94 | 108 | | this section, critical thinking means a manner of analytica l |
---|
95 | 109 | | thinking which is logical and uses linear factua l analysis to reach |
---|
96 | 110 | | a conclusion. They al so shall learn about cultures and environments |
---|
97 | 111 | | - their own and those of others with whom they share the earth. |
---|
98 | 112 | | Students, therefore, shall study social studies, lit erature, |
---|
99 | 113 | | languages, the arts, mathematics and scie nce. Such curricula shall |
---|
100 | 114 | | provide for the teaching of a hands-on career exploration program in |
---|
101 | 115 | | cooperation with technology center schools. |
---|
102 | 116 | | 4. The subject matt er standards shall be designed to teach the |
---|
103 | 117 | | competencies for which students shall be tested as p rovided in |
---|
104 | 118 | | Section 1210.508 of this title, and shall be designed to prepare all |
---|
105 | 119 | | students for active citizenship, employment and/or successful |
---|
106 | 120 | | completion of postsecondary education without the need for remed ial |
---|
107 | 121 | | coursework at the postsecondary level. |
---|

584 | 610 | | 2. No student shall r eceive credit for high school graduation |
---|
585 | 611 | | more than once for completion o f the same unit or set of |
---|
586 | 612 | | competencies to satisfy the curriculum requirements of this se ction. |
---|
587 | 613 | | 3. A school district shall not be requi red to offer every |
---|
588 | 614 | | course listed in subsections B and D of this section, but shall |
---|
589 | 615 | | offer sufficient courses to allow a st udent to meet the graduation |
---|
590 | 616 | | requirements during the secondary grade years of the studen t. |
---|
591 | 617 | | F. 1. In addition to the curriculum requir ements of either |
---|
592 | 618 | | subsection B or D of this sectio n, beginning with ninth graders in |
---|
593 | 619 | | the 2021-22 school year, in order to graduate from a public high |
---|
594 | 620 | | school accredited by the State Board of Education, students shall |
---|
595 | 621 | | pass the United States naturalization tes t pursuant to the |
---|
596 | 622 | | provisions of this subsection. |
---|
597 | 623 | | 2. School districts shall offer the United States |
---|
598 | 624 | | naturalization test to students at least once per school year, |
---|
599 | 625 | | beginning as early as eighth grade at the disc retion of the school |
---|
600 | 626 | | district; provided, any st udent may retake the exam upon request, |
---|
601 | 627 | | and as often as desired, until earning a passing score. For |
---|
602 | 628 | | purposes of this subsection, a passing score shall be 6 0 out of 100 |
---|
603 | 629 | | questions. |
---|
632 | 659 | | law, indicates that the student is to be assessed with alternate |
---|
633 | 660 | | achievement standards through the Okla homa Alternate Assessment |
---|
634 | 661 | | Program (OAAP). |
---|
635 | 662 | | G. For purposes of this section: |

