3159 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3360 SECTION 1. From the funds appropriated to the Oklahoma Tourism
3461 and Recreation Department in Enrolled Senate Bill No. 1040 of the
3562 2nd Session of the 58th Oklahoma Legislatur e, the Department shall
3663 make available matching funds to multicounty organizations pursuant
3764 to Section 2234 of Title 74 of Oklahoma Statutes. The matching
3865 funds made available shall be equal in amount to the funds made
3966 available in the fiscal year ending June 30, 2022.

4194 SECTION 2. From the funds appropriated to the Oklahoma Tourism
4295 and Recreation Department in Enrolled Senate Bill No. 1040 of the
4396 2nd Session of the 58th Oklahoma Legislature, the Department is
4497 hereby authorized to expend Three Hundred Sixty-one Thousand Three
4598 Hundred Twenty-two Dollars ($361,322.00) for employee pay raises for
4699 CLEET-certified employees within t he division of State Parks.

50100 SECTION 3. From the funds appropriated to the Oklahoma Tourism
51101 and Recreation Department in Enrolled Senate Bill No. 1040 of the
52102 2nd Session of the 58th Oklahoma Legislature, the Department is
53103 hereby authorized to expend Eight Hundred Eighty Thousand Sixty-
54104 three Dollars ($880,063.00) for additional employee compensation for
55105 those employees that are earning below-market salaries for their
56106 positions.

58107 SECTION 4. Appropriations made to the Oklahoma Tourism and
59108 Recreation Department by Enrolled Senate Bill No. 1040 of the 2nd
60109 Session of the 58th Oklahoma Legislature , not including
61110 appropriations made for capital outlay purpo ses, may be budgeted for
62111 the fiscal year ending June 30, 202 3 (hereafter FY-23), or may be
63112 budgeted for the fiscal year ending June 30, 202 4 (hereafter FY-24).
64113 Funds budgeted for FY -23 may be encumbered only through June 30,
65114 2023, and must be expended by November 15, 2023. Any funds
66115 remaining after November 15, 202 3, and not budgeted for F Y-24, shall
67116 lapse to the credit of the proper fund for the then current fiscal
68117 year. Funds budgeted for FY -24 may be encumbered only through June

69145 30, 2024. Any funds remaining after November 15, 202 4, shall lapse
70146 to the credit of the proper fund for the then current fiscal year.
71147 These appropriations shall not be budgeted in both fiscal years
72148 simultaneously. Funds budgeted in FY-23, and not required to pay
73149 obligations for that fiscal year, may be budgeted for FY -24, after
74150 the agency to which the funds have been appropriated has prepared
75151 and submitted a budget work program revision removing these funds
76152 from the FY-23 budget work program and after such revision ha s been
77153 approved by the Office of Management and Enterprise Services.
