109107 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
110108 SECTION 1. NEW LAW A new section of law not to be
111109 codified in the Oklahoma Statutes reads as follows:
112110 This act shall be known and may be cited as the " Health Care
113111 Workforce Development and Finance Act of 2022 ".
114112 SECTION 2. NEW LAW A new section of law t o be codified
115113 in the Oklahoma Statutes as Section 697.21b of Title 70, unless
116114 there is created a duplication in numbering, reads as follows:
117115 A. There is hereby created in the State Treasury until July 1,
118116 2027, a revolving fund for the Health Care Workforce Training
119117 Commission to be designated the " Health Care Workforce Development
120118 Revolving Fund". The fund shall be a continuing fund, not subject
121119 to fiscal year limitations, and shall consist of all available
122120 monies:
123121 1. Received by the state as Coronavirus State and Local Fiscal
124122 Recovery Funds pursuant to Section 9901 of the American R escue Plan
125123 Act of 2021, Pub. L. No. 117 -2;
126124 2. Directed to the state by the federal government for the
127125 purpose of recruiting, educating, and stabilizing O klahoma's health
128126 care workforce;

159156 B. 1. All monies accruing to the credit of said fund are
160157 hereby appropriated and may be budgeted and expended by the Health
161158 Care Workforce Training Commission for authorized purpose s as
162159 provided in paragraph 2 of this subsection . Expenditures from said
163160 fund shall be made upon w arrants issued by the State Treasurer
164161 against claims filed as prescribed by l aw with the Director of the
165162 Office of Management and Enterprise Serv ices for approval and
166163 payment.
167164 2. All monies accruing to the credit of said fund shall be
168165 utilized for the purpose of recruiting, educating, and stabilizing
169166 Oklahoma's health care workforce, including the cos ts and expenses
170167 of operating such programs.
171168 3. All monies accruing to the credit of the fund shall be
172169 budgeted or encumbered no later than December 31, 2024, and shall be
173170 expended no later than December 31, 2026.
174171 4. All monies accruing to the credit of t he fund shall be
175172 budgeted, expended, and transferred in strict accordance with
176173 applicable state and federal law and guidance providing for and
177174 limiting the utilization of such funds.
178175 SECTION 3. AMENDATORY 63 O .S. 2021, Section 1-2721, is

207203 Section 1-2721. A. 1. The Physician Manpower Health Care
208204 Workforce Training Commission sha ll administer the Oklahoma Medical
209205 Loan Repayment Program.
210206 2. For the purposes of this section, "primary care physicians"
211207 shall mean physicians practicing in family me dicine, geriatrics,
212208 general internal medicine, general pedia trics,
213209 obstetrics/gynecology , or emergency medicine.
214210 3. For the purposes of this section, "health center" shall mean
215211 a federally qualified health center a s defined by 42 U.S.C., Section
216212 1905(1)(2)(B).
217213 4. For the purposes of this se ction, "teaching health center"
218214 shall mean a health center that supports the residencies of primary
219215 care physicians within the operations of the health cente r.
220216 5. The Program, depending upon and limited to available
221217 funding, shall provide educational loan repayment assistance t o
222218 Oklahoma licensed primary care physicians and physician assistants
223219 who agree to establish a practice in a community located in Oklah oma
224220 approved by the Commission.
225221 6. Each award shall be for a contracted period and shall be
226222 distributed to the participan t by drafts made payable to the
227223 participant at the end of each contract year with disbursements not
228224 to exceed an amount to be establis hed annually by the C ommission.
229225 Prior to any disbursement, th e Commission shall certify and proper ly
230226 review reports submi tted by the participating ph ysician or physician

259254 Program.
260255 7. The Commission shall rev iew the performance in the Program
261256 of the participating physician or physician assistant and determin e
262257 whether an award may be gr anted for additional years pursuant to
263258 rules promulgated by the Commission.
264259 B. The physicians and physici an assistants enterin g the Program
265260 each year shall agree to pr ovide medical care and services in ar eas
266261 designated by the Commission to provide medical care and services to
267262 Medicaid recipients as authorized by the Oklahoma Health Care
268263 Authority.
269264 C. A physician or physician ass istant shall be eligible to
270265 participate in the loan repayment program if the i ndividual:
271266 1. Is a physician that holds a current Oklahoma medical
272267 license;
273268 2. Is a new primary care graduate physician or physician
274269 assistant. Preference will be given to gra duates of the primary
275270 care residency programs affiliated with the Oklahoma Sta te
276271 University College o f Osteopathic Medicine, the University of
277272 Oklahoma College of Medicine and the teaching hospitals affiliated
278273 with both schools of medi cine and teaching hea lth centers located in
279274 this state; or
280275 3. Is a current practicing physician or physician assistant an d
281276 has met criteria establish ed by the Commission.

