256256 taught,
257257 c. the ability to identify and cultivate talent and
258258 potential in students,
259259 d. an understanding of child and human development,
260260 e. teaching skills developed through a variet y of
261261 learning experiences,
262262 f. the ability to interact effectively with all students,
263263 g. skills necessary for working with parents, guardians
264264 and custodians of students in the education process,

292292 education,
293293 i. skills to foster teamwork within and among schools,
294294 j. for administrators, skills necessary to be an
295295 effective leader of a school or school district, and
296296 k. skills in effective classroom management and student
297297 discipline; and
298298 l. an understanding of compute r science and computational
299299 thinking as applied to student learning and classroom
300300 instruction that are grade -level and subject-area
301301 appropriate.
302302 2. The preservice program shall include the following methods
303303 to achieve the competencies listed in paragraph 1 of this
304304 subsection:
305305 a. require teacher candidates to study arts and sciences
306306 at the undergraduate level,
307307 b. require secondary and elementary/secondary teacher
308308 candidates to have undergraduate majors, or their
309309 equivalents, in a subject area, and require t eacher
310310 candidates in early childhood, elementary, and special
311311 education to have subject area concentrations which
312312 allow qualification as a generalist,

339339 c. require teacher candidates to study the individuality
340340 of students, the capacity of students to learn a nd the
341341 process of learning,
342342 d. integrate curriculum from other disciplines with the
343343 education curriculum,
344344 e. require teacher candidates to have training
345345 experiences and personal contact with parents,
346346 guardians or custodians of school -age children,
347347 f. require teacher candidates to have community
348348 involvement experience,
349349 g. structure courses so as to require teamwork
350350 activities, and
351351 h. require teacher candidates to study, in existing
352352 coursework, substance abuse symptoms identification
353353 and prevention, mental il lness symptoms identification
354354 and mental health issues, classroom management skills,
355355 trauma-informed responsive instruction and classroom
356356 safety and discipline techniques; and
357357 3. The Commission for Educational Quality and Accountability
358358 shall not require more than a four-year program of one hundred
359359 twenty-four (124) semester hours to complete a teacher education
360360 degree.
361361 B. It is the intent of the Legislature that institutions of
362362 higher education which offer teacher education programs hold such

389389 programs accountable for meeting the certification competencies
390390 approved by the State Board of Education. It is the intent of the
391391 Legislature that the teacher education programs incorporate a
392392 curriculum to achieve the competency -based system and include
393393 integration of the teacher preparation curricula with the arts and
394394 sciences departments curricula. Each institution of higher
395395 education which seeks accreditation or approval for its teacher
396396 education program shall develop an institution plan which follows
397397 the State Board of Education competencies for certification. In
398398 developing such institution plans, the higher education institution
399399 shall establish a process which seeks information and input from
400400 teacher preparation faculty, faculty from arts and sciences and
401401 other programs and disciplines which are appropriate, students
402402 within the teacher education program, teachers, administrators,
403403 parents, guardians or custodians of students and business and
404404 community leaders. Each institution shall report annually to the
405405 Commission for Educational Quality and Accountability the procedures
406406 used to inform the public regarding the institution 's teacher
407407 education program and the manner through which public input is
408408 solicited and received. The institution 's plan shall be accessible
409409 to any interested party under the Oklahoma Open Records Act. No
410410 institution of higher education 's teacher education program shall be
411411 approved by the Commission unless the institution plan has been
412412 approved by that institution 's governing board. The Oklah oma State

440440 institution plans to assist institutions of higher education.
441441 SECTION 3. This act shall become effective November 1, 2021.
