9191 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
9292 SECTION 1. NEW LAW A new section of law to be codified
9393 in the Oklahoma Statutes as Section 11-103.6o of Title 70, unless

146146 A. Subject to availability of funding and availability of
147147 teaching staff, beginning with the 2025-2026 school year, all public
148148 high schools in this state shall make available t o students a family
149149 and consumer science course or an equivalent course. The course
150150 required by this section shall incl ude at a minimum the following
151151 areas of instruction :
152152 1. Food safety, storage, and preparation;
153153 2. Clothing construction, tailoring , and laundering;
154154 3. Job seeking, resume building, and interviewing for
155155 employment;
156156 4. Consumerism and home economics ; and
157157 5. Home management and sanitation.
158158 B. The course required by this section may also include:
159159 1. The requirements for a personal finan cial literacy passpo rt
160160 as set forth in Section 11-103.6h of Title 70 of the Oklahoma
161161 Statutes; and
162162 2. Instruction in he alth education as required by Section 11-
163163 103.13 of Title 70 of the Oklahoma Statutes.
164164 C. The course required by this section may be pro vided in the
165165 following manner:
166166 1. At a school site within the district;
167167 2. At a career and technology institution with in the district;

223223 SECTION 2. AMENDATORY 70 O.S. 2021 , Section 11-103.6, as
224224 amended by Section 1, Chapter 322, O.S.L. 2021, is amended to read
225225 as follows:
226226 Section 11-103.6. A. 1. The State Board of Education shall
227227 adopt subject matter standards for instruction of students in the
228228 public schools of this sta te that are necessary to ensure there is
229229 attainment of desired levels of competencies in a variety of areas
230230 to include language, mathematics, science, social studies and,
231231 communication, and health and physical educ ation.
232232 2. School districts shall develop and implement curriculum,
233233 courses, and instruction in order to ensure that students meet the
234234 skills and competencies as set forth in this section and in the
235235 subject matter standards adopted by the State Board of Ed ucation.
236236 3. All students shall gain liter acy at the elementary and
237237 secondary levels. Students shall develop skills in reading,
238238 writing, speaking, com puting, and critical thinking. For purposes
239239 of this section, critical thinking means a manner of analyti cal
240240 thinking which is logical and uses lin ear factual analysis to reach
241241 a conclusion. They also shall learn about cultures and environments
242242 - their own and those of others with whom they share the earth. All
243243 students shall receive the instruction needed to lead healthy and

296296 social studies, literature, languages, the arts, health,
297297 mathematics, and science. Such curricula shall provide for the
298298 teaching of a hands-on career exploration program i n cooperation
299299 with technology center schoo ls.
300300 4. The subject matter standards shall be designed to teach the
301301 competencies for which students shall be te sted as provided in
302302 Section 1210.508 of this title, and shall be designed to prepare all
303303 students for active citizenship, employment , and/or successful
304304 completion of postsecondary education w ithout the need for remedial
305305 coursework at the postsecondary level .
306306 5. The subject matter standards shall be designed with rigor as
307307 defined in paragraph 3 of subsectio n G of this section.
308308 6. The subject matte r standards for English Language Arts shall
309309 give Classic Literature and nonfiction literature equal
310310 consideration to other literature. In addition, emphasis shall be
311311 given to the study of complete works of literat ure.
312312 7. At a minimum, the subject matter standards for mathematics
313313 shall require master y of the standard algorithms in mathematics,
314314 which is the most log ical, efficient way of solving a problem that
315315 consistently works, and for students to attain fluency i n Euclidian
316316 geometry.
317317 8. The subject matt er standards for history, social studies ,
318318 and United States Government shall include study of important

