54	54	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES A ND THE SENATE OF THE
55	55	1ST SESSION OF THE 58 TH OKLAHOMA LEGISLATURE:
56	56	SECTION 1. The Secretary of State shall refer to the people for
57	57	their approval or rejection, as and in the manner provided by law,
58	58	the following proposed amendment to Secti on 3 of Article V of the
59	59	Constitution of the State of Oklahoma to read as follows:
60	60	Section 3. Referendum petitions shall be filed with the
61	61	Secretary of State not more than ninety (90) days after the final
62	62	adjournment of the session of the Legislature whic h passed the bill
63	63	on which the referendum is demanded. The veto power of the Governor
64	64	shall not extend to measures voted on by the people. All elections

91	91	on measures referred to the people of the state shall be had at the
92	92	next election held throughout the state, except when the Legislature
93	93	or the Governor shall order a special election for the express
94	94	purpose of making such reference. Any Except as otherwise provided,
95	95	any measure referred to the people by the an initiative shall take
96	96	effect and be in forc e when it shall have been approved by a fifty-
97	97	five-percent majority of the votes cast thereon and not otherwise .
98	98	An initiative that only repeals a provision or provisions of the
99	99	Constitution or referendum shall take effect and be in force when it
100	100	shall have been approved by a majority of the votes cast thereon and
101	101	not otherwise.
102	102	The style of all bills shall be: "Be it Enacted By the People
103	103	of the State of Oklahoma."
104	104	Petitions and orders for the initiative and for the referendum
105	105	shall be filed with the Sec retary of State and addressed to the
106	106	Governor of the state, who shall submit the same to the people. The
107	107	Legislature shall make suitable provisions for carrying into effect
108	108	the provisions of this article.
109	109	SECTION 2. The Ballot Title for t he proposed Constitutional
110	110	amendment as set forth in SECTION 1 of this resolution shall be in
111	111	the following form:

141	141	This measure amends Section 3 of Article 5 of the Oklahoma
142	142	Constitution. It requires a fifty-five percent (55%) majority
143	143	vote of the people to pass an initiative petition to amend the
144	144	Constitution. It requires a majority vote to repeal provisions
145	145	of the Constitution.
