53	50		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	51		SECTION 1. AMENDATORY 74 O.S. 2021, Section 7005, is
55	52		amended to read as follows:
56	53		Section 7005. A. The Oversight Committee for State Emp loyee
57	54		Charitable Contributions shall be composed of the Director of the
58	55		Office of Management and Enterprise Services, or designee and six
59	56		state employees, of which two shall be appointed by the Governor,
60	57		two shall be appointed by the President Pro Tempore of the Senate
61	58		and two shall be appointed by the Speaker of the House of
62	59		Representatives. Members shall serve at the pleasure of their
63	60		appointing authorities. The provisions of Section 6 of Title 51 of
64	61		the Oklahoma Statutes shall not apply to appointments to the
	62	+	Committee. The Committee is re -created to continue until July 1,

92		-	Committee. The Committee is re -created to continue until July 1,
93	89		2022 2025, in accordance with the provisions of the Oklahoma Suns et
94	90		Law.
95	91		B. The Committee annually shall elect a chairman from its
96	92		membership. The Director of the Office of Managem ent and Enterprise
97	93		Services shall serve as chairman until the first such election.
98	94		C. The Oversight Committee for State Employee Charitabl e
99	95		Contributions shall have the following duties and responsibilities:
100	96		1. Arrange for publication of information abou t the application
101	97		process;
102	98		2. Review applications of federations electing to participate
103	99		in the State Charitable Campaign and certify that a federation and
104	100		each of its member agencies meet the eligibility criteri a set forth
105	101		in Sections 7009 and 7010 of th is title;
106	102		3. Notify in writing each of the applying federations of its
107	103		acceptance or rejection. Prov ided, if a federation is rejected, th e
108	104		Committee shall provide the reason for rejection of each of the
109	105		member agencies of the federation;
110	106		4. Hear appeals of rejected agencies;
111	107		5. Delegate to the principal combined fund -raising organization
112	108		the primary responsibility for the staffing and the financial
113	109		obligations necessary to comply with the provisions of this
114	110		subsection;

	112	+	Charitable Campaign;

142		-	6. Develop a pledge card to be us ed throughout the State

145	140		assist the Committee in gathering and accumulating the applications;
146	141		and
147	142		8. Promulgate rules to implement the provisions of the Oklahoma
148	143		State Employee Charitable Contribution Act.
149	144		D. The Office of Management and Enterprise Services shall
150	145		provide such staff support as is required by the Committee.
151	146		E. The Oversight Committee for State Employee Charitable
152	147		Contributions is authorized to appoint such adv isory councils and
153	148		task forces as it deems necessary for counsel, advice , and review
154	149		concerning the formulation and administration of the ru les,
155	150		application review process , and the implementation of the Oklahoma
156	151		State Employee Charitable Contribution Act.
