3839 An Act relating to school finances; amendi ng 70 O.S.
3940 2021, Section 3-117.3, which relates to the School

4849 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4950 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-117.3, is
5051 amended to read as f ollows:
5152 Section 3-117.3. A. The School Finance Review Commission shall
5253 conduct a review of all matters related to school finance , including
5354 but not limited to teacher:
5455 1. Teacher compensation, and benefits and administration;
5556 2. Administrative costs including administrative functions that
5657 may be shared between school districts;
5758 3. Opportunities for school districts to be operated i n a cost-
5859 effective manner;
5960 4. Variances in per-pupil and administrative expenditures among
6061 school districts with compara ble enrollment, demographics, and
6162 outcomes on statewide assessments; and

8890 5. Expenditures that are not directly or sufficiently related
8991 to improving student outcomes .
9092 B. The Commission shall submit a report of its findings to the
9193 Governor, the President Pro Tempore of the Senate, and the Speaker
9294 of the House of Representatives no later than D ecember 31, 2023, and
9395 every subsequent four (4 ) years by December 31.
9496 SECTION 2. This act shall become effective July 1, 2022.
9597 SECTION 3. It being immediately necessary for the preser vation
9698 of the public peace, health , or safety, an emergency is hereby
9799 declared to exist, by reason whereof this act shall take effect and
