59 | 56 | | BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA: |

60 | 57 | | SECTION 1. AMENDATORY 26 O.S. 2021, Section 4 -112, is |
---|
61 | 58 | | amended to read as follows: |

62 | 59 | | Section 4-112. A. The Secretary of the State Election Board |
---|
63 | 60 | | shall devise and distribute a registration application form to be |
---|
64 | 61 | | used for registering voters. Such registration application shall |
---|
65 | 62 | | contain the following information: |
---|
96 | 92 | | 2. A space or section to designate a political party recognized |
---|
97 | 93 | | by the laws of the State of Oklah oma with which the applicant |
---|
98 | 94 | | chooses to be affiliated; |
---|
99 | 95 | | 3. The Oklahoma driver license or identific ation card number if |
---|
100 | 96 | | the applicant has been issued a current a nd valid driver license or |
---|
101 | 97 | | identification card by the Department of Public Safety, or if the |
---|
102 | 98 | | applicant does not have a valid Oklahoma driver license or |
---|
103 | 99 | | identification card, the last four digits of the voter's Social |
---|
104 | 100 | | Security number; |
---|
105 | 101 | | 4. An oath of the elig ibility of the applicant to become a |
---|
106 | 102 | | registered voter; and |
---|
107 | 103 | | 5. Such other information as may be deemed necessary by the |
---|
108 | 104 | | Secretary to identify such applicant and to ascertain his or her |
---|
109 | 105 | | eligibility. |
---|
110 | 106 | | B. A voter registration application shall be signed by th e |
---|
111 | 107 | | applicant in writing. The applicant shall personally subscribe his |
---|
112 | 108 | | or her name to or make hi s or her mark on the application, and no |
---|
113 | 109 | | agent, representative or employee of the applicant may sig n or mark |
---|
114 | 110 | | on the applicant's behalf. The signature or mark mu st be the |
---|
115 | 111 | | original, handwritten signature, autograph or mark of the applicant. |
---|
116 | 112 | | No facsimile, reproduction, typewritten or other substitute |
---|
147 | 142 | | making a mark to complete a voter registration application with |
---|
148 | 143 | | assistance of an official of any voter regi stration agency or motor |
---|
149 | 144 | | license agency specified in Sections 4-109.2 and 4-109.3 of this |

151 | 146 | | of the signature requirements set forth in this subsection, the |

152 | 147 | | applicant shall consent to the use of his or her driver license or |

153 | 148 | | identification card signatu re as provided in Section 4-109.4 of this |

155 | 150 | | C. Persons who do not indicate a recognized po litical party or |
---|
156 | 151 | | political organization on their registration application shall be |
---|
157 | 152 | | designated as Independents. |
---|
158 | 153 | | D. Any person may apply in writing to the Secreta ry of the |
---|
159 | 154 | | State Election Board for permission to print, copy or otherwise |
---|
160 | 155 | | prepare and distribut e the registration applications designed by the |
---|
161 | 156 | | Secretary of the State Election Board. The Secreta ry may revoke any |
---|
162 | 157 | | such permission at any time. |
---|
163 | 158 | | E. All registration applications shall be distributed to the |
---|
164 | 159 | | public at no charge. |
---|
165 | 160 | | F. The Secretary also shal l prescribe procedures to accept and |
---|
166 | 161 | | use the National Mail Vot er Registration Form, or its successo r, as |
---|
167 | 162 | | required by the National Voter Registration Act of 1993. Provided, |
---|
198 | 192 | | G. Applicants for voter registration or for chang e of voter |
---|
199 | 193 | | registration in any way shall provide a residence address and, if |
---|
200 | 194 | | different from the residence address, a mailing address. A |
---|
201 | 195 | | residence address sh all include the street address of the residence, |
---|
202 | 196 | | including a full house number, street name or numb er, apartment or |
---|
203 | 197 | | suite number, if applicable, and zip code. If a street address is |
---|
204 | 198 | | not available for the residence, applicants shall provide such |
---|
205 | 199 | | information as the Secretary of the State Elect ion Board deems |
---|
206 | 200 | | necessary for voter registration purposes. A post office box may |
---|
207 | 201 | | not be given as a residence address. A mailing address, which shall |
---|
208 | 202 | | include the city and zip code, may be the actual emergency |
---|
209 | 203 | | notification or 911 address on file in the loc al community, a rural |
---|
210 | 204 | | route and box number, a post office box number or a street address. |
---|
211 | 205 | | H. A full or partial Social Security number or driver license |
---|
212 | 206 | | number in a voter registration record or a voter registration |
---|
213 | 207 | | application shall not be considered a pub lic record and shall be |
---|
214 | 208 | | kept confidential by the State Electio n Board and each county |
---|
215 | 209 | | election board. |
---|
216 | 210 | | I. The Secretary of State shall establish standards to verify |
---|
217 | 211 | | the authenticity of the information require d in paragraph 3 of |
---|
249 | 242 | | Section 7-130. A. Any candidate or any recognized political |
---|
250 | 243 | | party shall be entitled to hav e a watcher present at any place where |
---|
251 | 244 | | an official count is being conducted. Such watcher must be |
---|
252 | 245 | | commissioned in writing by the candidate, or by the chair of the |
---|
253 | 246 | | recognized political party of the county in which the watcher is |
---|
254 | 247 | | being authorized. Such com mission must be filed with the secretary |
---|
255 | 248 | | of the appropriate county election board no later than 5:00 p.m. on |
---|
256 | 249 | | Wednesday preceding the election. Watchers must subscribe to an |
---|
257 | 250 | | oath to observe all laws and rules prescribed for watchers as |
---|
258 | 251 | | hereinafter provided . Such oath must be administered by the |
---|
259 | 252 | | inspector of the precinct in which the watcher is authorized. |
---|
260 | 253 | | Watchers shall be entitled to observe the voting device both before |
---|
261 | 254 | | the polls are opened and after the polls are closed; provided , |
---|
262 | 255 | | further, that such wa tchers shall not be present at the polling |
---|
263 | 256 | | place at other times. Watchers m ay be commissioned to observe |
---|
264 | 257 | | voting device testing and to accompany personnel assigned to repa ir |
---|
265 | 258 | | or maintain machines during the period of the election. In such |
---|
266 | 259 | | case, the watchers shall be limited to observing the repair or |
---|
267 | 260 | | maintenance work being perform ed and making a written record o f such |