373373 the United States, and the content of the United States
374374 naturalization test, with an emphasis on the specific content of the
375375 test and the ideas and concepts it referen ces. Beginning with the
376376 2022-2023 school year, the United States naturalization test sha ll
377377 be administered in accordance with subsection F of this section .
378378 9. The subject matter standards for United States Government
379379 shall include an emphasis on civics, the structure and relationship
380380 between the national, state, county and local governments and
381381 simulations of the democratic process. For the purposes of th is
382382 section, “civics” means the study of the rights and duties of
383383 Oklahoma and United States citizens and of how those governments
384384 work.
385385 10. The subject matter standards for health and physi cal
386386 education shall include but not be limited to the domains of
387387 physical, emotional, social , and intellectual health. Health
388388 literacy shall include the ability to ob tain, process, and
389389 understand basic health information and services needed to make
390390 appropriate health decisions. Health shall also include the
391391 importance of proper nutrition and exercise, mental health and
392392 wellness, substance abuse, coping skills for unde rstanding and
393393 managing trauma, establishin g and maintaining positive

445445 relationships, and responsible decision making. Physical literacy
446446 shall include the abil ity to move with competence and confidence in
447447 a wide variety of physical activities in multiple en vironments that
448448 benefit the healthy develo pment of the whole person.
449449 B. Subject to the prov isions of subsection C of this section,
450450 in order to graduate from a public high school accredited by the
451451 State Board of Education with a standard diploma, students shall
452452 complete the following college prepa ratory/work ready curriculum
453453 units or sets of comp etencies at the secondary level:
454454 1. Four units or sets of compete ncies of English to include
455455 Grammar, Composition, Literature, or any English course approved for
456456 college admission requirements;
457457 2. Three units or sets of competencies of mathematics, limit ed
458458 to Algebra I, Algebra II, Geometry, Trigonometry, Math Analysis ,
459459 Calculus, Advanced Placement Statistics, or any mathematics course
460460 with content and/or rigor abo ve Algebra I and approved for college
461461 admission requirements;
462462 3. Three units or sets of com petencies of laboratory science
463463 approved for college admission req uirements, including one unit or
464464 set of competencies of life science , meeting the standards for
465465 Biology I; one unit or set of competencies o f physical science,
466466 meeting the standards for Phys ical Science, Chemistry , or Physics;
467467 and one unit or set of compete ncies from the domains of physical

528528 or non-English language or; two units of computer technology
529529 approved for college admission requirements, whether taught at a
530530 high school or a technology center school , including computer
531531 programming, hardware, and business computer applications, such as
532532 word processing, databases, spreadsheet s, and graphics, excluding
533533 keyboarding or typing courses; or one unit or set of competencies of
534534 world or non-English language and one unit or set of co mpetencies of
535535 family and consumer science or an equivalent course as provided for
536536 in Section 1 of this act; or one unit or set of competencies of
537537 computer technology and one unit or set of competencies of family
538538 and consumer science or an equivale nt course as provided for in
539539 Section 1 of this act;
540540 6. One additional unit or set of comp etencies selected from
541541 paragraphs 1 through 5 of this subsection o r career and technology
542542 education courses, concurr ently enrolled courses, Advanced Placement

596596 7. One unit or set of c ompetencies of fine arts, such as music,
597597 art, or drama, or one unit or set of competencies o f speech.
598598 C. In lieu of the requirements of subsection B of this section
599599 which requires a college preparatory/work ready curriculum, a
600600 student may enroll in the core curriculum as pro vided in subsection
601601 D of this section upon written approval of the parent or legal
602602 guardian of the student. For students under the age of eighteen
603603 (18) school districts shall require a paren t or legal guardian of
604604 the student to meet with a designee of the school prior to
605605 enrollment in the core curriculum . The State Department of
606606 Education shall develop and distribute to school districts a form
607607 suitable for this purpose, which shall include i nformation on the
608608 benefits to students of completing the college preparatory/work
609609 ready curriculum as provided for in subsection B of this section.
610610 D. For those students subject to the requirements of subsection
611611 C of this section, in order to graduate fro m a public high school
612612 accredited by the State Board of Education with a standard diploma,
613613 students shall complete the following core curriculum units or sets
614614 of competencies at the secondary level:
615615 1. Language Arts – Four units or sets of competencies, t o
616616 consist of one unit o r set of competencies of grammar and

679679 competencies which may include, but are not limited to, the

681681 a. Algebra II,
682682 b. Geometry or Geometry taught in a contextual
683683 methodology,
684684 c. Trigonometry,
685685 d. Math Analysis or Precalculus,
686686 e. Calculus,
687687 f. Statistics and/or Probability,
688688 g. Computer Science or acceptance and successful
689689 completion of one (1) year of a full-time, three-hour
690690 career and technology program leading to an industry

