5352 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5453 SECTION 1. AMENDATORY 70 O.S. 2021, Section 5 -118, is
5554 amended to read as follows:
5655 Section 5-118. A. Regular meetings of the board of education
5756 of each school district shall be held upon the first Monday of each
5857 month, or upon such day as may be fixed by the board. Special
5958 meetings may be held from time to time as circumstances may demand.
6059 B. All meetings of the boards of education shall be public
6160 meetings, and in all such meetings the vote of each member must be
6261 publicly cast and recorded. Executive sessions will be perm itted
6362 only for the purpose of discussing the employment, hiring,
6463 appointment, promotion, demotion, disciplining, or resignations of

9290 any or all of the employees or volunteers of the school district,
9391 and for the purpose of discussing negotiations concerning employees
9492 and representatives of employee groups, and for the purpose of
9593 hearing evidence and discussing the expulsion or suspension of a
9694 student or students only when requested by the student involv ed or
9795 his or her parent, attorney, or legal guardian; pro vided, however,
9896 that any vote or action thereon must be taken in a public meeting
9997 with the vote of each member publicly cast and recorded. It is
10098 required that the board of education shall provide no tice to the
10199 student, his or her parent, attorney or legal guardian that said
102100 student is entitled to an executive session regarding the discussion
103101 of expulsion or suspension of said student.
104102 C. The board of educati on of a school district with an average
105103 daily attendance of more than five thousand (5,000) student s shall
106104 provide a live video and a udio stream of all public meetings of the
107105 board of education. Information notifying members of the public how
108106 to access the meeting livestream shall be clearly published on the
109107 website and social media accounts of the school district.
110108 D. Any action taken in violation of the provisions of this act
111109 shall be invalid.
112110 E. Each member of the board of education of a school district
113111 with an average daily attendance exceeding fif teen thousand (15,000)
114112 or a school district where b oundaries encompass a total population
115113 exceeding one hundred thousand (100,000) persons according to the

143140 last preceding Federal Decennial Census may be paid from the
144141 district's general fund a stipend of Twenty-five Dollars ($25.00)
145142 for each regular, specia l or adjourned meeting of the board of
146143 education that he or she attends, but not for mor e than four
147144 meetings in any calendar month.
148145 SECTION 2. This act shall become effective November 1, 2022.
