61	48		members; providing for staff support; requiring
62	49		submission of certain report by ce rtain date;

69	56		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
70	57		SECTION 1. NEW LAW A new section of law to b e codified
71	58		in the Oklahoma Statutes as Sectio n 18-126 of Title 70, unless there
72	59		is created a duplication in numbering, reads as follows:
	60	+	A. There is hereby created until November 30, 2023, a task
	61	+	force to study and make recommendations for pay for performance,
	62	+	qualitative pay, and/or merit pay that would reward the hi ghest
	63	+	quality teachers in this state and could be used to recruit and
	64	+	retain high quality teachers .

100		-	A. There is hereby created until November 30, 2023, a task

105		-	B. The task force shall be comprised of ten (10) members to be

115	101		Representatives, one of whom shall be a teacher employed by a public
116	102		school district located in a county with a population of less than
117	103		seventy thousand (70,000) according to the latest Federal Decennial
118	104		Census and one of whom shall be a teacher employed by a public
119	105		school district located in a county with a populati on of more than
120	106		seventy thousand (70,000) according to the latest Federal Decennial
121	107		Census;
122	108		3. One member appointed by the Governor , who shall be a teacher
123	109		employed by a public school district in this state;
	110	+	4. One member appointed by the Superintendent of Public
	111	+	Instruction, who shall be a current or former Oklahoma Teacher of
	112	+	the Year and who shall serve as chair of the task force ;
	113	+	5. One member appointed by the President Pro Tempore of the
	114	+	Senate, who shall be a superintendent employed by a public school

166		-	Association of Colleges for Teacher Education.

167	149		C. Appointments to the task force shall be made within thirty
168	150		(30) days after the effective date of this act. The task force
169	151		shall conduct an organizational meeting no t later than September 1,
170	152		2022.
171	153		D. A quorum of the task force shall be required to approve any
172	154		final action of the task force. For purposes of this sectio n, five
173	155		members shall constitute a quo rum.
	156	+	E. The task force may meet as often as may be required to
	157	+	perform the duties imposed upon it.
	158	+	F. Task force members may participate via videoconference if
	159	+	they are visible and audible to each other through a video monitor .
	160	+	G. Members of the task fo rce shall receive no compensation or
	161	+	travel reimbursement.
	162	+	H. The State Department of Education shall provide staff and
	163	+	administrative support for the task force.

213	194		SECTION 3. It being immediately necessary fo r the preservation
214	195		of the public peace, health, or safety, an emergency is hereby
215	196		declared to exist, by reason whereof thi s act shall take effect and
216	197		be in full force from and aft er its passage and approval.
