51	49		BE IT RESOLVED BY THE HOUSE OF REPRES ENTATIVES AND THE SENATE OF THE
52	50		2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
53	51		SECTION 1. The Secretary of State shall refer to the people for
54	52		their approval or rejection, as and in the manner provided by law,
55	53		the following proposed amendme nt to Section 3 of Article V of the
56	54		Constitution of the State of Oklahoma to read as follows:
57	55		Section 3. Referendum petitions shall be filed with the
58	56		Secretary of State no t more than ninety (90) days after the final
59	57		adjournment of the session of the Legis lature which passed the bill
60	58		on which the referendum is demanded. The veto power of the Governor
61	59		shall not extend to measures voted on by the people. All elections
62	60		on measures referred to the people of the state shall be had at the
63		-	next election held thr oughout the state, except when the Legislature

	87	+	next election held thr oughout the state, except when the Legislature
91	88		or the Governor shall order a special election for the express
92	89		purpose of making such reference. Any Except as otherwise pro vided,
93	90		any measure referred to the people by the an initiative shall take
94	91		effect and be in force when it shall have been approved by a fifty-
95	92		five-percent majority of the votes cast thereon and not otherwise .
96	93		An initiative that only repeals a provision or provisions of the
97	94		Constitution or referendum shall take ef fect and be in force when it
98	95		shall have been approved by a majority of the votes cast thereon and
99	96		not otherwise.
100	97		The style of all bills shall be: "Be it Enacted By the People
101	98		of the State of Oklaho ma."
102	99		Petitions and orders for the initiative and for the r eferendum
103	100		shall be filed with the Secretary of State and addressed to the
104	101		Governor of the state, who shall submit the same to the people. The
105	102		Legislature shall make suitable provisions for carrying into effect
106	103		the provisions of this article.
107	104		SECTION 2. The Ballot Title for the proposed Constitutional
108	105		amendment as set forth in SECTION 1 of this resolution shall be in
109	106		the following form:

113		-	This measure amends Section 3 of Article 5 of the Oklahoma
114		-	Constitution. It requires a fifty-five percent (55%) majority

	136	+	This measure amends Section 3 of Article 5 of the Oklahoma
