100	100	This act shall be known and may be cited as the "Hunger-free
101	101	Campus Act".
102	102	SECTION 2. NEW LAW A new section of law to be codifi ed
103	103	in the Oklahoma Statut es as Section 2502 of Title 70, unless there
104	104	is created a duplication in numberin g, reads as follows:
105	105	As used in the Hunger-free Campus Act:
106	106	1. "Emergency assistance" means immediate direct assist ance
107	107	provided by a hunger –free campus to any student facing an
108	108	unanticipated financial crisis or hardship ;
109	109	2. "Hunger–free campus" means a campus of any four–year public
110	110	institution of higher education that meets the requirements of
111	111	subsection A of Section 4 of this act or any two–year public
112	112	institution of highe r education that meets the requirements of
113	113	subsection B of Section 4 of this act; and
114	114	3. "Program" means the Hunger–free Campus Grant Program.
115	115	SECTION 3. NEW LAW A new sect ion of law to be codified
116	116	in the Oklahoma Statutes as Secti on 2503 of Title 70, unless there

118	118	The Oklahoma State Regents for Higher Education shall administer
119	119	the Hunger-free Campus Grant Program and shall develop the form to

148	148	SECTION 4. NEW LAW A new section of law to b e codified
149	149	in the Oklahoma Statutes as Secti on 2504 of Title 70, unless there
150	150	is created a duplication in numbering, rea ds as follows:
151	151	A. The Oklahoma State Regents for Higher Education shall
152	152	designate as a hunger –free campus any campus of a four–year public
153	153	institution of higher education that:
154	154	1. Has established a hunger task force that :
155	155	a. meets at least two times per academic year, and
156	156	b. sets at least two goals with action plans ;
157	157	2. Has a designated a staff member re sponsible for:
158	158	a. assisting students in enrolli ng in the Supplemental
159	159	Nutrition Assistance Program, or
160	160	b. connecting students with available Supplemental
161	161	Nutrition Assistance Program outreach partners that
162	162	can assist students in enrolling in the Supplemental
163	163	Nutrition Assistance Program;
164	164	3. Has designated a staff member responsible for informing
165	165	students participating in the Federal Work–Study Program regarding
166	166	eligibility for the Supplemental Nutrition Assistance Program;
167	167	4. Facilitates collaboration with campus retailers to provide
168	168	options for students to utilize Supplemental Nutrition Assistance
169	169	Program benefits at campus retailers;

202	202	7. Provides at least one food pantry on campus or enables
203	203	students in need to receive food through a separate , stigma–free
204	204	arrangement;
205	205	8. Facilitates efforts between campus administrators and food
206	206	service operations or vendors to develop and maintain a meal–sharing
207	207	program that allows students to donate their unused meal plan
208	208	credits to be distributed to students in need for use in campus
209	209	dining halls or at an on–campus food pantry, if applicable;
210	210	9. Conducts a standardized ann ual student survey on hunger and
211	211	submits the results to the Oklahoma State Regents for Higher
212	212	Education; and
213	213	10. Submits an annual report detailing its efforts to address
214	214	student hunger to the Oklahoma State Regents for Higher Education.
215	215	B. The Oklahoma State Regents for Higher Education shall
216	216	designate as a hunger –free campus any campus of a two–year public
217	217	institution of higher education that meets all the requirements for
218	218	four–year public institutions of higher education identified in

247	247	C. 1. Each public institution of higher educ ation may develop
248	248	its own procedures for a meal –sharing program.
249	249	2. Each public institution of higher education shall make
250	250	information about the meal–sharing program publicl y available,
251	251	including:
252	252	a. how a student may donate unused meal plan credits,
253	253	b. how a student in need may apply to receive donated
254	254	meal plan credits, and
255	255	c. the methodology that a n institution of higher
256	256	education uses to ensure that unused donated meal plan
257	257	credits are used to purchase food to support an on –
258	258	campus food pantry, if applicable.
259	259	SECTION 5. NEW LAW A new section of law to be codified
260	260	in the Oklahoma Statutes as Section 2505 of Title 70, unless there
261	261	is created a duplication in numbering, reads as follows:
262	262	A. The Oklahoma State Regents for Higher Education shall
263	263	allocate grant funding, as available through state appropriations,
264	264	to any four–year or two–year public institution of higher education
265	265	that:
266	266	1. Pledges a matching contribution to be used to implement the
267	267	goals of the program; and

294	294	2. Meets the requirements to be designated as a hunger –free
295	295	campus.
296	296	B. The Oklahoma State Regents for Higher Education shall
297	297	determine the amount of each institutional grant based on available
298	298	funding and may retain grant funds for administrative costs at or
299	299	below the allowable annual indirect cost rate negotiated by the
300	300	State Regents with the U.S. Department of Educati on.
301	301	C. The Oklahoma State Regents for Higher Education shall
302	302	develop a strategic plan starting when this act becomes effective to
303	303	address meeting the basic needs of higher education students by
304	304	2030.
305	305	D. 1. The Oklahoma State Regents for Higher Education shall
306	306	have six (6) months after receiving appropriation to develop the
307	307	process for selecting institutions for the pilot program as well as
308	308	the metrics that will be tracked from August 2023 through May 2028.
309	309	2. The Oklahoma State Re gents for Higher Educat ion must select
310	310	institutions for pilot participation and award funds no later than
311	311	June 2023. Participating institutions must submit data metrics
312	312	outlined by the Oklahoma State Regents for Higher Education and this
313	313	act no later than the first day of August of each year.
314	314	E. 1. The Oklahoma State Regents fo r Higher Education shall
315	315	adopt regulations necessary to carry out the requirement s of this
316	316	act.

343	343	2. The regulations adopted under this subsection shall allow
344	344	grant recipients to use grant funds fle xibly to implement the goals
345	345	of the program, including giving recipients the ability to :
346	346	a. support emergency assistance ,
347	347	b. hire staff to manage initiatives related to the
348	348	program, and
349	349	c. use grant funds for ope rational activities related to
350	350	the program.
351	351	SECTION 6. NEW LAW A new section of law to be codified
352	352	in the Oklahoma Statutes as Section 2506 of Title 70, unless there
353	353	is created a duplication in numbering, reads as follows:
354	354	A. Not later than five (5) years after establishing the
355	355	program, the Oklahoma State Regents for Higher Education shall
356	356	provide a written report to the Governor and the Legislature on the
357	357	implementation of this act.
358	358	B. The report shall include:
359	359	1. The number and amounts of grants awarded;
360	360	2. The impact of the program on establishing hunger-free
361	361	campuses at public institutions of higher education ;
362	362	3. The impact of awarded grants on reducing the number of
363	363	students experiencing food insecurity; and
364	364	4. Recommendations on expanding the program.
365	365	SECTION 7. This act shall be come effective July 1, 2022.
