AS INTRODUCED 
 
An Act relating to school districts; prohibiting use 
of state appropriations to pay fees or membership 
dues; providing an exception wit h approval of school 
district voters; requiring publication of certain 
reports; establishing funding reduction penalty; 
directing the State Department of Education to 
publish and distribute annual report; pr oviding for 
codification; and providing an effect ive date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5-301 of Title 70, unless there 
is created a duplication in number ing, reads as follows : 
A.  No school district shall use state appropriated funds to pay 
any fees or membership dues to any entity which is owned, operated 
or affiliated with a national entity without prior approval of the 
voters within the school di strict. 
B.  On January 1 of each year, every school district shall 
publish on its websi te the criteria, finances and reports of any 
private group, entity, organization or institution which the school 
district is a member of.

C.  1.  Any school district, school administrator or school 
board found to be in vi olation of this section shall have the annual 
State Aid funding of the school district reduced by ten percent 
(10%) for the first violation.  The reduction in funding shall be 
from money directly allocated for school district administrator 
salaries and shall be redistributed by the State Department of 
Education in a way that directly benefits students of the school 
district. 
2.  An additional ten percent (10%) reduction shall occur each 
year until which time the violation ceases to occur. 
3.  On January 1 of each year, the State Department of Education 
shall publish reports and distribute them to members of the Oklahoma 
Legislature listing violations of this section and how State Aid 
funds were redistributed to students. 
SECTION 2.  This act shall become effective November 1, 2022.
