5956 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6057 SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135 .1, is
6158 amended to read as follows:
6259 Section 1135.1 A. The Oklahoma Tax Commission is hereby
6360 authorized to design and is sue appropriate official special license
6461 plates to persons as provided by this section.
6562 Special license plates shall not be transferred to any other
6663 person but shall be removed from the vehicle upon transfer of
6764 ownership and retained. The special license plate may then be used

9692 registered for the current year.
9793 Except as provided in subsection B of this se ction, special
9894 license plates shall be renewed each year by the Ta x Commission or a
9995 motor license agent. The Tax Commission shall ann ually notify by
10096 mail all persons issued special license plates . The notice shall
10197 contain all necessary information and sh all contain instructions for
10298 the renewal procedure upon presentati on to a motor license agent or
10399 the Tax Commission. The license plates shall be issued on a
104100 staggered system. The motor license agent fees shall be paid out of
105101 the Oklahoma Tax Commission R eimbursement Fund.
106102 On and after January 1, 2022, if a physically d isabled license
107103 plate is issued pursuant to paragraph 3 of subsecti on B of this
108104 section, any registration fee required for such plate pursuant to
109105 this section and the fee required pursuant t o Section 1132 of this
110106 title shall be remitted at the same time an d subject to a single
111107 registration period. The Oklahoma Tax Commis sion shall determine,
112108 by rule, a method for making required fee and registration period
113109 adjustments when a physically disabled license plate is obtained
114110 during a twelve-month period for whi ch a registration fee has
115111 already been remitted pursuant to Section 1132 of this title. The
116112 combination of fees in a single remittance shall not alter the
117113 apportionment otherwise provided f or in this section.

145140 B. The special license plates provided by thi s section are as
146141 follows:
147142 1. Political Subdivision License Plates - such plates shall be
148143 designed for any vehicle owned by any political subdivision of this
149144 state having obtained a proper O klahoma certificate of title . Such
150145 political subdivisions shall file an a nnual report with the Tax
151146 Commission stating the agency where suc h vehicle is located . Such
152147 license plates shall be permanent in nature and designed in su ch a
153148 manner as to remain wi th the vehicle for the duration of the life
154149 span of the vehicle or until t he title is transferred to an owner
155150 who is not a political subdiv ision.
156151 The registration fee shall be Eight Dollars ($8.00) and shall be
157152 in addition to all other registration fees pr ovided by law, except
158153 the registration fees levied by Section 1132 of this title;
159154 2. Tax-Exempt or Nonprofit License Plates - such plates shall
160155 be designed for:
161156 a. any motor bus, manufactured home, or mobile chapel and
162157 power unit owned and operated by a r eligious
163158 corporation or society of this state holding a valid
164159 exemption from taxation issued pursuant to Section
165160 501(a) of the Internal Revenue Code, 26 U.S.C.,
166161 Section 501(a), and listed as an exempt organization
167162 in Section 501(c)(3) of the Internal Reven ue Code, as
168163 amended, 26 U.S.C., Section 501(c)(3), and that is

197191 furtherance of its reli gious functions,
198192 b. any vehicle owned and operated only by nonprofit
199193 organizations devoted ex clusively to youth programs
200194 including, but not limited to, the Girl Scouts and Boy
201195 Scouts of America,
202196 c. any vehicle, except pas senger automobiles, owned or
203197 operated by nonprofit organizations actually involved
204198 in programs for the employment of the handica pped and
205199 used exclusively in the transportation of goods or
206200 materials for such organization,
207201 d. any vehicle owned and operated b y a nonprofit
208202 organization that provides older persons
209203 transportation to and from medical, dental and
210204 religious services and rel ief from business and socia l
211205 isolation,
212206 e. any vehicle owned and operated by a private nonprofit
213207 organization that:
214208 (1) warehouses and distributes surplus foo ds to other
215209 nonprofit agencies and organizations, and
216210 (2) holds a valid exemption from taxation is sued
217211 pursuant to Section 50 1(c) of the Internal
218212 Revenue Code, as amended, 26 U.S.C., Section
219213 501(c), and listed as an exempt org anization in

