5956 BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
6057 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -112, is
6158 amended to read as follows:
6259 Section 4-112. A. The Secretary of the State Election Board
6360 shall devise and distribute a registration application form to be
6461 used for registering voters. Such registration application shall
6562 contain the following information:
63+1. The applicant's full name and date of birth, county and
64+place of residence, and mailing address p ursuant to the provisions
65+of subsection G of this section;

93-1. The applicant's full name and date of birth, county and

9692 2. A space or section to designate a political party recognized
9793 by the laws of the State of Oklah oma with which the applicant
9894 chooses to be affiliated;
9995 3. The Oklahoma driver license or identific ation card number if
10096 the applicant has been issued a current a nd valid driver license or
10197 identification card by the Department of Public Safety, or if the
10298 applicant does not have a valid Oklahoma driver license or
10399 identification card, the last four digits of the voter's Social
104100 Security number;
105101 4. An oath of the elig ibility of the applicant to become a
106102 registered voter; and
107103 5. Such other information as may be deemed necessary by the
108104 Secretary to identify such applicant and to ascertain his or her
109105 eligibility.
110106 B. A voter registration application shall be signed by th e
111107 applicant in writing. The applicant shall personally subscribe his
112108 or her name to or make hi s or her mark on the application, and no
113109 agent, representative or employee of the applicant may sig n or mark
114110 on the applicant's behalf. The signature or mark mu st be the
115111 original, handwritten signature, autograph or mark of the applicant.
116112 No facsimile, reproduction, typewritten or other substitute
113+signature, autograph or mark will be valid. Notwithst anding any law
114+to the contrary, the Secretary of the State Ele ction Board shall
115+prescribe procedures to authorize any person incapable of personally

144-signature, autograph or mark will be valid. Notwithst anding any law
145-to the contrary, the Secretary of the State Ele ction Board shall
146-prescribe procedures to authorize any person incapable of personally
147142 making a mark to complete a voter registration application with
148143 assistance of an official of any voter regi stration agency or motor
149144 license agency specified in Sections 4-109.2 and 4-109.3 of this
150145 title. Provided, for applications submitted electronically, in lie u
151146 of the signature requirements set forth in this subsection, the
152147 applicant shall consent to the use of his or her driver license or
153148 identification card signatu re as provided in Section 4-109.4 of this
154149 title.
155150 C. Persons who do not indicate a recognized po litical party or
156151 political organization on their registration application shall be
157152 designated as Independents.
158153 D. Any person may apply in writing to the Secreta ry of the
159154 State Election Board for permission to print, copy or otherwise
160155 prepare and distribut e the registration applications designed by the
161156 Secretary of the State Election Board. The Secreta ry may revoke any
162157 such permission at any time.
163158 E. All registration applications shall be distributed to the
164159 public at no charge.
165160 F. The Secretary also shal l prescribe procedures to accept and
166161 use the National Mail Vot er Registration Form, or its successo r, as
167162 required by the National Voter Registration Act of 1993. Provided,
163+to be accepted as a valid voter registration application, the form
164+shall include the applicant's original, handwritten signature,
165+autograph or mark as described in subsection B of th is section.

195-to be accepted as a valid voter registration application, the form
196-shall include the applicant's original, handwritten signature,
197-autograph or mark as described in subsection B of th is section.
198192 G. Applicants for voter registration or for chang e of voter
199193 registration in any way shall provide a residence address and, if
200194 different from the residence address, a mailing address. A
201195 residence address sh all include the street address of the residence,
202196 including a full house number, street name or numb er, apartment or
203197 suite number, if applicable, and zip code. If a street address is
204198 not available for the residence, applicants shall provide such
205199 information as the Secretary of the State Elect ion Board deems
206200 necessary for voter registration purposes. A post office box may
207201 not be given as a residence address. A mailing address, which shall
208202 include the city and zip code, may be the actual emergency
209203 notification or 911 address on file in the loc al community, a rural
210204 route and box number, a post office box number or a street address.
211205 H. A full or partial Social Security number or driver license
212206 number in a voter registration record or a voter registration
213207 application shall not be considered a pub lic record and shall be
214208 kept confidential by the State Electio n Board and each county
215209 election board.
216210 I. The Secretary of State shall establish standards to verify
217211 the authenticity of the information require d in paragraph 3 of
212+subsection A of this sect ion for every registered voter in the
213+state.

247-SECTION 2. AMENDATORY 26 O.S. 2021, Section 7 -130, is
248-amended to read as follows:
249242 Section 7-130. A. Any candidate or any recognized political
250243 party shall be entitled to hav e a watcher present at any place where
251244 an official count is being conducted. Such watcher must be
252245 commissioned in writing by the candidate, or by the chair of the
253246 recognized political party of the county in which the watcher is
254247 being authorized. Such com mission must be filed with the secretary
255248 of the appropriate county election board no later than 5:00 p.m. on
256249 Wednesday preceding the election. Watchers must subscribe to an
257250 oath to observe all laws and rules prescribed for watchers as
258251 hereinafter provided . Such oath must be administered by the
259252 inspector of the precinct in which the watcher is authorized.
260253 Watchers shall be entitled to observe the voting device both before
261254 the polls are opened and after the polls are closed; provided ,
262255 further, that such wa tchers shall not be present at the polling
263256 place at other times. Watchers m ay be commissioned to observe
264257 voting device testing and to accompany personnel assigned to repa ir
265258 or maintain machines during the period of the election. In such
266259 case, the watchers shall be limited to observing the repair or
267260 maintenance work being perform ed and making a written record o f such
261+work. Any watcher who violates the law prescribed for w atchers
262+shall be deemed guilty of a misdemeanor.
263+B. Any person who illegally removes, obstructs the view, or
264+otherwise restricts the free movement of a watcher shall, upon

295-work. Any watcher who violates the law prescribed for w atchers
296-shall be deemed guilty of a misdemeanor.
297-B. Any person who illegally removes, obstructs the view, or
298-otherwise restricts the free movement of a watcher shall, upon
299291 conviction, be guilty of a felony pursuant to Section 16-101 of this
300292 title.
301293 SECTION 3. This act shall become effective November 1, 2022.
