27	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

29	56		SECTION 1. AMENDATORY 26 O.S. 2021, Section 3 -118, is
30	57		amended to read as follows:

32	58		Section 3-118. The secretary of the county election board in
33	59		each county may change the boundaries of, abolish or consolidate any
34	60		precinct, subject to the limitations provided by law, by observing
35	61		the following procedure:

37	62		1. No precinct shall be created, di vided, abolished or
38	63		consolidated, or any boundary otherwise change d between January 1 of
39	64		any year which last digit is nine and Dece mber 31 of any year which
40	65		last digit is zero; and

42	93		2. The secretary of a county election board shall on ly change a
43	94		precinct by dividing or consolidating a precinct into two or more
44	95		precincts in a manner which will conform to designated census
45	96		geography except when it becomes necessary for reasons of a lac k of
46	97		an adequate available polling place, or when roa d conditions hinder
47		-

49	98		or impede a voter’s ability to vote, or to accomplish
50	99		reapportionment redistricting, or for any other lawful purpose.
51	100		Such changes shall conform to the requirements contained in Sections
52	101		3-115 and 3-116 of this title.

54	102		3. Changes may not become effective un til notices of such
55	103		changes have been posted and mailed as provide d in this paragraph
56	104		for thirty (30) days. One notice shall be po sted at the door of the
57	105		polling place for the affected precinct, one notice posted at the
58	106		door of the county courthouse and o ne notice shall be mailed to the
59	107		State Election Board.

61	108		4. The registration of each registered voter affected by such
62	109		change shall be transferred as provided by law by the secretary of
63	110		the county election board without any request fro m the voter.

65	111		5. Each registered voter whose registration is transferred as
66	112		hereinbefore provided shall be notified of such transfer in writing
67	113		by the secretary of the county election board. At the same time,
68	114		the voter shall be issued a new voter identifi cation card and shall
69	115		be instructed to destroy his or her former voter identification
70	116		card.
