4040 An Act relating to schools; creating the Oklahoma
4141 Education Commission; setting expiration date of

5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. NEW LAW A new section of law to be codified
6060 in the Oklahoma Statutes as Section 14-201 of Title 70, unless there
6161 is created a duplication in numb ering, reads as follows :
6262 A. There is hereby created until November 1, 2027, the Oklahoma
6363 Education Commission .
6464 B. The Commission shall consist of fifteen (15) members to be

9292 1. A member of the Oklahoma House of Representative s shall be
9393 appointed by the Speaker of the Oklahoma House of Representatives;
9494 2. A member of the Oklahoma State Senate shall be appointed by
9595 the President Pro Tempore of the Oklahoma State Senate;
9696 3. The Director of the Department of Corrections, or his or her
9797 designee;
9898 4. Four members with expertise in online and educational
9999 innovation shall be appointed by t he Chancellor of Higher Education,
100100 one of whom shall be a representative of the Oklahoma State Regents
101101 for Higher Education , one of whom shall be a representative of a
102102 research institution within The Oklahoma State System of Higher
103103 Education, one of whom shall be a representative of regional
104104 institution within The Oklahoma State System of Higher Education,
105105 and one of whom shall be a representative of a comm unity college
106106 within The Oklahoma State System of Higher Education;
107107 5. Four members with expertise in effective approaches to
108108 classroom instruction and learning or educational innovation shall
109109 be appointed by the S uperintendent of Public Instruction , one of
110110 whom shall represent the State Department of Education, one of whom
111111 shall be a school district administrator, one of whom shall be a
112112 classroom certified teacher, and one of whom shall be a high school
113113 student; and
114114 6. Four members with expertise in effe ctive approaches to
115115 career and technology education instruction and learning or

142142 educational innovati on shall be appointed by the Director of the
143143 Oklahoma Department of Career and Technology Education , one of whom
144144 shall represent the Oklahoma Department of Career and Technology
145145 Education, one of whom shall be an administrator of a state
146146 technology center school or college, one of whom shall be a
147147 certified teacher at a state technology center school or college,
148148 and one shall be a student enrolled at a state t echnology center
149149 school or college.
150150 C. The Commission shall hold an organizational meeting not
151151 later than ninety (90) days after the effective date of this act .
152152 The member of the Oklahoma House of Representatives shall serve as
153153 chair of the Commission and the member of the Okl ahoma State Senate
154154 shall serve as vice-chair. A quorum of the membership of the
155155 Commission shall be required to approve any final action of the
156156 Commission. For purposes of this section, eight members shall
157157 constitute a quorum.
158158 D. The Commission may meet as often as required to perform the
159159 duties imposed upon it, but shall meet at least quarterly.
160160 E. The Commission shall engage multiple stakeholders in
161161 research, evaluation, and information shar ing to conduct a study on
162162 how to improve the quality of instruction and learning through
163163 distance and remote modalities. Topic areas of the st udy shall
164164 include, but are not limited to:

192192 2. Open education resources;
193193 3. Compliance with the federal Americans with Disabilities Act;
194194 4. Professional development; and
195195 5. Modality research.
196196 F. The Commission shall be subject to the Oklahoma Open Meeting
197197 Act and the Oklahoma Open Records Act.
198198 G. Members of the Commission shall not receive compensation or
199199 travel reimbursement.
200200 H. The Oklahoma House of Representatives shall provide staff
201201 and administrative support f or the Commission.
202202 I. The Commission shall submit a report of its findings and
203203 recommendations no later than November 1, 2027, to the Governor, the
204204 President Pro Tempore of the Oklahoma State Senate and the Speaker
205205 of the Oklahoma House of Representatives.
206206 SECTION 2. This act shall become effective November 1, 2022.
