3363 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3564 SECTION 1. From the funds appropriated to the State Department
3665 of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
3766 58th Oklahoma Legislatur e, the sum of One Hundred Thousand Dollars
3867 ($100,000.00) shall be used fo r increased sickle cell outreach.

48100 SECTION 3. From the funds appropriated to the State Department
49101 of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
50102 58th Oklahoma Legislature, the sum of Two Hundred Thousand Dollars
51103 ($200,000.00) shall be used for the operations of the Oklahoma
52104 Athletic Commission, pursuant to the provisions of the Oklahoma
53105 State Athletic Commission Act.

55106 SECTION 4. From the funds appropriated to the St ate Department
56107 of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
57108 58th Oklahoma Legislature, the sum of Three Million Dollars
58109 ($3,000,000.00) shall be used for the con tinuation of the Choosing
59110 Childbirth Act by the provisions listed in Se ction 1-740.15 et seq.
60111 of Title 63 of the Oklahoma Statutes.

62112 SECTION 5. From the funds appropriated to the State Department
63113 of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
64114 58th Oklahoma Legislat ure, One Million Nine Hu ndred Thousand Dollars
65115 ($1,900,000.00) shall be disbursed to health centers authorized
66116 under Section 330 of the Public Health Service Act, and incorporated
67117 in the State of Oklahoma. An y disbursement shall be for the purpose
68118 of increasing access to primary health care which may include
69119 medical, dental, and or mental health and substance abuse treatment
70120 services in or near designated Medically Underserved Areas or

71148 Medically Underserved Po pulations. Any disbursemen t for increased
72149 access to primary health care services shall be supported by data
73150 according to proportions of patient volume and access for unins ured.
74151 The method of disbursement shall be developed by the State
75152 Department of Health. The State Commissioner of Health is
76153 authorized to promulgate the method of disbursement into rules.

78154 SECTION 6. Appropriations made by Enrolled Senate Bill No. 1040
79155 of the 2nd Session of the 58th Oklahoma Legislature, not including
80156 appropriations made for capita l outlay purposes, may be budgeted for
81157 the fiscal year ending June 30, 2023 (hereafter FY-23) or may be
82158 budgeted for the fiscal year ending June 30, 2024 (hereafter FY-24).
83159 Funds budgeted for FY -23 may be encumbered only throug h June 30,
84160 2023, and must be expended by November 15, 2023. Any funds
85161 remaining after November 15, 202 3, and not budgeted for FY -24, shall
86162 lapse to the credit of the proper fund for the then current fiscal
87163 year. Funds budgeted for FY -24 may be encumbered only through June
88164 30, 2024. Any funds remaining afte r November 15, 2024, shall lapse
89165 to the credit of the proper fund for the then current fiscal year.

92166 These appropriations may not be budgeted in both fiscal years
93167 simultaneously. Funds budgeted in FY -23, and not required to pay
94168 obligations for that fiscal year, may be budgeted for FY-24, after
95169 the agency to which the funds have been appropriated has prepared
96170 and submitted a budget work program revision removing these funds