309303 D. The Commission may accept donations of public or private
310304 funds to assist in fund ing the Medical Loan Repayment Program. The
311305 Commission may, at its discretion, contract with other public
312306 entities and nonprofit corporations for the endowment, management
313307 and administration of such funds.
314308 E. The Commission shall present a report on the operation of
315309 the Program to the Governor, the Speaker of the H ouse of
316310 Representatives, and the Pre sident Pro Tempore of t he Senate within
317311 one (1) month of the beginning of each regular session of the
318312 Legislature, including but not limited to the progress m ade in
319313 accomplishing the goal of the Program.
320314 SECTION 4. AMENDATORY 63 O.S. 2021, Section 1 -2722, is
321315 amended to read as follows:
322316 Section 1-2722. The amount of the award of educational loan
323317 repayment assistance shall not exceed an y maximum or minimum amount
324318 as promulgated by rules of the Physician Manpower Health Care
325319 Workforce Training Commission pursuant to the Oklahoma Medical Loan
326320 Repayment Program. The actual amount of the award shall be based
327321 upon a determination of:
328322 1. Actual funds available t o the Program for expenditure; and
329323 2. The existing student loan indebtedness o f the participating
330324 physician.

360353 Section 1-2723. A. The Physician Manpower Health Care
361354 Workforce Training Commission shall have the option of utilizing
362355 available funding in excess of the amount nec essary to fund the
363356 Oklahoma Medical Loan Repayment Progra m described in Section 1 -2721
364357 of this title to fund new or expanded pr imary care residency
365358 programs in rural an d underserved areas of the state. Such new or
366359 expanded primary care residency program f unding shall include but
367360 not be limited to:
368361 1. Payments to hospitals or teaching health centers desiring to
369362 establish new primary care residency programs. Such paymen ts shall
370363 be made to cover the costs of salaries, benefits and educational
371364 costs of residents in training at the facility; or
372365 2. Payments to hosp itals or teaching health center s with
373366 existing primary residency progr ams desiring to expand the number of
374367 residents participating in those programs. Such payments shall be
375368 made to cover the costs o f salaries, benefits and educational costs
376369 of residents in training at the facility .
377370 B. Provisions of this section shall be su bject to the
378371 promulgated rules of the Com mission.
379372 SECTION 6. AMENDATORY 70 O.S. 2021, Section 625.1, is
380373 amended to read as follows:
381374 Section 625.1 There is hereby established t he Oklahoma Rural
382375 Medical Education Loan and Scholarsh ip Fund. The fund shall be
383376 administered by the Physician Manpower Health Care Workforce

413405 SECTION 7. AMENDATORY 70 O.S. 2021, Section 625 .2, is
414406 amended to read as follows:
415407 Section 625.2 The Physician Manpower Health Care Workforce
416408 Training Commission shall be authorized and empowered t o grant
417409 scholarships to qualifi ed students who are bona fide residents of
418410 the State of Oklahoma and who wo uld not otherwise hav e funds
419411 necessary to finance the cost of a program of study leading to the
420412 Degree of Doctor of Medicine, or to the Degree of Doct or of
421413 Osteopathic Medicine, to be granted by an accredited and recognized
422414 college of medicine or college o f osteopathic medicin e.
423415 SECTION 8. AMENDATORY 70 O.S. 2021, Section 625.3, is
424416 amended to read as follows:
425417 Section 625.3 A. The terms and conditions governing the
426418 scholarships shall be as prescribed and formulated by the Physician
427419 Manpower Health Care Workforce Training Commission, but shall
428420 include the condition that each recipient, upon completion of his
429421 the recipient's course of study, shall repay his such scholarship by
430422 practicing his the recipient's profession in a rural comm unity in
431423 Oklahoma having a population of seven thousand five h undred (7,500)
432424 persons or less according to the last preceding United States
433425 Decennial Census and having a ne ed therefor, as determined by the
434426 Commission, for one (1) year for each one (1) year the scholarship

