53	53	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
54	54	1ST SESSION OF THE 58 TH OKLAHOMA LEGISLATURE:
55	55	SECTION 1. The Secretary of State shall refer to the people for
56	56	their approval or rejection, as and in the manner provided by law,
57	57	the following proposed amendment to Section 2 of Article V of the
58	58	Constitution of the State of Oklahoma to read as follows:
59	59	Section 2. The first power reserved by the people is the
60	60	initiative, and eight per centum percent (8%) of the legal voters
61	61	shall have the right to propose any legislative measure, and fifteen
62	62	per centum percent (15%) of the legal voters shall have the right to
63	63	propose amendments to the Constitution by petition, and every such
64	64	petition shall include the full text of the measure so proposed.

92	92	The second power is the referendum, and it may be ordered (except as
93	93	to laws necessary for the immediate preservation of the public
94	94	peace, health, or safety), either by petition signed by five per
95	95	centum of the legal voters or by the Legislature as other bills are
96	96	enacted. The ratio and per centum of legal voters hereinbefore
97	97	stated shall be based upon the total number of votes cast at the
98	98	last general election for the Office of Governor.
99	99	SECTION 2. The Ballot Title for the proposed Constitutional
100	100	amendment as set forth in SECTION 1 of this resolution shall be in
101	101	the following form:
