5252 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5353 SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135.5, is
5454 amended to read as follows:
5555 Section 1135.5 A. The Oklahoma Tax Commission is hereby
5656 authorized to design and issue appropriate official special license
5757 plates to persons wishing to demons trate support and provide
5858 financial assistance as provided by this section.
5959 Special license plates shall not be transferred to any other
6060 person but shall be removed fro m the vehicle upon transfer of
6161 ownership and retained . The special license plate may th en be used
6262 on another vehicle but only after such other vehicle has been
6363 registered for the current year with a motor license agent.

9090 Special license plates shall be ren ewed each year by the Tax
9191 Commission or a motor license agent, unless authorized by the Tax
9292 Commission to be renew ed for a period greater than one (1) year .
9393 The Tax Commission shall notify by mail all persons issued special
9494 license plates. The notice shall contain all necessary information
9595 and shall contain instructions for the renewal proc edure upon
9696 presentation to a motor license agent or the Tax Commission . The
9797 license plates shall be issued on a staggered system.
9898 The Tax Commission is hereby directed to develop and implement a
9999 system whereby motor license agents are permitted to accept
100100 applications for special l icense plates authorized under this
101101 section. The motor license agent shall confirm the applicant 's
102102 eligibility, if applicable, collect and de posit any amount
103103 specifically authorized by law, accept and process the necessary
104104 information directly into such s ystem and generate a receipt
105105 accordingly. For performance of these duties, motor license agents
106106 shall retain the fee provided in Section 1141 .1 of this title for
107107 registration of a motor vehicle . The motor license agent fees for
108108 acceptance of applications and renewals shall be paid out of the
109109 Oklahoma Tax Commission Reimbursement Fund.
110110 If fewer than one hundred of any type of special license pl ates
111111 authorized prior to January 1, 2004, are issued prior to January 1,
112112 2006, the Tax Commission shall discontinu e issuance and renewal of
113113 that type of special license plate . Any such authorized special

140140 license plate registrant shall be allowed to displa y the license
141141 plate upon the designated vehicle until the registration expiration
142142 date. After such time the expir ed special license plate shall be
143143 removed from the vehicle.
144144 For special license plates authorized on or after July 1, 2004,
145145 no special license plates shall be developed or issued by the Tax
146146 Commission until the Commission receives one hundred prepaid
147147 applications therefor. The prepaid applications must be received by
148148 the Tax Commission within one hundred eighty (180) days of the
149149 effective date of the authorization or the authority to issue shall
150150 be null and void. In the event one hundred prepaid applicati ons are
151151 not received by the Tax Commission within such prescribed time
152152 period any payment so received shall be refunded accordingly.
153153 B. The special license plates provided by this section are as
154154 follows:
155155 1. University or College Supporter License Plate - such plates
156156 shall be designed and issued to any person wishing to demonstrate
157157 support to any state -supported or private university or college . As
158158 provided in this section, an amount of the fee collected shall be
159159 apportioned as provided in Section 1104.1 of this title;
160160 2. Environmental Awareness License Plate - such plates shall be
161161 designed, subject to the criteria to be presented to the Tax
162162 Commission by the Department of Environmental Quality in
163163 consultation with the Oklahoma A rts Council, and issued to any

190190 person wishing to demonstrate support to implement the statewide
191191 general public environmental education program created pursuant to
192192 the provisions of the Oklahoma Environmental Quality Code . Such
193193 plates shall be designed and issued to any person in a ny combination
194194 of numbers and letters from one to a maximum of seven, as for
195195 personalized license plates . A dealer's license plate issued
196196 pursuant to Section 1116.1 or 1128 of this title may be designated
197197 an Environmental Awarene ss License Plate upon paym ent of the fee
198198 imposed by this section and any other registration fees required by
199199 the Oklahoma Vehicle License and Registration Act . As provided in
200200 this section, an amount of the fee collected shall be apportioned
201201 pursuant to Section 1104.2 of this title ;
202202 3. Firefighter License Plate - such plates shall be designed
203203 for any career or retired firefighter, volunteer or paid .
204204 Firefighters may apply for firefighter plates for up to four
205205 vehicles with a rated capacity of one (1) ton or less or for a
206206 motorcycle upon proof of a fire department membership by either an
207207 identification card or letter from the chief of the fire department .
208208 Retirees who are eligible for such plates shall provide proof of
209209 eligibility upon initial application, but shall not be required to
210210 provide proof of eligibility annually . The surviving spouse of any
211211 deceased firefighter, if the spouse has not since remarried, may
212212 apply for a firefighter license plate for one vehicle with a rated
213213 carrying capacity of one ( 1) ton or less or for a mo torcycle upon