462453 is financed; provided, however, that the recip ient will be given no
463454 credit for payment and reduction of the obligation by serving in the
464455 defined rural communities for a period less than two (2) years.
465456 B. The maximum rural population criter ia specified in
466457 subsection A of this section may be waived by the Commission.
467458 C. The terms of this subsection shall apply to recipients who
468459 accept assistance on or after July 1, 1993. The contract shall
469460 provide that in the event th e recipient breaches th e terms of the
470461 contract by not serving the designated communit y for the specified
471462 period of time, the Commission shall be entitled to recover an
472463 amount equal to three time s the principal disbursed, pursuant to the
473464 contract, plus interest. Interest on all amounts paid to or on
474465 behalf of the participant shall be compu ted at the current prime
475466 rate plus one percent (1%) with the interest to accrue from the date
476467 each payment is made, pursuant to the contract. The amount the
477468 Commission is entitled to recover sh all be paid within ni nety (90)
478469 days of the date the recipient becomes liable as determined by the
479470 Commission.
480471 SECTION 9. AMENDATORY 70 O.S. 2021, Section 6 25.4, is
481472 amended to read as follows:
482473 Section 625.4 The Commission shall pr omulgate and adopt su ch
483474 rules and regulations as may be necess ary to carry out the
484475 provisions of this act. The Commission shall prescribe the fo rm and
485476 regulate the submission of applicat ions for scholarship; conduct

514504 eligibility of applicants; allow or disallo w all applications for
515505 scholarships or renewal of scholarships; contract, increase,
516506 decrease, terminate and otherwise regulat e all grants for
517507 scholarships and their repayment in cash or services ; and manage,
518508 operate and control all funds and property appro priated or otherwise
519509 contributed for this purpose. The Commission may acquire prop erty
520510 or money by the acceptance of gifts, grants, bequests or devise, and
521511 may contract with the federal governm ent in order to secur e the
522512 benefit of any federal program cons istent with the provisions of
523513 this act. Monies received by the Commission in repay ment of
524514 scholarships granted from appropri ated funds shall be deposited with
525515 the State Treasurer who shall plac e the same to the cre dit of the
526516 Commission in depository funds to be known as the "Rural Medical
527517 Education Scholarship Fund" and the "Community P hysician Education
528518 Scholarship Fund" depen ding on the program in which the recipient
529519 participated, under and su bject exclusively to the control of the
530520 Commission for the pur pose of fulfilling and accomplishing the
531521 conditions and purposes of the Physician Manpower Health Care
532522 Workforce Training Commission. All monies so collecte d and
533523 deposited in the State Treasury as aforesaid shall c onstitute a
534524 continuing fund, shall not be subject to fiscal limitations, and the
535525 unexpended balance shall at all times be ava ilable for expenditures
536526 for the purposes and in the manner and form provi ded by this act.

574563 Section 625.4a There is hereby created in the State Treasury a

576565 Training Commission to be designated the "Physician Manpower Health
577566 Care Workforce Training Commission Revolving Fund". The fund shall
578567 be a continuing fund, not subject to fiscal year limitations and
579568 shall consist of all payments received by the Commission pursuant to
580569 Sections 625.3 and 625.10a of this title. All monies accruing to
581570 the credit of the fund are hereby appro priated and may be budgeted
582571 and expended by the Physician Manpower Health Care Workforce
583572 Training Commission for any expenses incurred in the implementati on
584573 of its duties. Expenditures from the fund shall be made upon
585574 warrants issued by the State Treasurer against claims filed as
586575 prescribed by law with the Director of the Office of Management and
587576 Enterprise Services for approval and payment.

617605 Section 625.9 The administration of the Oklahoma Rural Medical
618606 Education Loan and Scholarship Fund is hereby transferred to the
619607 Physician Manpower Health Care Workforce Training Commission as
620608 established by law. All the powers, duti es, responsibilities, rules
621609 and regulations and functions of the Board of Trustees of the
622610 Oklahoma Rural Medical Education Sc holarship Fund are hereby
623611 transferred to the Physician Manpower Health Care Workforce Training
624612 Commission and the Board of Trustees of the Oklahoma Rural Medical
625613 Education Scholarship Fund is hereby abolished and terminated.
626614 SECTION 12. AMENDATORY 70 O.S. 2021, Section 625.10a, is
627615 amended to read as follows:
628616 Section 625.10a The Physician Manpower Health Care Workforce
629617 Training Commission is hereby authorized and empowered to establish
630618 and administer cost-sharing scholarships a nd loan fund programs
631619 which shall provide for state assistance to and part icipation with
632620 community physician education and scholarship t rust funds which are
633621 selected and approved by the Commission. Said state assistance and
634622 participation shall be on a stat e and community matching formula
635623 basis for the funding of the educational costs, fees and char ges of
636624 a selected and qualified student i n good standing and who is duly
637625 enrolled in an accredited college of medicine or college of
638626 osteopathic medicine and purs uing a course of study leading to the

