An Act relating to the Oklahoma Employment Security 
Commission; making appropriation s; stating purposes; 
providing for expenditure limitations; providing an 
effective date; and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.  There is hereby appropriated to the Employment 
Security Administration Fund, out of funds made available to this 
state by the federal Unemployment Compensation Modernization 
Transfer made on June 25, 2009, pursuant to Section 903( f) of the 
Social Security Act, 42 U.S.C., Section 1103(f), as amended, the sum 
of Eleven Million Dollars ($11,000,000.00) to be used by the 
Oklahoma Employment Security Commission for the purpose of paying 
the administrative expe nses of the following programs in the 
following amounts:

1.  Employer Service Program in the amount of Three Million 
Dollars ($3,000,000.00); and 
2.  Unemployment Insurance Program in the amount of Eight 
Million Dollars ($8,000,000.00). 
The funds appropriated by this section shall be expended before 
December 15, 2023.  Expenditures from this appropriation shall be 
accounted for in accordance with standards established by the United 
States Secretary of Labor.  The Oklahoma Employment Security 
Commission shall utilize the appropriation made by this sec tion in 
accordance with the provisions and requirements contained in the 
Social Security Act, Title 42 of the United States Code. 
SECTION 2.  This act shall become effective July 1, 2022. 
SECTION 3.  It being immediately nec essary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
