AS INTRODUCED 
 
An Act relating to crimes and punishments; making 
certain acts unlawful; providing penalty; providing 
for codification; and providing an ef fective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1740.3 of Title 21, unless there 
is created a duplication in numbering, reads as follows: 
Any person who has previously been convicted of larceny of a 
catalytic converter and who has in his or her possession, custody, 
or concealed about his or her person, or transports or causes to be 
transported, any combination of two or more of the following tools: 
1.  Battery-powered reciprocating saw; 
2.  Reciprocating saw blades; 
3.  Pliers;

4.  Wrenches; or 
5.  Vehicle jack, 
with the intent to use or emplo y, or allow the same to be used or 
employed, in the commission of a crime, or knowing that the tools 
are to be used in the commission of a crime shall, upon conviction, 
be guilty of a felony. 
SECTION 2.  This act shall become effective November 1, 2022.
