85	85	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHO MA:
86	86	SECTION 1. AMENDATORY Section 2, Chapter 62, O.S.L. 2017
87	87	(62 O.S. Supp. 2020, Section 896.1), is amended to read as follows:
88	88	Section 896.1. A. At least Within thirty (30) days after the
89	89	approval calling of an election by the governi ng board of a local
90	90	government entity as described in subsection C of this section, for
91	91	a vote on a bond or other evidence of indebtedness authorizing the
92	92	incurring of general obligation bonds to be issued by the local

145	145	governing board of such entity shall may either cause to be
146	146	published on or linked to that local government website:
147	147	1. A description of the projects or assets that will be
148	148	acquired, improved or repaired with the proceeds from the issuance
149	149	of the bonds to be approved by the voters;
150	150	2. A description of any unpaid or unfinished bond approved by
151	151	the voters of that jurisdiction preceding the date of the vote on
152	152	the bonds to be issued previously approved and issued bonds by the
153	153	voters of that jurisdiction that will remain outstanding on the date
154	154	of the election of the new bonds to be approved; and
155	155	3. A detailed description of the use of the previous bond
156	156	proceeds of unpaid or unfinish ed bonds outstanding on the date of
157	157	the election of the new bonds to be approved. If the unpaid or
158	158	unfinished bond proceeds were used expended to acquire or improve
159	159	real property, the description shall include a physical address
160	160	using a street number or s ome other method by which the location of
161	161	the property can be identified.
162	162	B. No local government entity shall be required to create a
163	163	website solely for the purpose of compliance with this act. If the
164	164	local government entity does not have a website , then it shall may
165	165	make the information accessible thr ough some other method using the
166	166	Internet to persons who reside in the geographic area of the local
167	167	government entity. Should there be no reasonable method as

220	220	be published at least once in a newspaper of general circulation i n
221	221	the geographic area in which the voters of the lo cal government
222	222	jurisdiction reside or if no newspaper of general circulation is
223	223	available, post the information required by this act in prominent
224	224	view at the principal office of the public body. Information posted
225	225	pursuant to this act shall remain posted, either online or at the
226	226	principal office of the public body, thro ugh the election of the
227	227	bonds to be approved and such posting may be removed after such
228	228	time.
229	229	C. The provisions of subsection A of this se ction shall be
230	230	applicable to any bond or other evidence of indebtedness the
231	231	repayment of which requires either a sinking fund millage rate
232	232	pursuant to Section 26 of Art icle X of the Oklahoma Constitution , or
233	233	bonds issued pursuant to the authority of Section 35 of Article X of
234	234	the Oklahoma Constitution or pursuant to any provisions contained in
235	235	any other provision of Article X of the Oklahoma Constitution to the
236	236	extent not otherwise specifically identified in this secti on, which
237	237	shall include:
238	238	1. Counties;
239	239	2. Cities;
240	240	3. Towns;
241	241	4. Common school districts;
242	242	5. Career technology districts;

299	299	SECTION 2. This act shall become effective Novemb er 1, 2021.
