8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.11,
8383 is amended to read as follows:
8484 Section 11-103.11. A. A school district may offer to students
8585 in grade nine or above :
8686 1. An elective course on the Hebrew Scriptures (Old Testament)
8787 and its impact and an elective course on the New Testame nt and its
8888 impact; or
8989 2. An elective course that combines the courses described in
9090 paragraph 1 of this subsection.

142142 B. The purposes of courses authorized by this sec tion are to:
143143 1. Teach students knowledge of biblical content, characters,
144144 poetry, and narratives that are prerequisites to understanding
145145 contemporary society and culture , including literature, art, music,
146146 mores, oratory, and public policy; and
147147 2. Familiarize students with, as applicable:
148148 a. the contents of the Hebrew Scriptures or New
149149 Testament,
150150 b. the history of the Hebrew Scriptures or New Testament,
151151 c. the literary style and structure of the Hebrew
152152 Scriptures or New Test ament, and
153153 d. the influence of the Hebrew Scriptures or New
154154 Testament on law, history, government, literature,
155155 art, music, customs, morals, values, and culture ,
156156 especially as it pertains to the United States of
157157 America and this state.
158158 C. The Authorized Version of the Bible, which is more commonly
159159 known as the King James Version of the Bible, shall be the primary
160160 text of the course and may be supplemented with additional
161161 resources. The primary text Other texts for the course will may be
162162 a parallel translation Bible or multi-translation Bible that uses
163163 more than one translation for side -by-side comparison chosen by the
164164 school district. In choosing a comparison translation, preference
165165 shall be given to those translations which exist in the public

217217 domain. Any additional resources used shall be subject to al l
218218 applicable copyright laws. However, a student may not be required
219219 to use a specific translation as the sole text of the Hebrew
220220 Scriptures or New Testament and may use as the basic textbook a
221221 different translation of the Hebrew Scriptures or New Testamen t from
222222 that chosen by the district board of education or the student ’s
223223 teacher.
224224 D. A course offered pursuant to th is section shall follow
225225 applicable law and all federal and state guidelines in m aintaining
226226 religious neutrality and accommodating the diverse religious views,
227227 traditions, and perspectives of students in the school district. A
228228 course offered pursuant to th is section shall not endorse, favo r, or
229229 promote, or disfavor or show hostility t oward, any particular
230230 religion or nonreligious faith or relig ious perspective. Nothing in
231231 this section is intended to violate any provision of the United
232232 States Constitution o r federal law, the Oklahoma Consti tution or any
233233 state law, or any rules or guide lines provided by the United States
234234 Department of Education o r the State Department of Education.
235235 E. A teacher of a course offered pursuant to this section must
236236 shall be certified to teach social studies or li terature. An
237237 ordained or licensed member of t he clergy may be selected by the
238238 school district to teach a course offered pursuant to this section,
239239 provided that the member of the clergy complies with the provisions
240240 of subsection D of this section and is a non -compensated volunteer.

292292 F. Each school district library in this state shall include the
293293 Authorized Version of the Bible, more commonly known as the King
294294 James Version of the Bible, to be used in a course offered pursuant
295295 to this section.
296296 SECTION 2. This act shall become effective July 1, 2022.
297297 SECTION 3. It being immediatel y necessary for the preservation
298298 of the public peace, health , or safety, an emergency is hereby
299299 declared to exist, by reason whereof thi s act shall take effect and
300300 be in full force from and after its passage and approval.