744744 promulgate rules to d efine the provisions of this act
745745 section related to the accepted industry -valued
746746 credentials which are industry -endorsed or industry -
747747 aligned. The list of accepted industry -valued
748748 credentials shall be reviewed annu ally and updated at
749749 least every three (3) years by the Board,
750750 h. (1) contextual mathematics courses which enhance
751751 technology preparation, or
752752 (2) a science, technology, engineering , and math
753753 (STEM) block course meeting the requirements for
754754 course competencies listed in paragraph 2 of
755755 subsection B of this section, whether taught at
756756 a:
757757 (a) comprehensive high school, or
758758 (b) technology center school when taken in the
759759 tenth, eleventh, or twelfth grade, taught by
760760 a certified teacher, and appro ved by the
761761 State Board of Education and the independent
762762 district board of education,
763763 i. mathematics courses taugh t at a technology center
764764 school by a teacher certified in the secondary subject

982982 databases, spreadsheets, and graphics, excluding keyboarding or
983983 typing courses, or; one unit or set of competencies of foreign world
984984 or non-English language; or one unit or set of competencies of
985985 family and consumer science or its equivalent as provided for in
986986 Section 1 of this act.
987987 E. 1. In addition to the curriculum requirements o f either
988988 subsection B or D of this section, in order to graduate from a
989989 public high school ac credited by the State Board of Education

10411041 students shall complete the req uirements for a pers onal financial
10421042 literacy passport as set forth in the Passport to Financ ial Literacy
10431043 Act and any additional course requirements or recommended elective
10441044 courses as may be established by the State Board of Edu cation and
10451045 the district school board. School districts shall strongly
10461046 encourage students to complete two units or sets o f competencies of
10471047 foreign world languages and two units or sets of competencies of
10481048 physical and health education.
10491049 2. No student shall receive credit for high school graduation
10501050 more than once for completion of the same unit or set of
10511051 competencies to satisf y the curriculum requirements of this section.
10521052 3. A school district shall not be required to offer every
10531053 course listed in subsections B and D of this section , but shall
10541054 offer sufficient courses to allow a student to meet the graduation

10611061 provisions of this subsection.

11201120 3. School districts shall exempt students with disabilities
11211121 whose individualized education program (IEP), consistent with s tate
11221122 law, indicates that the s tudent is to be asse ssed with alternate
11231123 achievement standards through the Oklahoma Alternat e Assessment
11241124 Program (OAAP).
11251125 G. For purposes of this section:
11261126 1. “Contextual methodology” m eans academic content and skills
11271127 taught by utilizing real-world problems and projects in a way that
11281128 helps students understand the application of that knowledge;
11291129 2. “Qualified agricultural education courses” means courses
11301130 that have been determined by the S tate Board of Education to offer
11311131 the sets of competencies for one or mor e science content ar eas and
11321132 which correspond to academic science courses. Qualified
11331133 agricultural education courses shall include, but are not limited
11341134 to, Horticulture, Plant and Soil Science, Natural Resources and
11351135 Environmental Science, and Animal Science . The courses shall be
11361136 taught by teachers certified in agricultural education and comply
11371137 with all rules of the Oklahoma Department of Career and Technology

11901190 3. “Rigor” means a level of difficulty that is thorough,
11911191 exhaustive and accurate and is appropriate for the grade level;
11921192 4. “Sets of competencies” means instruction in those ski lls and
11931193 competencies that are specified in the subject matter standards
11941194 adopted by the State Board of Education and other skills and
11951195 competencies adopted by the Boar d, without regard to specified
11961196 instructional time; and
11971197 5. “Unit” means a Carnegie Unit as defined by the North Central
11981198 Association’s Commission on Schools.
11991199 H. 1. The State Board of Education shall adopt a plan to
12001200 ensure that rigor is maintained in the c ontent, teaching
12011201 methodology, level of expectations for student achievement, and
12021202 application of learning in all the courses taught to meet the
12031203 graduation requirements as specified in t his section.
12041204 2. The State Board of Educat ion shall allow as much flexib ility
12051205 at the district level as is possible without diminishing the rigor
12061206 or undermining the intent of providing these courses. To accomplish
12071207 this purpose, the State Department of Educ ation shall work with
12081208 school districts in reviewing and approving course s taught by
12091209 districts that are not specifically listed in subsections B and D of
12101210 this section. Options may include, but shall not be limited to,
12111211 courses taken by concurrent enrollment , advanced placement, or
12121212 correspondence, or courses bearing different ti tles.

