5353 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
5454 1ST SESSION OF THE 58 TH OKLAHOMA LEGISLATURE:
5555 SECTION 1. The Secretary of State shall refer to the people for
5656 their approval or rejection, as and in the manner provided by law,
5757 the following proposed amendment to Section 2 of Article V of the
5858 Constitution of the State of Oklahoma to read as follows:
5959 Section 2. The first power reserved by the people is the
6060 initiative, and eight per centum percent (8%) of the legal voters
6161 shall have the right to propose any legislative measure, and fifteen
6262 per centum percent (15%) of the legal voters shall have the right to
6363 propose amendments to the Constitution by petition, and every such
6464 petition shall include the full text of the measure so proposed.

9292 The second power is the referendum, and it may be ordered (except as
9393 to laws necessary for the immediate preservation of the public
9494 peace, health, or safety), either by petition signed by five per
9595 centum of the legal voters or by the Legislature as other bills are
9696 enacted. The ratio and per centum of legal voters hereinbefore
9797 stated shall be based upon the total number of votes cast at the
9898 last general election for the Office of Governor.
9999 SECTION 2. The Ballot Title for the proposed Constitutional
