43	43	certain disabled veterans' disability rating be
44	44	notated on driver licenses or identification card s;
45	45	allowing for spouses and unremarried surviving
46	46	spouses of certain veterans to receive disability
47	47	rating or veteran status notation on driver licenses
48	48	or identification cards; requiring notation be
49	49	accepted as proof of sales tax exemption and veterans
50	50	benefits; requiring certain registration to receive
51	51	notations; requiring implementation of certain
52	52	information exchange process by certain date;
53	53	authorizing the promulgation of rules; and providing
54	54	an effective date.

60	60	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
61	61	SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -124, is
62	62	amended to read as follows:
63	63	Section 6-124. A. As a way to honor and recognize the veterans
64	64	who have served our co untry, the Department of Public Safety shall
65	65	make space available in the upper left -hand corner of the front of
66	66	the driver license and the identification card for a flag emb lem and
67	67	the word "veteran" to. Similarly, when applicable, the Department

94	94	of Public Safety shall, either on the front or back of the driver
95	95	license or the identification card, include a numeric designation
96	96	indicating a veteran 's one hundred percent (100%) disability rating
97	97	granted to the veteran by the United States Department of Veterans
98	98	Affairs. The items required by this subsection shall be designed by
99	99	the Department that will of Public Safety and shall serve as a
100	100	notation of veteran status as well as a notation of the ex istence of
101	101	a United States Department of Veterans Affairs disability ra ting as
102	102	applicable. The current spouse of a one hundred percent (100%)
103	103	disabled veteran or an unremarried surviving spouse of a deceased,
104	104	one hundred percent (100%) disabled veteran shall be entitled to
105	105	receive a driver license or identification card indic ating their
106	106	status as an eligible current spouse or an eligible unremarried
107	107	surviving spouse entitled to the sales tax exemp tion provided in
108	108	Section 1357 of Title 6 8 of the Oklahoma St atutes. Representation
109	109	of veteran status and disability rating on the dr iver license and
110	110	the identification card shall be adequate confirmation for purposes
111	111	of veterans benefits offered by public or private entities doing
112	112	business within the State of Oklahoma and no further documentation
113	113	shall be required except as specificall y mandated by federal law.
114	114	B. Upon application for issuance or renewal of the driver
115	115	license or identification card and in addition to other
116	116	documentation require d by the Department, persons requesting the
117	117	flag emblem or the flag emblem and the disability notation shall be

144	144	registered with the veterans registry Oklahoma Veterans Registry
145	145	created by the Oklahoma Department of Veterans Affairs. Provided,
146	146	that if the person requesting th e flag emblem has previously
147	147	received a flag emblem pursuant to this subs ection, no registration
148	148	with the veterans registry shall be required to rec eive the flag
149	149	emblem prior to the deadline established in subsection C of this
150	150	section. The Department of Public Safety shall promulgate any rule
151	151	necessary to implement the provisi ons of this section.
152	152	C. The Department of Public Safety and the Okla homa Department
153	153	of Veterans Affairs shall implement a technology -based information
154	154	exchange process whereby the De partment of Public Safety and all
155	155	motor license agents are able to validat e, upon application for
156	156	issuance or renewal of the driver license or identification card, an
157	157	applicant's claim of veteran status, veteran disability status,
158	158	status as a current spous e of an eligible, disabled veteran or
159	159	status as an unremarried surviving s pouse of an eligible, deceased
160	160	disabled veteran as provided for in s ubsection A of this section.
161	161	The requirements of this subsection shall be implemented no late r
162	162	than July 1, 2023.
163	163	D. The Department of Public Safety is authorized to promulgate
164	164	any necessary rules to implement the provisions of this section.
165	165	SECTION 2. This act shall become effective November 1, 2022.
