5353 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
5454 2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
5555 SECTION 1. The Secretary of State shall refer to the people for
5656 their approval or rejection, as and in the manner pro vided by law,
5757 the following proposed amendment to Section 2 of Article V of the
5858 Constitution of the State of Oklahoma to read as follows:
5959 Section 2. The first power reserved by the people is the
6060 initiative, and eight per centum twenty percent (20%) of the legal
6161 voters of each congressional district of this state shall have the
6262 right to propose any legislative measure, and fifteen per centum
6363 twenty percent (20%) of the legal voters of each congressional

8989 district of this state shall have the right to propose amendments to
9090 the Constitution by petition, and every such petition shall include
9191 the full text of the measure so proposed. The second power is the
9292 referendum, and it may be ordered (except as to laws n ecessary for
9393 the immediate preservation of the publi c peace, health, or safety),
9494 either by petition signed by five per centum percent (5%) of the
9595 legal voters or by the Legislature as other bills are enacted. The
9696 ratio and per centum percent of legal voters herei nbefore stated
9797 shall be based upon the total number of votes cast at the last
9898 general election for the Office of Governor.
9999 SECTION 2. The Ballot Title for the proposed Constitutional

104104 THE GIST OF THE PROPOSITION IS AS FOLLOWS:
105105 This measure amends the Oklahoma Constitution. It amends the
106106 section pertaining to initiative and referendum pet itions. The
107107 amendment changes the percentage of legal voters necessary to
108108 propose certain petitions from statewide to each congressional
109109 district of this state.