240240 proof that the deceased firefighter was a member of a fire
241241 department by either an identification card or letter from the chief
242242 of the fire department. The license plate shall be designed in
243243 consultation with the Ok lahoma Firefighters Associ ation.
244244 As provided in this section, an amount of the fee collected
245245 shall be deposited to the Oklahoma State Firemen 's Museum Building &
246246 Memorial Fund for support of the Oklahoma Firefighters Museum and
247247 the Oklahoma Fallen and Livi ng Firefighters Memorial;
248248 4. Wildlife Conservation License Plate - such plates shall be
249249 designed, subject to the criteria to be presented to the Tax
250250 Commission by the Oklahoma Department of Wildlife Conservation in
251251 consultation with the Oklahoma Arts Coun cil, and issued to any
252252 person wishing to demonstrate support for wildlife conservation in
253253 this state through the Wildlife Diversity Fund, provided for in
254254 Section 3-310 of Title 29 of the Oklahoma Statutes . Such plates may
255255 be designed and issued to any per son as for personalized li cense
256256 plates.
257257 As provided in this section, an amount of the fee collected
258258 shall be apportioned pursuant to subsection D of Section 3 -310 of
259259 Title 29 of the Oklahoma Statutes;
260260 5. Child Abuse Prevention License Plate - such plates shall be
261261 designed, subject to the criteria to be presented to the Tax
262262 Commission by the Office of Child Abuse Prevention in the State
263263 Department of Health and the Oklah oma Committee to Prevent Child

291291 the prevention of child abuse.
292292 As provided in this section, an amount of the fee collected
293293 shall be deposited in the Child Abuse Prevention Fund;
294294 6. United States Olympic Committee Supporter License Plate -
295295 such plates shall be designed and issu ed to any person wishing t o
296296 demonstrate support for the United States Olympic Committee . The
297297 plates shall be issued to any person in any combination of numbers
298298 and letters from one to a maximum of seven, as for personalized
299299 license plates. The plate shall contain the official Uni ted States
300300 Olympic Committee logo . The Tax Commission shall be authorized, if
301301 necessary, to enter into a licensing agreement with the United
302302 States Olympic Committee for any licensing fees which may be
303303 required in order to use th e United States Olympic Co mmittee logo or
304304 design. The licensing agreement shall provide for a payment of not
305305 more than Twenty-five Dollars ($25.00) for each license p late
306306 issued;
307307 7. Oklahoma History License Plate - such plates shall be
308308 designed and issued to any person wishing to demonstrate interest in
309309 Oklahoma history. As provided in this section, an amount of the fee
310310 collected shall be deposited to the Oklahoma H istorical Society
311311 Revolving Fund to be used for educational purposes;

339339 a. vehicle plates shall be designed to honor historic
340340 Route 66, also known as the "Mother Road". As
341341 provided in this section, an amount of the fee
342342 collected for each vehicle license plate shall be
343343 apportioned to the Oklahoma Histor ical Society
344344 Revolving Fund to be distributed to the Route 66
345345 Museum located in Clinton, Oklahoma, and
346346 b. motorcycle plates shall be designed in consultation
347347 with the Oklahoma Route 66 Association, Inc . The
348348 Oklahoma Tax Commission shall be authorized to e nter
349349 into a licensing agre ement with the Oklahoma Route 66
350350 Association, Inc., for any licensing fees which may be
351351 required in order to use the Oklahoma Route 66
352352 Association, Inc., logo or design . The licensing
353353 agreement shall provide for a payment to the Oklahoma
354354 Route 66 Association, Inc., of not more than Twenty
355355 Dollars ($20.00) for each motorcycle license plate
356356 issued;
357357 9. Heart of the Heartland License Plate - such plates shall be
358358 designed and issued to any person wishing to honor the victims of
359359 the terrorist bombing attack on the Alfred P. Murrah Federal
360360 Building in downtown Oklahoma City on April 19, 1995 . As provided
361361 in this section, an amount of the fee co llected shall be deposited

