42	42	Sulphur and Ardmore; aut horizing Oklahoma Veterans
43	43	Commission to renovate the home at Sulphur to provide
44	44	specialized care; permitting Oklahoma Department of
45	45	Veterans Affairs to obtain certain designations to
46	46	provide advanced services and care; prohibiting
47	47	admission for person dishonora bly discharged from
48	48	military service; and providing an effective date .

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. AMENDATORY 72 O.S. 2021, Section 221, is
56	56	amended to read as follows:
57	57	Section 221. A. There is hereby established at Sulphur,
58	58	Oklahoma, on the site of the former Oklahoma State Veterans
59	59	Hospital, and the State Veterans Home of Su lphur. The Oklahoma
60	60	Veterans Commission is authorized to renov ate and repurpose the
61	61	State Veterans Home of Sulphur to specialize in services supporting
62	62	the long-term care needs of veterans who requir e both nursing home
63	63	care and specialized cognitive care. The Oklahoma Department of
64	64	Veterans Affairs is authorized to obtain such licensure,

92	92	infrastructure, or staffing as is beneficial or necessary to provide
93	93	advanced services to veterans requiring specialized cognitive care.
94	94	B. There is hereby established at Ardmore, Oklahoma, on the
95	95	site of the Oklahoma State Veterans Home Facilit ies, and at Norman,
96	96	Oklahoma, on the site of the Veterans Ward of the Griffin Memorial
97	97	Hospital, further described as follows:
98	98	Starting at the Southeast corner of the Northeast Qua rter (NE
99	99	1/4) of Section twenty -nine (29), Township nine (9) North, Range
100	100	two (2) West, of the Indian Meridian; thence North seventeen
101	101	hundred (1700) feet to a point on the East boundary of Section
102	102	twenty-nine (29), Township nine (9) North, Range two (2) W est;
103	103	thence West six hundred (600) feet; then ce South eight hundred
104	104	fifty (850) feet; thence West three hundred twenty -five (325)
105	105	feet; thence South four hundred (400) feet; thence in a
106	106	Southwest direction five hundred forty (540) feet to a point on
107	107	the South boundary of the Northeast Quarter (NE 1/4 ) of Section
108	108	twenty-nine (29), Township nine (9) North, Range two (2) West of
109	109	the Indian Meridian; thence East a distance of one thousand two
110	110	hundred twenty-three (1,223) feet to the point of beginning;
111	111	facilities to be known as the Oklahoma Veterans Cente rs (for the
112	112	purpose of securing special treatment or hospitalization the
113	113	adjoining facilities of Griffin Memorial Hospital shall be
114	114	considered an integral part of the Oklahoma Veterans Centers at

142	142	shall be available for ca re of war veterans discharged other than
143	143	under dishonorable conditions. Further provided such centers in
144	144	accordance with Section 229.1 of this title, the State Veterans Home
145	145	of Ardmore.
146	146	C. The State Veterans Homes establish ed in this section shall
147	147	be under the administration and control of the Oklahoma Veterans
148	148	Commission. No person discharged from military service with a
149	149	dishonorable discharge shall be admitted to the State Veterans Homes
150	150	established in this section.
151	151	SECTION 2. This act shall become effective November 1, 2022.