636 | 663 | | 1. "Contextual methodology" means academic content and skills |
---|
637 | 664 | | taught by utilizing real-world problems and projects in a way that |
---|
638 | 665 | | helps students understand the application of that knowledge; |
---|
639 | 666 | | 2. "Qualified agricultural education cour ses" means courses |
---|
640 | 667 | | that have been determined by the State Board of Education to offer |
---|
641 | 668 | | the sets of competencies for one or more science content areas and |
---|
642 | 669 | | which correspond to academic science courses. Qua lified |
---|
643 | 670 | | agricultural education courses shall include, but are not limited |
---|
644 | 671 | | to, Horticulture, Plant and Soil Science, Natural Resources and |
---|
645 | 672 | | Environmental Science, and Animal Science. The courses shall be |
---|
646 | 673 | | taught by teachers certified in agricultural education and comply |
---|
647 | 674 | | with all rules of the Oklahoma Department of Career and Technology |
---|
648 | 675 | | Education; |
---|
649 | 676 | | 3. "Rigor" means a level of difficulty that is thorough, |
---|
650 | 677 | | exhaustive and accurate and is appropriate for the grade level; |
---|
651 | 678 | | 4. "Sets of competencies " means instruction in those skills and |
---|
652 | 679 | | competencies that are specified in the subject matter standards |
---|
653 | 680 | | adopted by the State Board of Education and other skills and |
---|
682 | 710 | | 5. "Unit" means a Carnegie Unit as defined by the North Central |
---|
683 | 711 | | Association's Commission on Schools. |
---|
684 | 712 | | H. 1. The State Boa rd of Education shall adopt a plan to |
---|
685 | 713 | | ensure that rigor is maintained in the content, teaching |
---|
686 | 714 | | methodology, level of expectations for student achievement, a nd |
---|
687 | 715 | | application of learning in all the courses taught to meet the |
---|
688 | 716 | | graduation requirements as specifie d in this section. |
---|
689 | 717 | | 2. The State Board of Educati on shall allow as much flexibility |
---|
690 | 718 | | at the district level as is possible without diminishing the rigor |
---|
691 | 719 | | or undermining the intent of providing these courses. To accomplish |
---|
692 | 720 | | this purpose, the State Department o f Education shall work with |
---|
693 | 721 | | school districts in r eviewing and approving courses taught by |
---|
694 | 722 | | districts that are not specifically listed in subsections B and D of |
---|
695 | 723 | | this section. Options may include, but shall not be limited to, |
---|
696 | 724 | | courses taken by concurrent enro llment, advanced placement, or |
---|
697 | 725 | | correspondence, or courses bearing different titles. |
---|
698 | 726 | | 3. The State Board of Education shall approve an advanced |
---|
699 | 727 | | placement computer science course to meet the requirements of cour se |
---|
700 | 728 | | competencies listed in paragraph 2 of subsec tion B of this section |
---|
701 | 729 | | if the course is taken in a student's senior year and the student is |
---|
702 | 730 | | concurrently enrolled in or has successfully completed Algebra I I. |
---|
732 | 761 | | the State Board of Education and the independent district board of |
---|
733 | 762 | | education. Students in the tenth grade may be allowed to attend |
---|
734 | 763 | | these programs for up to o ne-half (1/2) of a school day and credit |
---|
735 | 764 | | for the units or sets of competencies required in paragraphs 2, 3 |
---|
736 | 765 | | and 6 of subsection B or D of this section shall be given if the |
---|
737 | 766 | | courses are taught by a teacher certi fied in the secondary subject |
---|
738 | 767 | | area; provided, credit for units or sets of competencies pursuant to |
---|
739 | 768 | | subsection B of this section shall be approved for college admission |
---|
740 | 769 | | requirements. |
---|
741 | 770 | | 5. If a student enro lls in a concurrent course, the school |
---|
742 | 771 | | district shall not be responsible for any costs incurred for that |
---|
743 | 772 | | course, unless the school district does not offer enough course |
---|
744 | 773 | | selection during the student 's secondary grade years to allow the |
---|
745 | 774 | | student to receive th e courses needed to meet the graduation |
---|
746 | 775 | | requirements of this section. If the school district does n ot offer |
---|
747 | 776 | | the necessary course selection during th e student's secondary grade |
---|
748 | 777 | | years, it shall be responsible for the cost of resident tuition at |
---|
749 | 778 | | an institution in The Oklahoma State System of Higher Education, |
---|
750 | 779 | | fees, and books for the concurrent enrollment c ourse, and providing |
---|
751 | 780 | | for transportation to and fr om the institution to the school site. |
---|
782 | 812 | | the concurrent enrollment course and enrollment procedures for that |
---|
783 | 813 | | student. It is further the intent of the L egislature that fees for |
---|
784 | 814 | | student activities and student service facilities, including the |
---|
785 | 815 | | student health care and cultural and recreational service fees, not |
---|
786 | 816 | | be charged to such students. |
---|
787 | 817 | | 6. Credit for the units or sets of competencies required in |
---|
788 | 818 | | subsection B or D of this section shall be given when s uch units or |
---|
789 | 819 | | sets of competencies are taken prior to ninth grade if the teachers |
---|
790 | 820 | | are certified or authorized to teach the subjects for high school |
---|
791 | 821 | | credit and the required rigor is maintained. |
---|
792 | 822 | | 7. The three units or sets of competencies in mathematics |
---|
793 | 823 | | required in subsection B or D of this section shall be completed in |
---|
794 | 824 | | the ninth through twelfth grades. If a student completes any |
---|
795 | 825 | | required courses or sets of com petencies in mathematics prior to |
---|
796 | 826 | | ninth grade, the student may take any other mathematics courses or |
---|
797 | 827 | | sets of competencies to fulfill the requirement to complete three |
---|
798 | 828 | | units or sets of competencies in grades nine through twelve after |
---|
799 | 829 | | the student has satisfi ed the requirements of subsection B or D of |
---|
800 | 830 | | this section. |
---|
832 | 863 | | scheduling or other schedul ing structure that allows for instruction |
---|
833 | 864 | | in sets of competencies, of rigorous academic and/or rigorous |
---|
834 | 865 | | vocational courses each day, which may include arts, voc al and |
---|
835 | 866 | | instrumental music, speech classes, and physical education classes. |
---|
836 | 867 | | J. 1. Academic and vocational-technical courses designed to |
---|
837 | 868 | | offer sets of competencies integrated or embedded within the cours es |