388388 in the Heart of the Heartland Scholarship Fund, as established in
389389 Section 2282 of Title 70 of the Oklahoma Statutes;
390390 10. Emergency Medical Technician License Plate - such plates
391391 shall be designed and issued to any person who is an emergency
392392 medical technician. Such persons may apply for an emergency medical
393393 technician license plate for each vehi cle with a rated carrying
394394 capacity of one (1) ton or less upon proof of an emergency medical
395395 technician's license. The license plate shall be designed in
396396 consultation with the state association of emergency medical
397397 technicians. As provided in this sectio n, an amount of the fee
398398 collected shall be apportioned to the Emergency Medical Personnel
399399 Death Benefit Revolving Fund created in Secti on 1-2505.2 of Title 63
400400 of the Oklahoma Statutes;
401401 11. Fight Breast Cancer License Plate - such plates shall be
402402 designed to demonstrate support for the prevention and treatment of
403403 breast cancer in this state . As provided in this section, an amount
404404 of the fee collected shall be apportioned to the Breast Cancer Act
405405 Revolving Fund;
406406 12. Crime Victims Awareness License Plate - such plates shall
407407 be designed and issued to any person wishing to demonstrate
408408 awareness of and support for victims of crimes . The license plates
409409 shall be designed in consultation with the Oklahoma Crime Victims
410410 Centre. As provided in this section, an amo unt of the fee collected
411411 shall be apportioned to the Attorney General 's Revolving Fund for

438438 the Office of the Attorney General, which is hereby directed to use
439439 such funds to contract with a statewide nonprofit organization to
440440 provide services to crime victi ms;
441441 13. Oklahoma Safe Kids Association License Plate - such plates
442442 shall be designed and issued to any person wishing to demonstrat e
443443 support and awareness of the Oklahoma Safe Kids Association . The
444444 license plate shall be designe d in consultation with the Oklahoma
445445 Safe Kids Association . As provided in this section, an amount of
446446 the fee collected shall be deposited in the Children 's Hospital -
447447 Oklahoma Safe Kids Association Revolving Fund to be distributed to
448448 the Oklahoma Safe Kid s Association program;
449449 14. Four-H Club License Plate – such plates shall be designed,
450450 subject to criteria to be presented to the Tax Commission by the
451451 Four-H Foundation, and issued to any person wishing to demonstrate
452452 support of the Four-H Club. Such plates may be designed and is sued
453453 to any person as for personalized license plates . As provided in
454454 this section, an amount of the fee collected shall be apport ioned to
455455 the OSU Extension Service License Plate Revolving Fund created in
456456 Section 1104.4 of this t itle;
457457 15. Agricultural Awareness License Plate – such plates shall be
458458 designed, subject to criteria to be presented to the Tax Commission,
459459 by the Oklahoma Department of Agriculture, Food, and Forestry in
460460 consultation with the Oklahoma Arts Council, and is sued to any
461461 person wishing to demonstrate support of the Department 's Ag in the

