5265 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5366 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11-103.6, is
5467 amended to read as follows:
5568 Section 11-103.6 A. 1. The State Board of Education shall
5669 adopt subject matter standards for instruction of students in th e
5770 public schools of this state that are ne cessary to ensure there is
58-attainment of desired levels of competencies in a variety of areas
59-to include language, mathematics, science, social studies and
60-communication.
61-2. School districts shall develop and impl ement curriculum,
62-courses and instruction in order to ensure that students meet the

101+2. School districts shall develop and impl ement curriculum,
102+courses and instruction in order to ensure that students meet the
89103 skills and competencies as set forth in this section and in the
90104 subject matter standards adopted by the State Board of Edu cation.
91105 3. All students shall gain literacy at th e elementary and
92106 secondary levels. Studen ts shall develop skills in reading,
93107 writing, speaking, computing and critical thinking. For purposes of
94108 this section, critical thinking means a manner of analytica l
95109 thinking which is logical and uses linear factua l analysis to reach
96110 a conclusion. They al so shall learn about cultures and environments
97111 - their own and those of others with whom they share the earth.
98112 Students, therefore, shall study social studies, lit erature,
99113 languages, the arts, mathematics and scie nce. Such curricula shall
100114 provide for the teaching of a hands-on career exploration program in
101115 cooperation with technology center schools.
102116 4. The subject matt er standards shall be designed to teach the
103117 competencies for which students shall be tested as p rovided in
104118 Section 1210.508 of this title, and shall be designed to prepare all
105119 students for active citizenship, employment and/or successful
106120 completion of postsecondary education without the need for remed ial
107121 coursework at the postsecondary level.
108-5. The subject matter standards shall be designe d with rigor as
109-defined in paragraph 3 of subsection G of this section.

149+5. The subject matter standards shall be designe d with rigor as
150+defined in paragraph 3 of subsection G of this section.
151+6. The subject matter standards for English L anguage Arts shall
152+give Classic Literature and nonfiction literature equal
138153 consideration to othe r literature. In addition, emphasis shall be
139154 given to the study of complete works of literature.
140155 7. At a minimum, the subject matter standards for mathematics
141156 shall require mastery of the standard algorit hms in mathematics,
142157 which is the most logical, eff icient way of solving a problem that
143158 consistently works, and for students to attain fluency in Euclidian
144159 geometry.
145160 8. The subject matter standards for history, social studies and
146161 United States Government s hall include study of important historical
147162 documents, including the United States Constitution, Declara tion of
148163 Independence, Emancipation Proclamation, Federalist Pa pers and other
149164 documents with significant his tory and heritage of the United
150165 States, and the content of the United States naturalization test ,
151166 with an emphasis on the specific content of the tes t and the ideas
152167 and concepts it references. Beginning with th e 2022-2023 school
153168 year, the United States na turalization test shall be administered in
154169 accordance with subsection F of this section.
155170 9. The subject matter standards for United States Governmen t
156171 shall include an emphasis on civics, the structure and relat ionship
157172 between the national, state, county a nd local governments and
158-simulations of the de mocratic process. For the purposes of this
159-section, "civics" means the study of the rights and duties of
160-Oklahoma and United States citizens and of how those govern ments
161-work.

193209 1. Four units or sets of competencies of English to include
194210 Grammar, Composition, Literature, or any English course approved for
195211 college admission requirements;
196212 2. Three units or sets of competencies of mathematics, limited
197213 to Algebra I, Algebra II, Geometry, Trigonometry, Mat h Analysis,
198214 Calculus, Advanced Placement Statistic s, or any mathematics course
199215 with content and/or rigo r above Algebra I and approved for college
200216 admission requirements;
201217 3. Three units or sets of competencies of laboratory science
202218 approved for college adm ission requirements, including one unit or
203219 set of competencies of life science, meeting the standards f or
204220 Biology I; one unit or set of competencies of physical scie nce,
205221 meeting the standards for Physical Scien ce, Chemistry or Physics;

253271 7. One unit or set of competencies of fine arts, such as music ,
254272 art, or drama, or one unit or set of competencies of speech, or one
255273 unit or set of competencies of agricultural power and technology or

