3055 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:

3256 SECTION 1. NEW LAW A new section of law to be codified
3357 in the Oklahoma Statutes as Section 1730 of Title 70, unless there
3458 is created a duplication in numbering, reads as follows:

3659 A. Beginning with the 2022 -2023 school year, a person who is
3760 certified to teach by the State Board of Education and hired or
3861 employed as a teacher by the Oklahoma School for the Deaf or
3962 Oklahoma School for the Blind shall enter into an employment
4063 contract which begins on August 1 and ends on July 31 of the
4164 subsequent calendar year. The employment contract shall establish a

4292 maximum amount of one thousand two hundred (1,200) working hours for
4393 the duration of the contract.

4594 B. As used in this section, "working hours " means instructional
46-time, professional developme nt time, volunteer time, or extra duty ENR. H. B. NO. 3888 Page 2
95+time, professional developme nt time, volunteer time, or extra duty
4796 time which is unpaid. Working hours shall not include time spent in
4897 stipend positions or paid extra duty, extracurricular activity, or
4998 athletic coaching time. Volunteer time occurring outside of the
5099 school year shall not be included in the working hours maximum
51100 established in subsection A of this section.

53101 C. Teachers employed by the Oklahoma School for the Deaf or
54102 Oklahoma School for the Blind shall be compensated for using their
55103 planning time, lunch period, or othe r available time to cover for an
56104 absent teacher. The amount of com pensation shall be determined by
57105 dividing the daily rate of a certified substitute teacher by the
58106 number of class periods or hours covered by the teacher.

60107 SECTION 2. This act shall become effective July 1, 2022.

62108 SECTION 3. It being immediately n ecessary for the preservation
63109 of the public peace, health or safety, an emergency is hereby
64110 declared to exist, by reason whereof this act shall take effect and
65111 be in full force from and after its pas sage and approval.
