5454 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES A ND THE SENATE OF THE
5555 1ST SESSION OF THE 58 TH OKLAHOMA LEGISLATURE:
5656 SECTION 1. The Secretary of State shall refer to the people for
5757 their approval or rejection, as and in the manner provided by law,
5858 the following proposed amendment to Secti on 3 of Article V of the
5959 Constitution of the State of Oklahoma to read as follows:
6060 Section 3. Referendum petitions shall be filed with the
6161 Secretary of State not more than ninety (90) days after the final
6262 adjournment of the session of the Legislature whic h passed the bill
6363 on which the referendum is demanded. The veto power of the Governor
6464 shall not extend to measures voted on by the people. All elections

9191 on measures referred to the people of the state shall be had at the
9292 next election held throughout the state, except when the Legislature
9393 or the Governor shall order a special election for the express
9494 purpose of making such reference. Any Except as otherwise provided,
9595 any measure referred to the people by the an initiative shall take
9696 effect and be in forc e when it shall have been approved by a fifty-
9797 five-percent majority of the votes cast thereon and not otherwise .
9898 An initiative that only repeals a provision or provisions of the
9999 Constitution or referendum shall take effect and be in force when it
100100 shall have been approved by a majority of the votes cast thereon and
101101 not otherwise.
102102 The style of all bills shall be: "Be it Enacted By the People
103103 of the State of Oklahoma."
104104 Petitions and orders for the initiative and for the referendum
105105 shall be filed with the Sec retary of State and addressed to the
106106 Governor of the state, who shall submit the same to the people. The
107107 Legislature shall make suitable provisions for carrying into effect
108108 the provisions of this article.
109109 SECTION 2. The Ballot Title for t he proposed Constitutional
110110 amendment as set forth in SECTION 1 of this resolution shall be in

141141 This measure amends Section 3 of Article 5 of the Oklahoma
142142 Constitution. It requires a fifty-five percent (55%) majority
143143 vote of the people to pass an initiative petition to amend the
144144 Constitution. It requires a majority vote to repeal provisions
145145 of the Constitution.
