53	50		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAH OMA:
54	51		SECTION 1. AMENDATORY 37A O.S. 2021, Section 5-129, is
55	52		amended to read as follows:
56	53		Section 5-129. A. There is hereby created in the State
57	54		Treasury a revolving fund for the Oklahoma Department of
58	55		Agriculture, Food, and Fores try to be designated the "Oklahoma
59	56		Viticulture and Enology Center Development Revolving Fund".
60	57		B. The fund shall be a continuing fund, not subject to fiscal
61	58		year limitations, and shall consist of all monies distributed to the
62	59		fund:
63	60		1. From the apportionm ent provided in paragraph 1 of Section
64	61		107 5-104 of this act title; and

94	90		C. All monies accruing to the credit of the fund are hereby
95	91		appropriated and may be budgeted and expended by the De partment for
96	92		the purpose of:
97	93		1. Establishing a Viticulture and Enology Center on the campus
98	94		of Redlands Community College Supporting viticulture programs and
99	95		research at universities and colleges ;
100	96		2. Developing viticulture -related and enology-related education
101	97		programs;
102	98		3. Developing technologi es, strategies or practices that aid in
103	99		the production of grapes and win e in Oklahoma; and
104	100		4. Increasing the positive economic impact of the Oklahoma wine
105	101		industry on this state.
106	102		D. Expenditures from the fund sha ll be made upon warrants
107	103		issued by the State Treasurer against claims filed as prescribed by
108	104		law with the Director of the Office of Management and Enterprise
109	105		Services for approval and payment.
110	106		SECTION 2. This act shall become effective Nov ember 1, 2022.