667654 Osteopathic Medicine. Said student sh all be a bona fide resident of
668655 the State of Oklahoma who desires and agrees to practice his
669656 profession on completion of t he course of study and training
670657 required for licensure and certification in the community prov iding
671658 the initial funds to be matched by the state funds. Communities
672659 shall deposit the initial trust funds with the Physician Manpower
673660 Health Care Workforce Training Commission to be administered and
674661 matched by the Commissio n for the education of selecte d and
675662 qualified students to serve and to practice in the communities with
676663 trust funds so established for that purpose with the Commission.
677664 The Commission shall aid a nd advise communities in the selection of
678665 qualified students to participate in a given com munity scholarship
679666 program and the Commis sion shall approve the selection of a given
680667 student for a particular community physician education scholarship
681668 trust fund matching program. The Commission shall determine the
682669 percentage share for the state in the s cholarship matching program
683670 with a given community to educate a given and duly selected student
684671 on the basis of the extent of need of the community and its
685672 surrounding area for the services of a practicing physician, the
686673 amount of the initial trust funds t he community has raised and
687674 deposited in the physician education scholarship trust fund that is
688675 duly established and the matching funds schedule developed by the
689676 Commission and based upon both the population of the community

718704 median family annual income level as determined on the basis of the
719705 estimates of the Oklahoma Department of Commerce. The state
720706 matching assistance and participation in a given scholarship trust
721707 fund program shall not exceed seventy-five percent (75%) of the
722708 total amount calculated to be necessary to fund the costs of a
723709 course of study for the degree of Doctor of Medicine or the de gree
724710 of Doctor of Osteopathic Medicine as determined annuall y by the
725711 Commission. Repayment of the total amount of the scholarship by the

737723 an annual review of the costs, fees and charges of the school of

767752 The procedures, terms and condit ions governing the s cholarships
768753 and how they are administered shall be as prescribed and formulated
769754 by the Physician Manpower Health Care Workforce Training Commission
770755 but shall include the following:
771756 1. Communities desiring to participate in a loan and
772757 scholarship program sh all select a student who meets the
773758 requirements for participation and give notice to the Co mmission.
774759 2. The Commission shall aid and advise communities in the
775760 selection of qualified students to participate in a given community
776761 loan and scholarship program.
777762 3. The communities shall deposit with the Commission the
778763 initial year scholarship funds provided by the community which funds
779764 shall be a percentage of the total educational and associated cos ts
780765 of the student in the course of study in an accredited coll ege of
781766 medicine or college of osteopathic medicine and which funds are to
782767 be used in the education of the selected student.
783768 4. The Commission shall review and approve the selection of a
784769 given student and shall then match the initial c ommunity funds with
785770 state funds from the Oklahoma Community Ph ysician Education Loan and
786771 Scholarship Program Fun d in the amount needed to meet the total cost
787772 for educating the student for one (1) year as agreed by t he
788773 Commission and the community in each p articular case.

816800 5. The Commission shall determine the percent age share for the
817801 state in the loan and scholarshi p program with a given community to
818802 educate a selected student on the basis of:
819803 a. the extent of need o f the community and its
820804 surrounding area for the services of a practicing
821805 physician;,
822806 b. the amount of the initial trust funds the community
823807 has raised and deposited with the Commission for the
824808 education of a selected student ;, and
825809 c. the population of the community which shall be
826810 determined on the basis of the current estimates made
827811 by the Oklahoma Department of Commerce.
828812 6. The state matching assistance and p articipation by the
829813 Commission in a given loan and scholarship program for a particular
830814 student shall not exceed seventy-five percent (75%) of the total
831815 amount calculated to be necessary to fund one (1) year of study for
832816 the degree of Doctor of Medicine or the degree of Doctor of
833817 Osteopathic Medicine as determined annually by the Commission at the
834818 school of medicine or osteopathic medicine i n which the selected
835819 student is enrolled.
836820 7. Each scholarship recipient, upon completion of his the
837821 recipient's course of study, shal l repay his the recipient's loan
838822 and scholarship to the state and to the community and receive
839823 forgiveness on repayment of the funds from the s tate and from the

