58	58	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
59	59	SECTION 1. NEW LAW A new section of law to be codified
60	60	in the Oklahoma Statutes as Section 14-201 of Title 70, unless there
61	61	is created a duplication in numb ering, reads as follows :
62	62	A. There is hereby created until November 1, 2027, the Oklahoma
63	63	Education Commission .
64	64	B. The Commission shall consist of fifteen (15) members to be
65	65	appointed as follows:

92	92	1. A member of the Oklahoma House of Representative s shall be
93	93	appointed by the Speaker of the Oklahoma House of Representatives;
94	94	2. A member of the Oklahoma State Senate shall be appointed by
95	95	the President Pro Tempore of the Oklahoma State Senate;
96	96	3. The Director of the Department of Corrections, or his or her
97	97	designee;
98	98	4. Four members with expertise in online and educational
99	99	innovation shall be appointed by t he Chancellor of Higher Education,
100	100	one of whom shall be a representative of the Oklahoma State Regents
101	101	for Higher Education , one of whom shall be a representative of a
102	102	research institution within The Oklahoma State System of Higher
103	103	Education, one of whom shall be a representative of regional
104	104	institution within The Oklahoma State System of Higher Education,
105	105	and one of whom shall be a representative of a comm unity college
106	106	within The Oklahoma State System of Higher Education;
107	107	5. Four members with expertise in effective approaches to
108	108	classroom instruction and learning or educational innovation shall
109	109	be appointed by the S uperintendent of Public Instruction , one of
110	110	whom shall represent the State Department of Education, one of whom
111	111	shall be a school district administrator, one of whom shall be a
112	112	classroom certified teacher, and one of whom shall be a high school
113	113	student; and
114	114	6. Four members with expertise in effe ctive approaches to
115	115	career and technology education instruction and learning or

142	142	educational innovati on shall be appointed by the Director of the
143	143	Oklahoma Department of Career and Technology Education , one of whom
144	144	shall represent the Oklahoma Department of Career and Technology
145	145	Education, one of whom shall be an administrator of a state
146	146	technology center school or college, one of whom shall be a
147	147	certified teacher at a state technology center school or college,
148	148	and one shall be a student enrolled at a state t echnology center
149	149	school or college.
150	150	C. The Commission shall hold an organizational meeting not
151	151	later than ninety (90) days after the effective date of this act .
152	152	The member of the Oklahoma House of Representatives shall serve as
153	153	chair of the Commission and the member of the Okl ahoma State Senate
154	154	shall serve as vice-chair. A quorum of the membership of the
155	155	Commission shall be required to approve any final action of the
156	156	Commission. For purposes of this section, eight members shall
157	157	constitute a quorum.
158	158	D. The Commission may meet as often as required to perform the
159	159	duties imposed upon it, but shall meet at least quarterly.
160	160	E. The Commission shall engage multiple stakeholders in
161	161	research, evaluation, and information shar ing to conduct a study on
162	162	how to improve the quality of instruction and learning through
163	163	distance and remote modalities. Topic areas of the st udy shall
164	164	include, but are not limited to:
165	165	1. Support infrastructure;

193	193	3. Compliance with the federal Americans with Disabilities Act;

195	195	5. Modality research.
196	196	F. The Commission shall be subject to the Oklahoma Open Meeting
197	197	Act and the Oklahoma Open Records Act.
198	198	G. Members of the Commission shall not receive compensation or
199	199	travel reimbursement.
200	200	H. The Oklahoma House of Representatives shall provide staff
201	201	and administrative support f or the Commission.
202	202	I. The Commission shall submit a report of its findings and
203	203	recommendations no later than November 1, 2027, to the Governor, the
204	204	President Pro Tempore of the Oklahoma State Senate and the Speaker
205	205	of the Oklahoma House of Representatives.
206	206	SECTION 2. This act shall become effective November 1, 2022.
