5138 An Act relating to teacher pay; creating a task fo rce

6956 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7057 SECTION 1. NEW LAW A new section of law to b e codified
7158 in the Oklahoma Statutes as Sectio n 18-126 of Title 70, unless there
7259 is created a duplication in numbering, reads as follows:
60+A. There is hereby created until November 30, 2023, a task
61+force to study and make recommendations for pay for performance,
62+qualitative pay, and/or merit pay that would reward the hi ghest
63+quality teachers in this state and could be used to recruit and
64+retain high quality teachers .

100-A. There is hereby created until November 30, 2023, a task

105-B. The task force shall be comprised of ten (10) members to be

111+Instruction, who shall be a current or former Oklahoma Teacher of
112+the Year and who shall serve as chair of the task force ;

114+Senate, who shall be a superintendent employed by a public school

151-4. One member appointed by the Superintendent of Public
152-Instruction, who shall be a current or former Oklahoma Teacher of
153-the Year and who shall serve as chair of the task force ;

168150 (30) days after the effective date of this act. The task force
169151 shall conduct an organizational meeting no t later than September 1,

171153 D. A quorum of the task force shall be required to approve any
172154 final action of the task force. For purposes of this sectio n, five
173155 members shall constitute a quo rum.
156+E. The task force may meet as often as may be required to
157+perform the duties imposed upon it.
158+F. Task force members may participate via videoconference if
159+they are visible and audible to each other through a video monitor .
160+G. Members of the task fo rce shall receive no compensation or
161+travel reimbursement.
162+H. The State Department of Education shall provide staff and
163+administrative support for the task force.

201-E. The task force may meet as often as may be required to

209190 I. The task force shall submit a report of its findings and
210191 recommendations by November 30, 2023, to the chairs of the Senate
211192 and House of Representatives education committees.
212193 SECTION 2. This act shall become effectiv e July 1, 2022.
213194 SECTION 3. It being immediately necessary fo r the preservation
214195 of the public peace, health, or safety, an emergency is hereby
215196 declared to exist, by reason whereof thi s act shall take effect and
216197 be in full force from and aft er its passage and approval.
