53	53	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
54	54	2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
55	55	SECTION 1. The Secretary of State shall refer to the people for
56	56	their approval or rejection, as and in the manner pro vided by law,
57	57	the following proposed amendment to Section 2 of Article V of the
58	58	Constitution of the State of Oklahoma to read as follows:
59	59	Section 2. The first power reserved by the people is the
60	60	initiative, and eight per centum twenty percent (20%) of the legal
61	61	voters of each congressional district of this state shall have the
62	62	right to propose any legislative measure, and fifteen per centum
63	63	twenty percent (20%) of the legal voters of each congressional

89	89	district of this state shall have the right to propose amendments to
90	90	the Constitution by petition, and every such petition shall include
91	91	the full text of the measure so proposed. The second power is the
92	92	referendum, and it may be ordered (except as to laws n ecessary for
93	93	the immediate preservation of the publi c peace, health, or safety),
94	94	either by petition signed by five per centum percent (5%) of the
95	95	legal voters or by the Legislature as other bills are enacted. The
96	96	ratio and per centum percent of legal voters herei nbefore stated
97	97	shall be based upon the total number of votes cast at the last
98	98	general election for the Office of Governor.
99	99	SECTION 2. The Ballot Title for the proposed Constitutional
100	100	amendment as set forth in SECTION 1 of this resolution shall be in

104	104	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
105	105	This measure amends the Oklahoma Constitution. It amends the
106	106	section pertaining to initiative and referendum pet itions. The
107	107	amendment changes the percentage of legal voters necessary to
108	108	propose certain petitions from statewide to each congressional
109	109	district of this state.

138	138	SECTION 3. The Speaker of the House of Representatives shall,
139	139	immediately after the passage of this resolution, prepare and file
140	140	one copy thereof, including the Ballot Title set forth in SECTION 2