247240 Section 501(c)(3) of the Internal Revenue Code,
248241 as amended, and
249242 (3) uses such vehicle exclusively for the
250243 transportation of such surplus foods ,
251244 f. any vehicle which:
252245 (1) is owned and operated by a private, nonprofit
253246 organization which is exemp t from taxation
254247 pursuant to the provisions of Section 501(c)(3)
255248 of the Internal Revenue Code, 26 U.S.C., Section
256249 501(c)(3), and which is primarily funded b y a
257250 fraternal or civic service organization with at
258251 least one hundred loca l chapters or clubs, and
259252 (2) is designed and used to provide mobile health
260253 screening services to the general public at no
261254 cost to the recipient, and for wh ich no
262255 reimbursement of any kind is received from any
263256 health insurance provider, health maintenance
264257 organization or governmental program, or
265258 g. any vehicle owned and operated by the Civil Air
266259 Patrol, a congressionally chartered corporation that
267260 also serves an auxiliary of the United States Air
268261 Force and which is exempt from taxation pursuant to
269262 the provisions of Section 501(c)(3) o f the Internal
270263 Revenue Code, 26 U.S.C., Section 501(c)(3), and is

298290 used exclusively for its corporate missions of
299291 aerospace education, cadet programs and em ergency
300292 services. Such license plates shall be permanent in
301293 nature and designed in such a manner as to remain with
302294 the vehicle for the duration of the life span of the
303295 vehicle or until the title to such vehicle is
304296 transferred to an owner who is not subjec t to this
305297 exemption. Such vehicles shall be exempt from the
306298 registration fees levied under Section 1 132 of this
307299 title, except that an initial registration fee of
308300 Twenty-five Dollars ($25.00) shall apply to each
309301 vehicle.
310302 Any person claiming to be eligible for a tax-exempt or nonprofit
311303 license plate under the provisions of this p aragraph must have the
312304 name of the tax-exempt or nonprofit organization prominently
313305 displayed upon the outside of the vehicle, except those vehicles
314306 registered pursuant to the provis ions of subparagraph b of this
315307 paragraph, unless such display is prohibite d by federal or state law
316308 or by state agency rules . No vehicle shall be licensed as a tax -
317309 exempt or nonprofit vehicle unless the vehicle has affixed on ea ch
318310 side thereof, in letters not less than two (2) inches high and two
319311 (2) inches wide, the name of th e tax-exempt or nonprofit
320312 organization or the insi gnia or other symbol of such organization
321313 which shall be of sufficient size, shape and color as to be rea dily

349340 legible during dayligh t hours from a distance of fifty (50) feet
350341 while the vehicle is not in mot ion.
351342 Except as provided in subparagraph g of this paragraph, the
352343 registration fee shall be Eight Dollars ($8.00) and shall be in
353344 addition to all other regi stration fees provided by l aw, except the
354345 registration fees levied by Section 1132 of this title;
355346 3. Physically Disabled Licens e Plates - such plates shall be
356347 designed for persons who are eligible for a physically disabled
357348 placard under the provisions of Section 15-112 of this title. It
358349 shall prominently display the international accessibility symbol,
359350 which is a stylized human fi gure in a wheelchair . The Tax
360351 Commission shall also design physically disabled license plates for
361352 motorcycles owned by persons who are eligible for a phys ically
362353 disabled placard pursuant to the provisions of Section 15 -112 of
363354 this title. Upon the death of the physically disa bled person, the
364355 disabled license plate shall be returned to the Tax Commission .
365356 There shall be no fee for such plate in addition to the rate
366357 provided by the Oklahoma Vehicle License and Registration Act for
367358 the registration of the ve hicle. For an additional fee of Ten
368359 Dollars ($10.00), a person eligible for a physically disabled
369360 license plate shall have the option of purchasing a dupl icate
370361 physically disabled special license plate which shall be securely
371362 attached to the front of the vehicle. The original physically

