18	48		training programs; updating statutory language;

27	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

29	56		SECTION 1. AMENDATORY 72 O.S. 2021 , Section 63.10, is
30	57		amended to read as follows:

32	58		Section 63.10. A. The Oklahoma Department of Veterans Affairs
33	59		is hereby authorized to establish within said the Department or
34	60		within any of the institutions operated by the D epartment training
35	61		programs to train necessary personnel for the Department or its
36	62		institutions, or may arrange for programs with any public or private
37	63		school, entity or institution within this state having available
38	64		facilities for training. Training may occur individually pursuant
39	65		to the Quality Workforce for Oklahoma’s Heroes Act. Funds of the

40	93		Department or its insti tutions may be used to pay salaries or
41	94		tuition and subsistence for employe es or prospective employees in
42	95		said the training programs, pursua nt to the provisions of subsecti on
43	96		B of this section.

45	97		B. Any employee or prospective employee who, while receiving
46	98		such training is paid a salary, or for whom tuition and subsistence

49	99		are furnished shall enter into a contract with the Department prior
50	100		to receiving any payment for sa lary, tuition, or subsistence. The
51	101		contract shall be in accordance with the rules and regulat ions
52	102		promulgated by the Oklahoma Veterans Commission and shall include a
53	103		stipulation that, unless the emp loyee or prospective employee
54	104		continues in the employ of the D epartment for a period equivalent of
55	105		time that is greater than or e qual to the length of the training,
56	106		the employee or prospect ive employee shall reimburse the Department
57	107		or institution for the amount of money paid to or for him or her by
58	108		the Department during the training period.

60	109		SECTION 2. It being immediately necessary for the preservation
61	110		of the public peace, health or safety, an emergency i s hereby
62	111		declared to exist, by reas on whereof this act shall take effect and
63	112		be in full force fro m and after its passage and approval.