258-C. In lieu of the requirements of subsection B of this section

303+C. In lieu of the requirement s of subsection B of this section
304+which requires a college preparatory/w ork ready curriculum, a
305+student may enroll in the core curriculum as provided in s ubsection

288307 guardian of the student. For students under the age of eighteen
289308 (18) school districts shall require a parent or legal gua rdian of
290309 the student to meet with a designee of the school pr ior to
291310 enrollment in the core curri culum. The State Departm ent of
292311 Education shall develop and distribute to school districts a form
293312 suitable for this purpose, which shall include information on the
294313 benefits to students of completing the college preparator y/work
295314 ready curriculum as provided for in subsection B of t his section.
296315 D. For those students subject to the requirements of subsection
297316 C of this section, in order to graduate from a public hig h school
298317 accredited by the State Board of Education with a st andard diploma,
299318 students shall complete the following core c urriculum units or s ets
300319 of competencies at the secondary level:
301320 1. Language Arts – Four units or sets of competencies, to
302321 consist of one unit or set of competencies of grammar and
303322 composition, and three units or sets of competenci es which may
304323 include, but are not limited to, the following courses:
305324 a. American Literature,
306-b. English Literature,
307-c. World Literature,
308-d. Advanced English Cou rses, or
309-e. other English courses with content and/or rigo r equal
310-to or above grammar and compos ition;

404+list of accepted industry-valued credentials shall be
405+reviewed annually and updated at least every three (3)

386407 h. (1) contextual mathematics cou rses which enhance
387408 technology preparation, or
388409 (2) a science, technology, engineering and math
389410 (STEM) block course meeting the requirements for
390411 course competencies listed in paragraph 2 of
391412 subsection B of this section, whe ther taught at
392413 a:
393414 (a) comprehensive high school, or
394415 (b) technology center school when taken in the
395416 tenth, eleventh or twelfth grade, taught by
396417 a certified teacher, and approved by the
397418 State Board of Education and the independent
398419 district board of education ,
399420 i. mathematics courses taught at a technology center
400421 school by a teacher certi fied in the secondary subject
401422 area when taken in the tenth, eleventh or twelfth
402423 grade upon approval of the State Bo ard of Education

547572 E. 1. In addition to the curric ulum requirements of either
548573 subsection B or D of this section, in order to graduate from a
549574 public high school accredited by the State Board of Educat ion
550575 students shall complete the requirements for a personal financial
551576 literacy passport as set forth in the Passport to Financial Literacy
552577 Act and any additiona l course requirements or recommended elective
553578 courses as may be established by the State Board o f Education and
554579 the district school board. School districts shall stron gly
555-encourage students to complete two units or sets of competencies of

584610 2. No student shall r eceive credit for high school graduation
585611 more than once for completion o f the same unit or set of
586612 competencies to satisfy the curriculum requirements of this se ction.
587613 3. A school district shall not be requi red to offer every
588614 course listed in subsections B and D of this section, but shall
589615 offer sufficient courses to allow a st udent to meet the graduation
590616 requirements during the secondary grade years of the studen t.
591617 F. 1. In addition to the curriculum requir ements of either
592618 subsection B or D of this sectio n, beginning with ninth graders in
593619 the 2021-22 school year, in order to graduate from a public high
594620 school accredited by the State Board of Education, students shall
595621 pass the United States naturalization tes t pursuant to the
596622 provisions of this subsection.
597623 2. School districts shall offer the United States
598624 naturalization test to students at least once per school year,
599625 beginning as early as eighth grade at the disc retion of the school
600626 district; provided, any st udent may retake the exam upon request,
601627 and as often as desired, until earning a passing score. For
602628 purposes of this subsection, a passing score shall be 6 0 out of 100
603629 questions.
604-3. School districts shall exempt students with disabilities
605-whose individualized education program (IEP), consistent with st ate

