BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -101, is amended to read as follows: Section 4-101. A. Every person who is a qualified elector as defined by Section 1 of Article III of the Okla homa Constitution shall be entitled to become a registered voter in the precinct of his or her residence, with the following conditions: 1. Persons convicted of a felony shall be eligible to register to vote when they have fully served their sentence of c ourt-mandated calendar days, including any term of incarceration, parole or supervision, or completed a period of probation ordered by any court; and Req. Any person who has been adjudged to be an incapacitated person as such term is defined by Section 1 -111 of Title 30 of the Oklahoma Statutes shall be ineligible to register to vote. When such incapacitated person has been adjudged to be no longer incapacitated such person shall be eligible to become a registe red voter. The provisions of this paragraph sh all not prohibit any person adjudged to be a partially incapacitated person as such term is defined by Section 1-111 of Title 30 of the Oklahoma Statutes from being eligible to register to vote unless the orde r adjudging the person to be partially incapaci tated restricts such per son from being eligible to register to vote. B. The Secretary of State Election Board shall coordinate with the Oklahoma State Bureau of Investigation, the Department of Public Safety, the Administrative Office of t he Courts, and any other relevant agency to determine when a person described in paragraph 1 of subsection A of this section has regained eligibility to vote . C. When the person described in paragraph 1 of subsection A of this section regains eligibility to vote, the Secretary shall use his or her best efforts to provide the person with: 1. Notice informing the person in plain language that the person may be eligible to register to vote, including instructions for registration; and 2. A voter registration app lication. D.
