33	63		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

35	64		SECTION 1. From the funds appropriated to the State Department
36	65		of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
37	66		58th Oklahoma Legislatur e, the sum of One Hundred Thousand Dollars
38	67		($100,000.00) shall be used fo r increased sickle cell outreach.

40	68		SECTION 2. From the funds appropriated to the State Department
41	69		of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the

43	98		Thousand Dollars ($2,500,000.00) shall be used for targeted salary
44	99		adjustments for agency employees involved in public health .

48	100		SECTION 3. From the funds appropriated to the State Department
49	101		of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
50	102		58th Oklahoma Legislature, the sum of Two Hundred Thousand Dollars
51	103		($200,000.00) shall be used for the operations of the Oklahoma
52	104		Athletic Commission, pursuant to the provisions of the Oklahoma
53	105		State Athletic Commission Act.

55	106		SECTION 4. From the funds appropriated to the St ate Department
56	107		of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
57	108		58th Oklahoma Legislature, the sum of Three Million Dollars
58	109		($3,000,000.00) shall be used for the con tinuation of the Choosing
59	110		Childbirth Act by the provisions listed in Se ction 1-740.15 et seq.
60	111		of Title 63 of the Oklahoma Statutes.

62	112		SECTION 5. From the funds appropriated to the State Department
63	113		of Health in Enrolled Senate Bill No. 1040 of the 2nd Session of the
64	114		58th Oklahoma Legislat ure, One Million Nine Hu ndred Thousand Dollars
65	115		($1,900,000.00) shall be disbursed to health centers authorized
66	116		under Section 330 of the Public Health Service Act, and incorporated
67	117		in the State of Oklahoma. An y disbursement shall be for the purpose
68	118		of increasing access to primary health care which may include
69	119		medical, dental, and or mental health and substance abuse treatment
70	120		services in or near designated Medically Underserved Areas or

71	148		Medically Underserved Po pulations. Any disbursemen t for increased
72	149		access to primary health care services shall be supported by data
73	150		according to proportions of patient volume and access for unins ured.
74	151		The method of disbursement shall be developed by the State
75	152		Department of Health. The State Commissioner of Health is
76	153		authorized to promulgate the method of disbursement into rules.

78	154		SECTION 6. Appropriations made by Enrolled Senate Bill No. 1040
79	155		of the 2nd Session of the 58th Oklahoma Legislature, not including
80	156		appropriations made for capita l outlay purposes, may be budgeted for
81	157		the fiscal year ending June 30, 2023 (hereafter FY-23) or may be
82	158		budgeted for the fiscal year ending June 30, 2024 (hereafter FY-24).
83	159		Funds budgeted for FY -23 may be encumbered only throug h June 30,
84	160		2023, and must be expended by November 15, 2023. Any funds
85	161		remaining after November 15, 202 3, and not budgeted for FY -24, shall
86	162		lapse to the credit of the proper fund for the then current fiscal
87	163		year. Funds budgeted for FY -24 may be encumbered only through June
88	164		30, 2024. Any funds remaining afte r November 15, 2024, shall lapse
89	165		to the credit of the proper fund for the then current fiscal year.

92	166		These appropriations may not be budgeted in both fiscal years
93	167		simultaneously. Funds budgeted in FY -23, and not required to pay
94	168		obligations for that fiscal year, may be budgeted for FY-24, after
95	169		the agency to which the funds have been appropriated has prepared
96	170		and submitted a budget work program revision removing these funds