399389 disabled special license plate shall be securely attached to the
400390 rear of the vehicle at all ti mes.
401391 Any person who is elig ible for a physically disabled license
402392 plate and whose vehicle has had mod ifications because of the
403393 physical disability o f the owner or of a family member within the
404394 second degree of consanguinity of the owner, may register the
405395 vehicle for a flat fee of Tw enty-five Dollars ($25.00). This fee
406396 shall be in lieu of all other regist ration fees provided by the
407397 Oklahoma Vehicle License and Registration Act;
408398 4. Indian Tribal License Plates - such plates shall be designed
409399 for any vehicle of a native American India n Tribal Association
410400 exempted in Sections 201 through 204 of Public Law 97 -473 and used
411401 by the tribal association exclusively for the furtherance of its
412402 tribal functions.
413403 The registration fee shall be Eight Dollars ($8.00) and sh all be
414404 in addition to all o ther registration fees provided by law, except
415405 the registration fees levie d by Section 1132 of this t itle;
416406 5. Hearing Impaired License Plates - such plates shall be
417407 designed for persons who are hearing impaired . Such persons may
418408 apply for a hearing-impaired license plate for each vehicle with a
419409 rated carrying capacity of one ( 1) ton or less upon the pre sentment
420410 of an application on a form furnished by the Tax Commission and
421411 certified by a physician holding a valid license to pra ctice
422412 pursuant to the licen sing provisions of Title 59 of the Oklahoma

451440 license plate shall be designed so that such persons may be readily
452441 identified as being hearing impaired . There shall be no additional
453442 fee for the plate, but all other registration fees provided by the
454443 Oklahoma Vehicle Lice nse and Registration Act sh all apply;
455444 6. Antique or Classic Vehicles License Plates – such plates
456445 shall be designed and issued for any vehicle twenty -five (25) years
457446 of age or older to forty-four (44) years of age, based upon the date
458447 of manufacture there of and which travels on the highways of this
459448 state primarily incidental to historical or exhibition purposes
460449 only.
461450 The registration fee shall be Eight Doll ars ($8.00) and shall be
462451 in addition to all other registration fees provided by law, except
463452 the registration fees levied by Section 1132 of this title . Any
464453 person registering an antique or a classic vehicle may elect to have
465454 the vehicle registered for a t en-year period. The registration fee
466455 for the elected ten-year registration shall be Seventy -five Dollars
467456 ($75.00). The motor license agent registering the antique or
468457 classic vehicle for a ten-year period shall receive one hundred
469458 percent (100%) of the fe es the motor license agent would have
470459 otherwise received pursuant to subsection A of Section 1141.1 o f
471460 this title if the antique or classic vehicle had been regis tered on
472461 an annual basis; and

500488 7. Antique Vehicles License Plates – such plates shall be
501489 designed and issued for any vehi cle forty-five (45) years of age or
502490 older, based upon the date of manufactu re thereof and which travels
503491 on the highways of this state primaril y incidental to historical or
504492 exhibition purposes only.
505493 There shall be a one-time registration fee of Eight Dollars
506494 ($8.00) which shall be in addition to all other registration fees
507495 provided by law, except the registration fees levied by Section 1132
508496 of this title. Annual renewal is not required. Vehicles currently
509497 registered pursuant to paragraph 6 of this subsection that meet the
510498 requirements of this paragraph may be reregistered under the
511499 provisions of this paragraph at expiration of the vehicle's current
512500 registration term; and
513501 8. Honorary Consul License Plates – such plates shall be
514502 designed to include the words "Honorary Consul" and issued to
515503 persons who are honorary consuls authorized by t he United States to
516504 perform consular duties . Persons applying for such license plates
517505 must show proof of standing as an honorary consul . The fee for such
518506 plate shall be Eight Dollars ($8.00) and shall be in addition to all
519507 other registration fees require d by the Oklahoma Vehicle License and
520508 Registration Act. The owner of the vehicle that possesses such
521509 license plates shall return the special licens e plates to the
522510 Oklahoma Tax Commission if the owner disposes of the vehicle during

552539 C. Special license plates provided by this section shall be
553540 designed in such a manner as to id entify the use or ownership of the
554541 vehicle. Use of any vehicle possessing a special license plate
555542 provided by this section for any purpose not specified herein shall
556543 be grounds for revocation of the special license plate and
557544 registration certificate.
558545 D. The fees provided by this s ection shall be deposited in the
559546 Oklahoma Tax Commission Reimbursement Fund.
560547 SECTION 2. This act shall become effective November 1, 2022.