488488 Classroom Education Program . As provided in this section, an amount
489489 of the fee collected shall be apportioned as provided in Section
490490 1104.3 of this title;
491491 16. Oklahoma Statehood Centennial License Pla te – such plates
492492 shall be designed and issued to any person wishing to commemorate
493493 the centennial of Oklahoma 's admission to statehood in 1907. The
494494 license plates shall be designed in consultation with the Oklahoma
495495 Capitol Complex and Centennial Commemora tion Commission. As
496496 provided in this section, an amount of the fee collected shall be
497497 deposited in the Oklahom a Department of Commerce Revolving Fund
498498 created in Section 5012 of Title 74 of the Oklahoma Statutes;
499499 17. Support Education License Plate – such plates shall be
500500 designed, subject to criteria to be presented to the Tax Commission
501501 by the State Department of Education in co nsultation with the
502502 Oklahoma Arts Council, and issued to any person wishing to
503503 demonstrate support for education in this state . All motor license
504504 agents shall display a sample of the Support Education License plate
505505 in the area of the business accessed by the public. Twenty-three
506506 Dollars ($23.00) of the fee collected shall be apportioned as
507507 follows:
508508 a. five percent (5%) shall be d eposited to the Education
509509 Reform Revolving Fund,
510510 b. five percent (5%) shall be deposited to the Higher
511511 Education Revolving Fun d,

539539 Career Technology Fund, and
540540 d. eighty-five percent (85%) shall be deposited to the
541541 Teachers' Retirement Benefit Fund as set forth in
542542 Section 17-108 of Title 70 of the Oklahoma Statutes.
543543 However, when the Teachers' Retirement Benefit Fund attains a
544544 seventy percent (70%) funded ratio based on an annual ac tuarial
545545 valuation as required by law, the amount of the fee shall be
546546 apportioned equally pursuant to subparagraphs a, b and c of this
547547 paragraph;
548548 18. Retired Oklahoma Highway Patrol Officers License Plate –
549549 such plates shall be designed and issued to any r etired officer of
550550 the Oklahoma Highway Patrol. The license plate shall have the
551551 legend "Oklahoma" and shall contain, in the center of the plate, th e
552552 Highway Patrol Officers patch using the same colors and pattern as
553553 used in the patch. Centered on the bottom of the license plate
554554 shall be the word "Retired". The letters "TRP" shall be used in
555555 combination with three numbers on either side of the insig nia or
556556 emblem. The color of the letters and numbers shall be brown .
557557 Retirees who are eligible for such pla tes shall provide proof of
558558 eligibility upon initial application, but shall not be required to
559559 provide proof of eligibility annually . The surviving spouse of any
560560 deceased retired officer of the Oklahoma Highway Patrol, if the
561561 spouse has not since remarried , or if remarried, the rem arriage is

589589 Oklahoma Highway Patrol Officers license pl ate. As provided in this
590590 section, an amount of the fee collected shall be deposited into the
591591 Law Enforcement Retirement Fund;
592592 19. Boy Scouts of America Supporter License Plate – such plates
593593 shall be designed and issued to any person wishing to demonstra te
594594 support for the Boy Scouts of America. The plates shall be issued
595595 to any person in any combination of num bers and letters from one to
596596 a maximum of seven, as for personalized license plates . The plate
597597 shall contain the official Boy Scouts of America lo go. The Tax
598598 Commission shall be authorized, if necessary, to enter into a
599599 licensing agreement with the Boy S couts of America for any l icensing
600600 fees which may be required in order to use the Boy Scouts of America
601601 logo or design. The licensing agreement sh all provide for a pay ment
602602 to the Boy Scouts of America of not more than Twenty Dollars
603603 ($20.00) for each lice nse plate issued;
604604 20. Urban Forestry and Beautification License Plate – such
605605 plates shall be designed, subject to criteria to be presented to the
606606 Tax Commission, by th e Oklahoma Department of Agriculture, Food, and
607607 Forestry in consultation with nonprofit organizations in this stat e
608608 that develop and operate programs to encourage urban forestry and
609609 beautification, and issued to any person wishing to demonstrate
610610 support of such programs. As provided in this section, an amount of