657+3. School districts shall ex empt students with disabilities
658+whose individualized education program (IEP), consistent with st ate
632659 law, indicates that the student is to be assessed with alternate
633660 achievement standards through the Okla homa Alternate Assessment
634661 Program (OAAP).
635662 G. For purposes of this section:
636663 1. "Contextual methodology" means academic content and skills
637664 taught by utilizing real-world problems and projects in a way that
638665 helps students understand the application of that knowledge;
639666 2. "Qualified agricultural education cour ses" means courses
640667 that have been determined by the State Board of Education to offer
641668 the sets of competencies for one or more science content areas and
642669 which correspond to academic science courses. Qua lified
643670 agricultural education courses shall include, but are not limited
644671 to, Horticulture, Plant and Soil Science, Natural Resources and
645672 Environmental Science, and Animal Science. The courses shall be
646673 taught by teachers certified in agricultural education and comply
647674 with all rules of the Oklahoma Department of Career and Technology
648675 Education;
649676 3. "Rigor" means a level of difficulty that is thorough,
650677 exhaustive and accurate and is appropriate for the grade level;
651678 4. "Sets of competencies " means instruction in those skills and
652679 competencies that are specified in the subject matter standards
653680 adopted by the State Board of Education and other skills and
654-competencies adopted by the Board, without regard to specified
655-instructional time; and

709+instructional time; and
682710 5. "Unit" means a Carnegie Unit as defined by the North Central
683711 Association's Commission on Schools.
684712 H. 1. The State Boa rd of Education shall adopt a plan to
685713 ensure that rigor is maintained in the content, teaching
686714 methodology, level of expectations for student achievement, a nd
687715 application of learning in all the courses taught to meet the
688716 graduation requirements as specifie d in this section.
689717 2. The State Board of Educati on shall allow as much flexibility
690718 at the district level as is possible without diminishing the rigor
691719 or undermining the intent of providing these courses. To accomplish
692720 this purpose, the State Department o f Education shall work with
693721 school districts in r eviewing and approving courses taught by
694722 districts that are not specifically listed in subsections B and D of
695723 this section. Options may include, but shall not be limited to,
696724 courses taken by concurrent enro llment, advanced placement, or

758+4. Technology center school districts may offer p rograms

734763 these programs for up to o ne-half (1/2) of a school day and credit
735764 for the units or sets of competencies required in paragraphs 2, 3
736765 and 6 of subsection B or D of this section shall be given if the
737766 courses are taught by a teacher certi fied in the secondary subject
738767 area; provided, credit for units or sets of competencies pursuant to
739768 subsection B of this section shall be approved for college admission
740769 requirements.
741770 5. If a student enro lls in a concurrent course, the school
742771 district shall not be responsible for any costs incurred for that
743772 course, unless the school district does not offer enough course
744773 selection during the student 's secondary grade years to allow the
745774 student to receive th e courses needed to meet the graduation
746775 requirements of this section. If the school district does n ot offer
747776 the necessary course selection during th e student's secondary grade
748777 years, it shall be responsible for the cost of resident tuition at
749778 an institution in The Oklahoma State System of Higher Education,
750779 fees, and books for the concurrent enrollment c ourse, and providing
751780 for transportation to and fr om the institution to the school site.

793823 required in subsection B or D of this section shall be completed in
794824 the ninth through twelfth grades. If a student completes any
795825 required courses or sets of com petencies in mathematics prior to
796826 ninth grade, the student may take any other mathematics courses or
797827 sets of competencies to fulfill the requirement to complete three
798828 units or sets of competencies in grades nine through twelve after
799829 the student has satisfi ed the requirements of subsection B or D of
800830 this section.
801-8. All units or sets of competencies requ ired for graduation

892924 credit and toward meeting the graduation requirements of this
893925 section.
894926 K. The State Board of Education shall provi de an option for
895927 high school graduation based u pon attainment of the desired levels
896928 of competencies as required in tests pursuant to the provisions of
897929 Section 1210.508 of this title. Such option shall b e in lieu of the
898930 amount of course credits earned.
899-L. The State Board of Education shall prescribe, adopt and

945978 graduation requirements pursua nt to paragraph 2 or 3, as
946979 appropriate, of subsection B or D of this section.
947980 Q. For purposes of this sect ion, the courses approved for
948981 college admission requirements shall be courses which are approved
949-by the Oklahoma State Regents for Higher Education f or admission to
950-an institution within The Oklahoma State System of Higher Education.
951-R. Students who have been denied a standard diploma by the
952-school district in which the student is or was enrolled for fa iling

9911025 enroll in the core curriculum a s provided in subsection D of this

9931027 SECTION 2. This act shall become effective November 1, 2022.
