225 | 225 | | The State Board of Education shall establish a core minimum of |

226 | 226 | | six (6) semester hours or ninety (90) clock hours and a maximum of |
---|
227 | 227 | | eighteen (18) semester hours or two hundred seventy (270) clock |
---|
228 | 228 | | hours for the professional education component. |
---|
229 | 229 | | The requirements set forth in this subsection shall exclude all |
---|
230 | 230 | | student teaching requirements pursuant to the prov isions of |
---|
231 | 231 | | subsection E of this section; |
---|
232 | 232 | | 3. Has passed the general education and subject area portions |
---|
233 | 233 | | of the competency examination required in Section 6 -187 of this |
---|
234 | 234 | | title in the area of specialization for which certification is |
---|
235 | 235 | | sought; and |
---|
236 | 236 | | 4. Either presents a document from an accredited public school |
---|
237 | 237 | | district in this state offering employment in the area of |
---|
238 | 238 | | specialization for which certification is sought on condition that |
---|

298 | 298 | | B. An alternative placement teaching certificate shall be |
---|
299 | 299 | | renewed for not more than a maximum of three (3) years upon |
---|
300 | 300 | | presentation of a document f rom an accredited public school district |
---|
301 | 301 | | in this state offering renewed employment in the same area of |
---|
302 | 302 | | specialization and a document from a teacher education institution |
---|
303 | 303 | | verifying satisfactory progress in an appropriate alternative |
---|
304 | 304 | | placement program. |
---|
305 | 305 | | C. Persons enrolled in an alternative placement program shall: |
---|
306 | 306 | | 1. Have never been denied admittance to a teacher education |
---|
307 | 307 | | program approved by the Oklahoma State Regents for Higher Education, |
---|
308 | 308 | | the North Central Association of Colleges and Schools and by the |
---|
309 | 309 | | Oklahoma Commission for Teacher Preparation to offer teacher |
---|
310 | 310 | | education programs, nor have enrolled in and subsequently failed |
---|
311 | 311 | | courses necessary to successfully meet the minimum requirements of |
---|
312 | 312 | | the program, except those persons who hold a certificate; |
---|

370 | 370 | | D. The State Board of Education may grant an exception to the |
---|
371 | 371 | | requirements for certification and, upon demonstration by an |
---|
372 | 372 | | individual of specific competency in the subject area of |
---|
373 | 373 | | specialization, may grant a certificate to the individual. The |
---|
374 | 374 | | State Board may establish other requirements necessary to grant |
---|
375 | 375 | | exceptions. |
---|
376 | 376 | | E. The State Board of Education, in consultation with the |
---|
377 | 377 | | Commission for Educational Quality and Accountability, may g rant an |
---|
378 | 378 | | exception to the requirement to complete a subject area examination |
---|
379 | 379 | | for initial certification in a field which does not require an |
---|
380 | 380 | | advanced degree pursuant to this section if the candidate ha s an |
---|
381 | 381 | | advanced degree in a subject that is substantially c omparable to the |
---|
382 | 382 | | content assessed on a subject area examination. The degree shall be |
---|
383 | 383 | | from an institution accredited by a national or regional accrediting |
---|
384 | 384 | | agency which is recognized by the Secretary of the U.S. Department |
---|
385 | 385 | | of Education. The Commission shal l provide the Board with the |
---|
386 | 386 | | necessary information to determine comparability. |

442 | 442 | | authorizing adjunct teachers who shall be persons with distinguished |

443 | 443 | | qualifications in their field. Adjunct teachers shall not be |

444 | 444 | | required to meet standard cer tification. Adjunct teachers shall be |
---|
445 | 445 | | limited to two hundred seventy (270) clock hours of classroom |
---|
446 | 446 | | teaching per semester. |
---|
447 | 447 | | H. Each teacher education institution shall provide the |
---|
448 | 448 | | Oklahoma Commission for Teacher Preparation an annual report of |
---|
449 | 449 | | information as specified by the Commission regarding participation |
---|
450 | 450 | | in the alternative placement programs offered by the institution. |
---|
451 | 451 | | I. The Oklahoma Commission for Teacher Preparation shall not |
---|
452 | 452 | | accredit, renew the accreditation of, or otherwise approve any |
---|
453 | 453 | | teacher education program of any institution of higher education i n |
---|
454 | 454 | | this state that has not implemented alternative placement programs |
---|
455 | 455 | | in at least four areas of specialization , including mathematics, |
---|
456 | 456 | | science and a foreign language. Each institution shall allow |
---|
457 | 457 | | individuals who meet the criteria of subsections A and C of this |
---|
458 | 458 | | section to be: |

459 | 459 | | 1. Admitted to an alternative placement program without further |
---|
460 | 460 | | qualification; and |

822 | 822 | | necessary information to determine comparability. |

823 | 823 | | G. 1. Nothing in the Oklahoma Teacher Preparation Act shall |
---|
824 | 824 | | restrict the right of the State Board of Education to issue an |
---|
825 | 825 | | emergency or provisional certificate, as needed. Provided, however, |
---|
826 | 826 | | prior to the issuance of an emergency certificate, the district |
---|
827 | 827 | | shall document substantial efforts to employ a teacher who holds a |
---|
828 | 828 | | provisional or standard certificate. In the event a district is |
---|
829 | 829 | | unable to hire an individual meeting this criteria, the district |
---|
830 | 830 | | shall document efforts to employ an individual with a provisio nal or |
---|
831 | 831 | | standard certificate in another curricular area with academic |
