43	40		An Act relating to schools; amending 70 O.S. 2021,

46	43		accessible through a live video and aud io stream;

53	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	53		SECTION 1. AMENDATORY 70 O.S. 2021, Section 5 -118, is
55	54		amended to read as follows:
56	55		Section 5-118. A. Regular meetings of the board of education
57	56		of each school district shall be held upon the first Monday of each
58	57		month, or upon such day as may be fixed by the board. Special
59	58		meetings may be held from time to time as circumstances may demand.
60	59		B. All meetings of the boards of education shall be public
61	60		meetings, and in all such meetings the vote of each member must be
62	61		publicly cast and recorded. Executive sessions will be perm itted
63	62		only for the purpose of discussing the employment, hiring,
64	63		appointment, promotion, demotion, disciplining, or resignations of

92	90		any or all of the employees or volunteers of the school district,
93	91		and for the purpose of discussing negotiations concerning employees
94	92		and representatives of employee groups, and for the purpose of
95	93		hearing evidence and discussing the expulsion or suspension of a
96	94		student or students only when requested by the student involv ed or
97	95		his or her parent, attorney, or legal guardian; pro vided, however,
98	96		that any vote or action thereon must be taken in a public meeting
99	97		with the vote of each member publicly cast and recorded. It is
100	98		required that the board of education shall provide no tice to the
101	99		student, his or her parent, attorney or legal guardian that said
102	100		student is entitled to an executive session regarding the discussion
103	101		of expulsion or suspension of said student.
104	102		C. The board of educati on of a school district with an average
105	103		daily attendance of more than five thousand (5,000) student s shall
106	104		provide a live video and a udio stream of all public meetings of the
107	105		board of education. Information notifying members of the public how
108	106		to access the meeting livestream shall be clearly published on the
109	107		website and social media accounts of the school district.
110	108		D. Any action taken in violation of the provisions of this act
111	109		shall be invalid.
112	110		E. Each member of the board of education of a school district
113	111		with an average daily attendance exceeding fif teen thousand (15,000)
114	112		or a school district where b oundaries encompass a total population
115	113		exceeding one hundred thousand (100,000) persons according to the

143	140		last preceding Federal Decennial Census may be paid from the
144	141		district's general fund a stipend of Twenty-five Dollars ($25.00)
145	142		for each regular, specia l or adjourned meeting of the board of
146	143		education that he or she attends, but not for mor e than four
147	144		meetings in any calendar month.
148	145		SECTION 2. This act shall become effective November 1, 2022.
