28	55		BE IT ENACTED BY THE PEOPLE OF THE S TATE OF OKLAHOMA:

30	56		SECTION 1. AMENDATORY 57 O.S. 2021, Section 513.3, is
31	57		amended to read as follows:

33	58		Section 513.3 A. When any inmate shall be discharged from an
34	59		institution of the Department of Corrections and the intended
35	60		residence designated by the i nmate is within this state, the
36	61		Department of Corrections shall provide the inmate with relevant
37	62		documentation to assist the inmate in obtaining post -release
38	63		employment and shall coordinate with the Department of Publ ic Safety
39	64		to provide a REAL ID Noncompl iant Identification Card if the inmate

43	94		B. 1. Within nine (9) months prior to the release of an inmate
44	95		from custody, the Department of Corre ctions shall identify whether
45	96		the inmate has a current form of state identification and begin the
46		-	process of gathering the documentation r equired for the issuance of ~~ENR. H. B. NO. 4352 Page 2~~
	97	+	process of gathering the documentation r equired for the issuance of
47	98		a REAL ID Noncompliant Identification Card pursuant to Section 6 -
48	99		105.3 of Title 47 of the Oklahoma Statutes. If an inmate has an y
49	100		valid form of a state-issued identification card or driver license,
50	101		the inmate may avail himself or herself of the provisions of this
51	102		section.

53	103		2. The Department of Corrections may utilize any funds
54	104		available to cover the costs associated with the implem entation and
55	105		administration of this section and the purchase of REAL ID
56	106		Noncompliant Identification Cards, including, but not limited to,
57	107		inmate trust funds, existing funds of the Department of Corrections
58	108		and donations.

60	109		3. The provisions of this section shall apply only to inmates
61	110		who may receive a state-issued identification card pursuant to
62	111		Section 1550.42 of Title 21 of the Oklahoma Statutes.

64	112		C. For purposes of assisting an inmate in obtaining post -
65	113		release employment, the Department of Corrections sha ll provide the
66	114		inmate with the following documentation:

68	142		1. A copy of the vocational training recor d of the inmate, if

71	144		2. A copy of the work record of the inmate, if applicable;

73	145		3. A certified copy of th e birth certificate of the inmate, if

76	147		4. A Social Security card or a replacement Social Security card
77	148		of the inmate, if obtai nable;

79	149		5. A resume that includes any trade learned by the inmate and
80	150		the proficiency at that trade by the inmate; and

82	151		6. Documentation that the inmate has completed a practice job
83	152		interview.

85	153		In addition, the Department shall notify the inmate if he or sh e
86	154		is eligible to apply for a license from a state entity charged with
87	155		oversight of an occupational license or certific ation.

89	156		D. The following categories of inmates are not required to
90	157		complete resumes or practice job interviews prior to their release

93	159		1. Inmates sixty-five (65) years of age or older;

95	160		2. Inmates releasing to medical parole or discharging from a
96	161		prison infirmary setting;

98	162		3. Inmates releasing from a Department of Corrections Mental
99	163		Health Unit;

101	164		4. Inmates releasing to the custody of another jurisdiction on
102	165		a warrant or detainer;

112	199		rules and procedures to implem ent the provisions of this section.