868851 providing the initial funds at a minimum fo r one (1) year for each
869852 Five Thousand Dollars ($5,000.00) the community and the state
870853 financed the scholarship program for the student; provided, however,
871854 that the recipient will be given no credit for payment, repayment
872855 and reduction of said obligation to the community and the state by
873856 serving the given community for a period less than two (2) years or,
874857 when approved by the Commi ssion in agreement with the community and
875858 terms of the contracts involved, repayment may be made in cash with
876859 interest at the rate of twelve percent (12%) per annum, said
877860 interest to accrue from the date each payment of funds pursuant to
878861 the loan and scholarship program is made. In addition, sho uld a
879862 recipient who accepts financial assistance after July 1, 1977, elect
880863 not to perform his obligated service in the sponsoring community,
881864 the agreed upon sum denoted as liquidated da mages in the contract
882865 shall be assessed the recipient. No interest shall accrue on the
883866 principal during any one period of time that the recipient thereof
884867 is required to serve in the Armed Forces of the United States, or
885868 during his internship or residency, if in a primary care area and
886869 the required service, internship or resid ency does not exceed four
887870 (4) years. Provided that no interest shall accrue for six (6)
888871 months following each of the above exceptions.
889872 Each student who applies to participate in a comm unity and
890873 state matching loan and scholarship program shall enter into a

919901 given community which has provided the initial scholarship funds to
920902 educate a selected student. The contract shal l be between the State
921903 of Oklahoma and the selected student by which co ntract the student
922904 agrees to return to the community which provided the initial loan
923905 and scholarship funds and to practice his profession, on completion
924906 of the course of study and train ing required for licensure and
925907 certification, for the number of years f or which the student
926908 received assistance from the community and the state and in
927909 accordance with the conditions specified in the contract agreed to
928910 by the student and the given communit y which selected the student.
929911 Any repayment of the total amount of the scholarship or any portion
930912 thereof as provided in this act and in the contract between t he
931913 state and the student shall be made to the state deposited into the
932914 Community Matching Loan an d Scholarship Repayment Revolving Fund
933915 hereby created in the State Trea sury. The community portion of any
934916 repayment monies deposited in said fund shall be wit hdrawn from the
935917 revolving fund and returned to the community on request or, if the
936918 community so chooses, said repayment monies shall be held available
937919 in said fund for reallocation by the community and the state to the
938920 Community Physician Education Loan an d Scholarship Program Fund to
939921 educate another student selected by the community and approved by
940922 the Commission. The form of the contracts shall be prepared and
941923 approved by the Attorney General. The Commission is hereby vested

978959 SECTION 13. AMENDATORY 70 O.S. 2021 , Section 625.11, is
979960 amended to read as follows:
980961 Section 625.11 There is hereby created and established the
981962 Oklahoma Community Physician Education Scholarship Program Fund
982963 which fund shall be administered by the Physician Manpower Health
983964 Care Workforce Training Commission for the purposes of providing the
984965 state matching funds assistance for scholarship programs with given
985966 communities. The Commis sion shall be empowered to contract for
986967 services with any state agencies, institutions or any public or
987968 private corporation involved in and conducting programs in physician
988969 manpower health care workforce placement in order that the
989970 Commission may perform its functions in an eff icient and timely
990971 fashion.