838 | 869 | | that provide for the teaching and learning of the appropriate skills |

839 | 870 | | and knowledge in the subject matter standards, as adopted by the |
---|
840 | 871 | | State Board of Education, may, upon approval of the Board, in |

841 | 872 | | consultation with the Oklahoma Department of Career and T echnology |

842 | 873 | | Education if the courses are offered at a t echnology center school |
---|
843 | 874 | | district, be counted fo r academic credit and toward meeting the |
---|
844 | 875 | | graduation requirements of this section. |

845 | 876 | | 2. Internet-based courses offered by a technology center school |
---|
846 | 877 | | that are taught by a certified teacher and provide for the tea ching |
---|
847 | 878 | | and learning of the appropriate skills an d knowledge in the subject |
---|
848 | 879 | | matter standards may, upon approval of the State Board of Education |
---|
849 | 880 | | and the independent district board of education, be counted f or |
---|
882 | 914 | | of Career and Technology Education if the courses are offere d at a |
---|
883 | 915 | | technology center school district, if such courses incorporate |
---|
884 | 916 | | standards of nationally recognized pr ofessional organizations and |

885 | 917 | | are taught by certified teachers. |

886 | 918 | | 4. Courses offered by a supplemental education organization |
---|
887 | 919 | | that is accredited by a n ational accrediting body and that are |
---|
888 | 920 | | taught by a certified teacher and provide for the teaching and |
---|
889 | 921 | | learning of the appropriate skills and knowledge in the sub ject |
---|
890 | 922 | | matter standards may, upon approval of the State Board of Education |
---|
891 | 923 | | and the school district board of education, be counted for academic |
---|
892 | 924 | | credit and toward meeting the graduation requirements of this |
---|
893 | 925 | | section. |
---|
894 | 926 | | K. The State Board of Education shall provi de an option for |
---|
895 | 927 | | high school graduation based u pon attainment of the desired levels |
---|
896 | 928 | | of competencies as required in tests pursuant to the provisions of |
---|
897 | 929 | | Section 1210.508 of this title. Such option shall b e in lieu of the |
---|
898 | 930 | | amount of course credits earned. |
---|
932 | 965 | | education program for that student shall be awarded a standard |
---|
933 | 966 | | diploma. |
---|
934 | 967 | | N. Students who enter the ninth grade in or prior t o the 2007- |

935 | 968 | | 08 school year who are enrolled in a n alternative education program |

936 | 969 | | and meet the requirements of their plans leading to high school |

937 | 970 | | graduation developed pursuant to Section 1210.568 of this ti tle |
