40	40	An Act relating to motor vehicles; authorizing the
41	41	use of emergency lights on certain firefighters '
42	42	privately owned vehicles; allowing f or use only
43	43	during emergency response; r equiring the carrying of
44	44	certain identification card; and providing an

52	52	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
53	53	SECTION 1. AMENDATORY 47 O.S. 2021, Section 1-103, is
54	54	amended to read as fol lows:
55	55	Section 1-103. Authorized emergency vehicles - Equipment.
56	56	A. When equipped as prescribed in subsection B of this se ction:
57	57	1. Vehicles of fire departments including privately owned
58	58	vehicles driven by volunteer firefighters, provided the audible
59	59	sirens and flashing lights equipped on such privately owned vehicles
60	60	are used only while responding to, but n ot upon returning from, a
61	61	fire or other emergency. A volunteer firefighter displaying
62	62	emergency lights on a privately owned motor vehicle shall carry in
63	63	the vehicle an identification c ard showing the name of the owner of

90	90	the vehicle and the organization to which the fire fighter or
91	91	volunteer firefighter belongs. In addition, the said identification
92	92	card shall bear the signature of the person authorizin g the
93	93	emergency use of the light s;
94	94	2. Ambulances or vehicles specified pursuant to subs ection B of
95	95	Section 1-2512 of Title 63 of the Ok lahoma Statutes of licensed
96	96	ambulance service providers;
97	97	3. State vehicles of l aw enforcement agencies;
98	98	4. County vehicles of sheriffs and full -time commissioned
99	99	deputies and vehicles designated by the sher iff for support of the
100	100	sheriff’s office includin g privately owned vehicles driven by the
101	101	sheriff and full-time, part-time and reserve commissioned deput ies;
102	102	provided the audible sirens and flashing red lights equipped on such
103	103	privately owned vehicles are u sed only in a law enforcement capacity
104	104	and in the course of duty;
105	105	5. Municipal vehicles of police departments;
106	106	6. Vehicles owned and operated by the U nited States Marshals
107	107	Service or the Federal Bureau of Investigation;
108	108	7. Vehicles of Oklahoma National Guard units designated by the
109	109	Adjutant General for support to civil authorities; or
110	110	8. Vehicles owned and operated by any local organization for
111	111	emergency management as defined by Section 683.3 of Title 63 of the
112	112	Oklahoma Statutes,
113	113	are authorized emergenc y vehicles.

140	140	B. All vehicles prescribed in subs ection A of this section
141	141	shall be equipped with sirens capable of giving audible signals as
142	142	required by the provisions of Section 12-218 of this title and
143	143	flashing red lights as authorized by the provisions of Section 12-
144	144	218 of this title.
145	145	SECTION 2. This act shall become effective November 1, 2022.
