2855 BE IT ENACTED BY THE PEOPLE OF THE S TATE OF OKLAHOMA:

3056 SECTION 1. AMENDATORY 57 O.S. 2021, Section 513.3, is
3157 amended to read as follows:

3358 Section 513.3 A. When any inmate shall be discharged from an
3459 institution of the Department of Corrections and the intended
3560 residence designated by the i nmate is within this state, the
3661 Department of Corrections shall provide the inmate with relevant
3762 documentation to assist the inmate in obtaining post -release
3863 employment and shall coordinate with the Department of Publ ic Safety
3964 to provide a REAL ID Noncompl iant Identification Card if the inmate

4394 B. 1. Within nine (9) months prior to the release of an inmate
4495 from custody, the Department of Corre ctions shall identify whether
4596 the inmate has a current form of state identification and begin the

97+process of gathering the documentation r equired for the issuance of
4798 a REAL ID Noncompliant Identification Card pursuant to Section 6 -
4899 105.3 of Title 47 of the Oklahoma Statutes. If an inmate has an y
49100 valid form of a state-issued identification card or driver license,
50101 the inmate may avail himself or herself of the provisions of this
51102 section.

53103 2. The Department of Corrections may utilize any funds
54104 available to cover the costs associated with the implem entation and
55105 administration of this section and the purchase of REAL ID
56106 Noncompliant Identification Cards, including, but not limited to,
57107 inmate trust funds, existing funds of the Department of Corrections
58108 and donations.

60109 3. The provisions of this section shall apply only to inmates
61110 who may receive a state-issued identification card pursuant to
62111 Section 1550.42 of Title 21 of the Oklahoma Statutes.

64112 C. For purposes of assisting an inmate in obtaining post -
65113 release employment, the Department of Corrections sha ll provide the
66114 inmate with the following documentation:

68142 1. A copy of the vocational training recor d of the inmate, if
69143 applicable;

71144 2. A copy of the work record of the inmate, if applicable;

73145 3. A certified copy of th e birth certificate of the inmate, if
74146 obtainable;

76147 4. A Social Security card or a replacement Social Security card
77148 of the inmate, if obtai nable;

79149 5. A resume that includes any trade learned by the inmate and
80150 the proficiency at that trade by the inmate; and

82151 6. Documentation that the inmate has completed a practice job

85153 In addition, the Department shall notify the inmate if he or sh e
86154 is eligible to apply for a license from a state entity charged with
87155 oversight of an occupational license or certific ation.

89156 D. The following categories of inmates are not required to
90157 complete resumes or practice job interviews prior to their release

93159 1. Inmates sixty-five (65) years of age or older;

95160 2. Inmates releasing to medical parole or discharging from a
96161 prison infirmary setting;

98162 3. Inmates releasing from a Department of Corrections Mental
99163 Health Unit;

101164 4. Inmates releasing to the custody of another jurisdiction on
102165 a warrant or detainer;

104193 5. Inmates returning to community supervision from an

107195 6. Inmates that the Department determines would be physically
108196 or mentally unable to return to the workforce upon r elease from

111198 E. The Department of Correction s is authorized to promulgate
112199 rules and procedures to implem ent the provisions of this section.