639639 21. Oklahoma State Parks Supporter License Plate – such plates
640640 shall be designed, subject to criteria to be pres ented to the Tax
641641 Commission by the Oklahoma Tourism and Recreation Department, and
642642 issued to any person wishing to demonstrate support for the Oklahoma
643643 state parks system. Twenty-three Dollars ($23.00) of the fee
644644 collected shall be deposited in the Oklaho ma Tourism and Recreation
645645 Department Revolving Fund . Such money shall be designated for and
646646 may only be expended for the support of Oklahoma state parks;
647647 22. Adoption Creates Families License Plate – such plates shall
648648 be issued to any person wishing to d emonstrate support of pregnant
649649 women who are committed to placing their children for ado ption and
650650 wishing to provide assistance to guardians, adoptive parents and
651651 other created families to assist in the adoption and placement of
652652 children in permanent, safe homes. The license plates shall be
653653 designed and final terminology delivered in consult ation with the
654654 Oklahoma Adoption Coalition and the Department of Human Services .
655655 Twenty-five Dollars ($25.00) of the fee collected shall be dep osited
656656 in a revolving fund established in the State Treasury for and to be
657657 used by the Department of Human Servi ces for the implementation of
658658 the Investing in Stronger Oklahoma Families Act specifically for
659659 created families;

686686 23. Choose Life License Plate – such plates shall be d esigned,
687687 subject to criteria presented to the Tax Commission, by Choose Life,
688688 Inc., and issued to any person who w ishes to demonstrate support of
689689 organizations that encourage adoption as a positive choice for women
690690 with unplanned pregnancies. As provided in this section, an amount
691691 of the fee collected shall be deposited in the Choose Life
692692 Assistance Program Revolving Fund established in Section 1104.6 of
693693 this title;
694694 24. Future Farmers of America License Plate – such plates shall
695695 be designed and issued to persons wishing to demonstrate support for
696696 the Oklahoma FFA (formerly known as Future Fa rmers of America). The
697697 license plates shall be designed in consultation with the Oklahoma
698698 FFA Foundation Board of Directors . As provided in this section, an
699699 amount of the fee collected shall be apportioned as provided in
700700 Section 1104.7 of this title;
701701 25. Lions Club License Plate – such plates shall be designed
702702 and issued to persons wishing to demonstrate support for the Lions
703703 Club of Oklahoma. The plates shall be iss ued to any person in any
704704 combination of numbers and letters from one to a maximum of sev en,
705705 as for personalized li cense plates. The license plates shall be
706706 designed in consultation with the Oklahoma Lions Service Foundation
707707 and shall contain the official logo of the International Association
708708 of Lions Clubs. The Tax Commission shall be autho rized to enter
709709 into a licensing agreement with the Oklahoma Lions Service

736736 Foundation. The licensing agreement shall provide for a payment to
737737 the Oklahoma Lions Service Foundation of not more than Ten Dollars
738738 ($10.00) for each license plate issued;
739739 26. Color Oklahoma License Plate – such plates shall be
740740 designed, subject to criteria to be presented to the Tax Commission
741741 by the Oklahoma Native Plant Society, and issued t o any person
742742 wishing to demonstrate support for preserving and planting
743743 wildflowers and native plants in Oklahoma and to promote Oklahoma 's
744744 wildflower heritage through education . As provided in this section,
745745 an amount of the fee collected shall be apporti oned as provided in
746746 Section 1104.8 of this title;

951951 an amount of the fee collected shall be deposited in the Oklahoma
952952 Zoological Society Revolvi ng Fund created in Section 1104.13 of this
953953 title;
954954 38. March of Dimes License Plate – such plates shall be issued
955955 to persons wishing to demonstrate support for the Marc h of Dimes
956956 mission to improve the health of babies by preventing birth defects,
957957 premature birth and infant mortali ty. The license plates shall be
958958 designed in consultation with the Oklahoma Chapter March of Dimes .

10521052 41. Downed Bikers Association License Plate - such plates shall
10531053 be designed and issued to any person wishing to demonstrate support
10541054 for the Downed Bikers Associati on, a nonprofit charitable
10551055 organization exempt from taxation pursuant to the provisions of the
10561056 Internal Revenue Code, 26 U.S.C., Se ction 501(c)(3), which pro vides
10571057 emotional and financial support for downed bikers . The license
10581058 plate shall be designed in co nsultation with the Central Oklahoma

