81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.11,
83	83	is amended to read as follows:
84	84	Section 11-103.11. A. A school district may offer to students
85	85	in grade nine or above :
86	86	1. An elective course on the Hebrew Scriptures (Old Testament)
87	87	and its impact and an elective course on the New Testame nt and its
88	88	impact; or
89	89	2. An elective course that combines the courses described in
90	90	paragraph 1 of this subsection.

142	142	B. The purposes of courses authorized by this sec tion are to:
143	143	1. Teach students knowledge of biblical content, characters,
144	144	poetry, and narratives that are prerequisites to understanding
145	145	contemporary society and culture , including literature, art, music,
146	146	mores, oratory, and public policy; and
147	147	2. Familiarize students with, as applicable:
148	148	a. the contents of the Hebrew Scriptures or New
149	149	Testament,
150	150	b. the history of the Hebrew Scriptures or New Testament,
151	151	c. the literary style and structure of the Hebrew
152	152	Scriptures or New Test ament, and
153	153	d. the influence of the Hebrew Scriptures or New
154	154	Testament on law, history, government, literature,
155	155	art, music, customs, morals, values, and culture ,
156	156	especially as it pertains to the United States of
157	157	America and this state.
158	158	C. The Authorized Version of the Bible, which is more commonly
159	159	known as the King James Version of the Bible, shall be the primary
160	160	text of the course and may be supplemented with additional
161	161	resources. The primary text Other texts for the course will may be
162	162	a parallel translation Bible or multi-translation Bible that uses
163	163	more than one translation for side -by-side comparison chosen by the
164	164	school district. In choosing a comparison translation, preference
165	165	shall be given to those translations which exist in the public

217	217	domain. Any additional resources used shall be subject to al l
218	218	applicable copyright laws. However, a student may not be required
219	219	to use a specific translation as the sole text of the Hebrew
220	220	Scriptures or New Testament and may use as the basic textbook a
221	221	different translation of the Hebrew Scriptures or New Testamen t from
222	222	that chosen by the district board of education or the student ’s
223	223	teacher.
224	224	D. A course offered pursuant to th is section shall follow
225	225	applicable law and all federal and state guidelines in m aintaining
226	226	religious neutrality and accommodating the diverse religious views,
227	227	traditions, and perspectives of students in the school district. A
228	228	course offered pursuant to th is section shall not endorse, favo r, or
229	229	promote, or disfavor or show hostility t oward, any particular
230	230	religion or nonreligious faith or relig ious perspective. Nothing in
231	231	this section is intended to violate any provision of the United
232	232	States Constitution o r federal law, the Oklahoma Consti tution or any
233	233	state law, or any rules or guide lines provided by the United States
234	234	Department of Education o r the State Department of Education.
235	235	E. A teacher of a course offered pursuant to this section must
236	236	shall be certified to teach social studies or li terature. An
237	237	ordained or licensed member of t he clergy may be selected by the
238	238	school district to teach a course offered pursuant to this section,
239	239	provided that the member of the clergy complies with the provisions
240	240	of subsection D of this section and is a non -compensated volunteer.

293	293	Authorized Version of the Bible, more commonly known as the King
294	294	James Version of the Bible, to be used in a course offered pursuant
295	295	to this section.
296	296	SECTION 2. This act shall become effective July 1, 2022.
297	297	SECTION 3. It being immediatel y necessary for the preservation
298	298	of the public peace, health , or safety, an emergency is hereby
299	299	declared to exist, by reason whereof thi s act shall take effect and
300	300	be in full force from and after its passage and approval.
