4040 An Act relating to driver licenses; amending 47 O.S.
4141 2021, Section 6-124, which relates to issuance of
4242 license or identification card to veterans; requiring
4343 certain disabled veterans' disability rating be
4444 notated on driver licenses or identification card s;
4545 allowing for spouses and unremarried surviving
4646 spouses of certain veterans to receive disability
4747 rating or veteran status notation on driver licenses
4848 or identification cards; requiring notation be
4949 accepted as proof of sales tax exemption and veterans
5050 benefits; requiring certain registration to receive
5151 notations; requiring implementation of certain
5252 information exchange process by certain date;
5353 authorizing the promulgation of rules; and providing
5454 an effective date.

6060 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6161 SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -124, is
6262 amended to read as follows:
6363 Section 6-124. A. As a way to honor and recognize the veterans
6464 who have served our co untry, the Department of Public Safety shall
6565 make space available in the upper left -hand corner of the front of
6666 the driver license and the identification card for a flag emb lem and
6767 the word "veteran" to. Similarly, when applicable, the Department

9494 of Public Safety shall, either on the front or back of the driver
9595 license or the identification card, include a numeric designation
9696 indicating a veteran 's one hundred percent (100%) disability rating
9797 granted to the veteran by the United States Department of Veterans
9898 Affairs. The items required by this subsection shall be designed by
9999 the Department that will of Public Safety and shall serve as a
100100 notation of veteran status as well as a notation of the ex istence of
101101 a United States Department of Veterans Affairs disability ra ting as
102102 applicable. The current spouse of a one hundred percent (100%)
103103 disabled veteran or an unremarried surviving spouse of a deceased,
104104 one hundred percent (100%) disabled veteran shall be entitled to
105105 receive a driver license or identification card indic ating their
106106 status as an eligible current spouse or an eligible unremarried
107107 surviving spouse entitled to the sales tax exemp tion provided in
108108 Section 1357 of Title 6 8 of the Oklahoma St atutes. Representation
109109 of veteran status and disability rating on the dr iver license and
110110 the identification card shall be adequate confirmation for purposes
111111 of veterans benefits offered by public or private entities doing
112112 business within the State of Oklahoma and no further documentation
113113 shall be required except as specificall y mandated by federal law.
114114 B. Upon application for issuance or renewal of the driver
115115 license or identification card and in addition to other
116116 documentation require d by the Department, persons requesting the
117117 flag emblem or the flag emblem and the disability notation shall be

144144 registered with the veterans registry Oklahoma Veterans Registry
145145 created by the Oklahoma Department of Veterans Affairs. Provided,
146146 that if the person requesting th e flag emblem has previously
147147 received a flag emblem pursuant to this subs ection, no registration
148148 with the veterans registry shall be required to rec eive the flag
149149 emblem prior to the deadline established in subsection C of this
150150 section. The Department of Public Safety shall promulgate any rule
151151 necessary to implement the provisi ons of this section.
152152 C. The Department of Public Safety and the Okla homa Department
153153 of Veterans Affairs shall implement a technology -based information
154154 exchange process whereby the De partment of Public Safety and all
155155 motor license agents are able to validat e, upon application for
156156 issuance or renewal of the driver license or identification card, an
157157 applicant's claim of veteran status, veteran disability status,
158158 status as a current spous e of an eligible, disabled veteran or
159159 status as an unremarried surviving s pouse of an eligible, deceased
160160 disabled veteran as provided for in s ubsection A of this section.
161161 The requirements of this subsection shall be implemented no late r
162162 than July 1, 2023.
163163 D. The Department of Public Safety is authorized to promulgate
164164 any necessary rules to implement the provisions of this section.
165165 SECTION 2. This act shall become effective November 1, 2022.