10981098 Oklahoma National Guard Museum. Persons applying for such license
10991099 plate must show proof of past military service. As provided in this
11001100 section, a portion of the fee collected shall be deposited in th e
11011101 Oklahoma National Guard Museum Fund created in Section 235.1 of
11021102 Title 44 of the Oklahoma Statutes;
11031103 43. Buffalo Soldier License Plate - such plates shall be iss ued
11041104 to any person wishing to honor and celebrate the history and
11051105 contribution of the Buffalo Sold iers. The license plates shall be
11061106 designed in consultation with the Lawton -Fort Sill Chapter of the
11071107 Buffalo Soldiers 9th and 10th (H orse) Cavalry Association . As
11081108 provided in this section, an amount of the fee collected shall be

20982098 Scout logo. Plates may be issued to any person who can show proof
20992099 of having obtained the rank of Eagle Scout . The Oklahoma Tax
21002100 Commission shall be authorized to en ter into a licensing agreement
21012101 with the various Oklahoma local councils for any licensin g fees
21022102 which may be required in order to use the applicable logo or design .
21032103 The licensing agreement shall provide for a payment of not more than
21042104 Twenty Dollars ($20.00 ) for each license plate issued to the

21462146 the Oklahoma Historical Society . As provided in this section, a n
21472147 amount of the fee collected shall be deposited in the Oklahoma
21482148 Historical Society Capi tal Improvement and Operat ions Revolving Fund

21502150 Tax Commission shall create and maintain a list of for mer members of

22472247 plates issued prior to November 1, 20 21, and shall reimburse any
22482248 individual who held a Veterans of Foreign Wars License Plate on
22492249 October 31, 2021, for fees incurred for the replacement of such
22502250 plate;
22512251 95. Oklahoma Women Veterans Organization License Plate – such
22522252 plates shall be designed and i ssued to any female veteran of any
22532253 branch of the United States Armed Forces wishing to d emonstrate
22542254 support for the Oklahoma Women Veterans Organization . The license

23452345 required in order to use the Festival 's logo or design. For each
23462346 license plate issued, t he licensing agreement shall provide for a
23472347 payment of Twenty-five Dollars ($25.00) of the fee collected to the
23482348 Historic Greenwood District Juneteenth Festival and an additional
23492349 Two Dollars ($2.00) of the fee collected shall be deposited in the
23502350 Public School Classroom Support Revolving Fund, for expenditure as
23512351 provided in Section 1-123 of Title 70 of the Oklahoma Statutes;

24482448 103. Oklahoma Golf License Plate – such plates shall be
24492449 designed and issued to any person wishing to demonstrate support for
24502450 the sport of golf in Oklahoma . The license plates shall be designed
24512451 in consultation with the South Central Section of the Professional
24522452 Golfers' Association of America and issued to any person wishing to
24532453 demonstrate support for the sport of golf in Oklahoma . The Tax
24542454 Commission shall be authorized to enter into a licensing agreement

24942494 Commission shall be authorized to enter into a licensing agreement
24952495 with the Oklahoma Emergency Medical Technicians Association for any
24962496 licensing fees which may be required in order to use the
24972497 Association's logo or design. The licensing agreemen t shall provide
24982498 for deposit to the Emergency Medical Personnel Death Benefit
24992499 Revolving Fund created in Section 1 -2505.2 of Title 63 of the

26002600 Commission shall be authorized to enter into licensing agreements
26012601 with the Epilepsy Foundation for any licensing fees which may be
26022602 required in order to use the or ganization's logo or design. The

26412641 provide for a payment to the Honoring Ame rica's Warriors Foundation
26422642 of not more than Ten Dollars ($10.00) and a payment to the Warriors
26432643 for Freedom Foundation of not more than Ten Do llars ($10.00) for
26442644 each license plate issued and;
26452645 111. Ally's House License Plate - such plates shall be designed
26462646 and issued to any person wishing to demonstrate support for Ally's
26472647 House. The license plates shall be designed in consultation with
26482648 Ally's House. The Tax Commission sha ll be authorized to enter into
26492649 licensing agreements with Ally's House for any licensing fees which
26502650 may be required in order to use the or ganization's logo or design.
26512651 The licensing agreement sha ll provide for a payment to Ally's House

26542654 C. The fee for such plates shall be Thirty-five Dollars
