43	40		An Act relating to prisons and reformato ries;
44	41		directing the Department of Corrections to provide
45	42		minimum ratio of correctional officer staffing at
46	43		facilities; providing consideration s when determining
47	44		ratios; directing the Department to post ratios on
48	45		the homepage of its website; providing for
49	46		codification; and providing an effective date .

55	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
56	53		SECTION 1. NEW LAW A new section of law to be codified
57	54		in the Oklahoma Statutes as Section 528.9 of Title 57, unless there
58	55		is created a duplication in numbering, reads as follows:
59	56		A. The Department of Corrections shall provide minimum
60	57		correctional officer staffing sufficient to ensure continuous
61	58		appropriate supervision of inmates at all facilities of the
62	59		Department according to the profile of each individual facility .
63	60		When establishing the correctional officer-to-inmate ratio, the
64	61		Department shall consider the follo wing:
65	62		1. Level of security at each facility;

93		-	2. Classification of inmates housed at each facility;
94	90		3. Layout and configuration of each facility;
95	91		4. Perimeter or physical security of each facility;
96	92		5. The ability to effectively classify and separate categories
97	93		of inmates at each facility; and
98	94		6. Any other considerations that would require additional
99	95		correctional officer staffing at each facility.
100	96		B. Beginning November 1, 2022, the Department shall be required
101	97		to have a minimum ratio of one (1) correctional officer for every
102	98		five (5) inmates for each facility.
103	99		C. The Department shall publish on the homepage of its Internet
104	100		website a report listing each ratio of correctional officers to
105	101		inmates for every facility of the Department.
106	102		SECTION 2. This act shall become effective November 1, 2022.
