7171 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7272 SECTION 1. AMENDATORY 74 O.S. 2021 Section 227.9 is
7373 amended to read as fo llows:
7474 Section 227.9. There is hereby created in the State Treasury a
7575 revolving fund for the Office of the State Auditor and Inspector to
7676 be designated the “State Auditor and Inspector Revolving Fund ”. The
7777 fund shall be a continuing fund, not subject to fiscal year
7878 limitations, and shall consist of all money paid to and received by
7979 the State Auditor and Inspector from state agencies, boards and
8080 commissions authorized by statute to pay the expense of audits and
8181 consulting services, money received for perf ormance of audits and
8282 consulting services pursuant to contract entered into under the
8383 authority of Section 227.8 of this title, funds received from state
8484 agencies, boards and commissions receiving federal grants of fund s
8585 which require periodic audits under said the grants or any federal

137137 regulations, all money received from counties, cities, towns and
138138 public trusts in payment of audit expense, funds appropriated to
139139 state agencies, boards and commissions for payment of aud it expense,
140140 and fees collected pursuant t o Section 212A of this title. All
141141 monies accruing to the credit of said the fund are hereby
142142 appropriated and may be budgeted and expended by the Office of the
143143 State Auditor and Inspector for expenses necessary for the
144144 performance of duties imposed upon the Of fice of the State Auditor
145145 and Inspector by law. Expenditures from said the fund shall be made
146146 upon warrants issued by the State Treasurer against claims filed as
147147 prescribed by law with the Director of the Offic e of Management and
148148 Enterprise Services for appro val and payment. The State A uditor and
149149 Inspector shall at the close of each fiscal year pay into the
150150 General Revenue Fund of the state any unencumbered balance remaining
151151 in said the revolving fund in excess of Eight Hundred Fifty T housand
152152 Dollars ($850,000.00) Two Million Dollars ($2,000,000.00).
153153 SECTION 2. This act shall become effective July 1, 2022.
154154 SECTION 3. It being immediately necessary for the preservation
155155 of the public peace, health or safety, an emergency is h ereby
156156 declared to exist, by reason whe reof this act shall take effect and
157157 be in full force from and after its passage and approval.