10201000 Section 625.13 A. There is hereby created the "Community Match
10211001 Rural Scholarship Incentive Program" which shall be conducted and
10221002 administered by the Physician Manpower Health Care Workforce
10231003 Training Commission. The purpose of this program is to provide for
10241004 the fair and necessary distribution of funds allocated to it by the
10251005 Legislature to provide monies to the following programs under the
10261006 Physician Manpower Health Care Workforce Training Commission:
10271007 1. The Community Matching Intern/Resident Program;
10281008 2. The Oklahoma Rural Medical Education Loan Scholarship
10291009 Program;
10301010 3. The Family/General Practice Resident Rural Scholarship Loan
10311011 Program, created pursuant to this section; and
10321012 4. The Family/General Practice Resi dency Grant Program, created
10331013 pursuant to this section.
10341014 The Physician Manpower Health Care Workforce Training Commission
10351015 is hereby authorized to distribute such monies to the funds
10361016 specified in Sections 625.1, 625.4a and 697.18 of this title
10371017 necessary to fund the programs specified in this section.
10381018 B. The Physician Manpower Health Care Workforce Training
10391019 Commission shall establish and administer a Family/General Practice
10401020 Resident Rural Scholarship Loan Program for the purpose of assisting
10411021 Oklahoma's rural communities by providing financial assistance
10421022 through a scholarshi p loan forgiveness program to residents enrolled
10431023 in an accredited Family Practice or General Practice residency

10801059 program to residents enrolled in an accredited Family Practice or
10811060 General Practice residency program. The Commissi on shall establish
10821061 the eligibility standards, th e amount of the grant not to exceed
10831062 Five Thousand Dollars ($5,000.00) per year, up to three (3) years,
10841063 the program obligations of the recipient of the grant, and any
10851064 penalties related to the breach of the gra nt obligations or failure
10861065 to repay the grant plu s interest.

11361114 family practice physicians for the rural and medically underserved
11371115 areas of the state. Provided that such subsidy may be used for the
11381116 primary purpose of increasing the tot al number of residencies fun ded
11391117 by this state, wherever located within the state, during that period
11401118 in which residency programs are being established in rural areas;
11411119 provided further, that as the residency programs are established and
11421120 accredited in rural hospitals, residency positio ns in such programs
11431121 shall be first provided for by the Commission . The Commission shall
11441122 present a report to the Governor, the Speaker of the House of

14901461 trauma, and family practice;
14911462 4. To provide general counsel and advice in th e development,
14921463 operation and evaluation of physician internship and residen cy
14931464 programs throughout the State of Oklahoma in cooperation with the
14941465 efforts of the Oklahoma State Regents for Higher Education and the
14951466 state's physician training institutions such as the Oklahoma
14961467 University College of Medicine, Oklahoma City and Tulsa cam puses,
14971468 and the Oklahoma College of Osteopathic Medicine and Surgery, and
14981469 subject to accreditation by official and appropriate accrediting
14991470 agencies;
15001471 5. To develop the criteria for d etermining the physician
15011472 training cost component or associated clinical and hospital training

16491617 11. To ensure that in programs administered and operated by the
16501618 University of Oklahoma College of Medicine, University of Oklahoma
16511619 College of Medicine - Tulsa and the Oklahoma College of Osteopathic
16521620 Medicine and Surgery in hospitals and clinical situations through out
16531621 the state that funds allocated to the colleges are paid by the

16901657 State of Oklahoma. Placement services shall be made available to
16911658 communities, hospitals , health care facilities, physician and health
16921659 professional training institutions, health profess ional associations
16931660 and organizations, individual physicians , health professional s,
16941661 students in physician and health professional training institutions
16951662 and schools, and other interested parties in such a way so as to
16961663 further the purposes of improving the di stribution of physicians and
16971664 health professionals practicin g or available for pr actice in the
16981665 state and improving in the availability of health care services t o
16991666 the people of the state. Said placement service shall include but
17001667 not be limited to assisting communities in matching with, contacting
17011668 and recruiting physicians and health pr ofessionals to practice in
17021669 communities in the state. The Commission shall deve lop criteria and
17031670 procedures for the conduct and performance of placement services and
17041671 employ any staff, contract for services with any private agency,
17051672 nonprofit corporation or i nstitution to facilitate the performance

17531719 Surgery, in order to enhance available funding f or the training of

20502010 specified herein, the scholarship program shall be administered

21502108 institutions or agencies of this state which provide funds on a
21512109 matching basis with the Physician Manpower Health Care Workforce
21522110 Training Commission for the support of nursing stude nts. The
21532111 Nursing Student Assistance Program shall be administered by rules
21542112 adopted by the Physician Manpower Health Care Workforce Training
21552113 Commission.
21562114 B. Only students who are residents of this state shall be
21572115 eligible to participate in the Nursing Student Assistan ce Program.
21582116 C. If a person receiving Nursing Student Assistance Program

24072360 C. If a person receiving Physician Assistant Scholarship
