HOUSE BILL 4317 	By: Stearman 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to schools; directing the State Board 
of Education to adopt standards and guidelines for 
school libraries; prohibiting use of certain 
standards; listing minimum standards and guidelines; 
providing for codification ; and providing an 
effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of la w to be codified 
in the Oklahoma Statutes as Sectio n 11-103.6o of Title 70, unless 
there is created a duplication in numbering, reads as follows: 
A.  The State Board of Education shall adopt the Oklahoma 
Information Literacy Standar ds, the Oklahoma Library Media Standards 
and guidelines for school libraries in the state. 
B.  The State Board of Education shall not use school library or 
literacy subject matter standards or materials developed by a 
national organization to adopt library subject matter standard s for 
instruction of students in the public schools of this state. 
C.  The standards and guidelines adopted pursuant to this 
section shall include but are no t limited to:

1.  The student shall understand the process by which 
information is accessed ; 
2.  The student shall develop critical thinking skills in order 
to determine whether information is fact or fiction, objective or 
biased; 
3.  The student shall demonstrate independence by locating 
information and literature of personal interest ; 
4.  The student shall develop discernment in order to 
distinguish between objective fact and subjective opinion ; 
5.  The student shall research and respect differing opinions 
and experiences; and 
6.  The student shall understand copyright laws and respect 
ownership of information. 
SECTION 2.  This act shall become effective November 1, 2022.
