31	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33	60		SECTION 1. From the funds appropriated to the Oklahoma Tourism
34	61		and Recreation Department in Enrolled Senate Bill No. 1040 of the
35	62		2nd Session of the 58th Oklahoma Legislatur e, the Department shall
36	63		make available matching funds to multicounty organizations pursuant
37	64		to Section 2234 of Title 74 of Oklahoma Statutes. The matching
38	65		funds made available shall be equal in amount to the funds made
39	66		available in the fiscal year ending June 30, 2022.

41	94		SECTION 2. From the funds appropriated to the Oklahoma Tourism
42	95		and Recreation Department in Enrolled Senate Bill No. 1040 of the
43	96		2nd Session of the 58th Oklahoma Legislature, the Department is
44	97		hereby authorized to expend Three Hundred Sixty-one Thousand Three
45	98		Hundred Twenty-two Dollars ($361,322.00) for employee pay raises for
46	99		CLEET-certified employees within t he division of State Parks.

50	100		SECTION 3. From the funds appropriated to the Oklahoma Tourism
51	101		and Recreation Department in Enrolled Senate Bill No. 1040 of the
52	102		2nd Session of the 58th Oklahoma Legislature, the Department is
53	103		hereby authorized to expend Eight Hundred Eighty Thousand Sixty-
54	104		three Dollars ($880,063.00) for additional employee compensation for
55	105		those employees that are earning below-market salaries for their
56	106		positions.

58	107		SECTION 4. Appropriations made to the Oklahoma Tourism and
59	108		Recreation Department by Enrolled Senate Bill No. 1040 of the 2nd
60	109		Session of the 58th Oklahoma Legislature , not including
61	110		appropriations made for capital outlay purpo ses, may be budgeted for
62	111		the fiscal year ending June 30, 202 3 (hereafter FY-23), or may be
63	112		budgeted for the fiscal year ending June 30, 202 4 (hereafter FY-24).
64	113		Funds budgeted for FY -23 may be encumbered only through June 30,
65	114		2023, and must be expended by November 15, 2023. Any funds
66	115		remaining after November 15, 202 3, and not budgeted for F Y-24, shall
67	116		lapse to the credit of the proper fund for the then current fiscal

70	146		to the credit of the proper fund for the then current fiscal year.
71	147		These appropriations shall not be budgeted in both fiscal years
72	148		simultaneously. Funds budgeted in FY-23, and not required to pay
73	149		obligations for that fiscal year, may be budgeted for FY -24, after
74	150		the agency to which the funds have been appropriated has prepared
75	151		and submitted a budget work program revision removing these funds
76	152		from the FY-23 budget work program and after such revision ha s been
77	153		approved by the Office of Management and Enterprise Services.