12641264 3. The State Board of Education shall approve an advanced
12651265 placement computer science course to meet the requirements of course
12661266 competencies listed in paragraph 2 of subsection B of this section
12671267 if the course is taken in a student’s senior year and t he student is
12681268 concurrently enrolled in or has successfully completed Algebra II.
12691269 4. Technology center school districts may offer programs
12701270 designed in cooperation with institutions of higher education which
12711271 have an emphasis on a focused field of career stu dy upon approval of
12721272 the State Board of Education and the independent district board of
12731273 education. Students in the tenth grade may be allowed to attend
12741274 these programs for up to one -half (1/2) of a school day and credit
12751275 for the units or sets of competencies required in paragraphs 2, 3
12761276 and 6 of subsection B or D of this section shall be given if t he
12771277 courses are taught by a teacher certified in the secondary subject
12781278 area; provided, credit for units or sets of competencies pursuant to
12791279 subsection B of this secti on shall be approved for college admission
12801280 requirements.
12811281 5. If a student enrolls in a conc urrent course, the school
12821282 district shall not be responsible for any costs incurred for that
12831283 course, unless the school district does not offer enough course
12841284 selection during the student’s secondary grade years to allow the
12851285 student to receive the courses nee ded to meet the graduation
12861286 requirements of this section. If the school district does not off er
12871287 the necessary course selection during t he student’s secondary grade

13391339 years, it shall be re sponsible for the cost of resident tuition at
13401340 an institution in The Okl ahoma State System of Higher Education,
13411341 fees, and books for the concurrent enrollment course, and providing
13421342 for transportation to and f rom the institution to the sch ool site.
13431343 It is the intent of the Legislature that for students enrolled
13441344 in a concurrent enrollment course which is paid for by the school
13451345 district pursuant to this paragraph, the inst itution charge only the
13461346 supplementary and special service fees that are directly related to
13471347 the concurrent enrollment course and enrollment procedures for that
13481348 student. It is further the intent of the Legislature that fees for
13491349 student activities and stude nt service facilities, including the
13501350 student health care and cultural an d recreational servi ce fees, not
13511351 be charged to such students.
13521352 6. Credit for the units or s ets of competencies required in
13531353 subsection B or D of this section shall be given when such un its or
13541354 sets of competencies are taken prio r to ninth grade if the teache rs
13551355 are certified or authorized to teach the subjects for high school
13561356 credit and the require d rigor is maintained.
13571357 7. The three units or sets of competencies in mathematics
13581358 required in subsection B or D of this section shall b e completed in
13591359 the ninth through twelfth grades. If a student completes any
13601360 required courses or sets of competencies in mathematics prior to
13611361 ninth grade, the student may take any other mathematics courses or
13621362 sets of competencies to fulfill the requirement to complete three

14191419 I. As a condition of receiving accreditation from the State
14201420 Board of Education, all students in grades nine through twelve shall
14211421 enroll in a minimum of six periods, or the equi valent in block
14221422 scheduling or other schedu ling structure that allows for instruction
14231423 in sets of competencies, of rigorous academic and/or rigorous
14241424 vocational courses each day, which may include arts, vocal and
14251425 instrumental music, speech classes, and physic al education classes.
14261426 J. 1. Academic and vocational-technical courses designed to
14271427 offer sets of competencies integrated or embedded within the courses
14281428 that provide for the teaching and learning of the appropriate skills
14291429 and knowledge in the subject matte r standards, as adopted by the
14301430 State Board of Education, may, upon approval of the Board, in
14311431 consultation with the Oklahoma Department of Career and Technology
14321432 Education if the courses are offered at a technology center school
14331433 district, be counted for acad emic credit and toward meeting the
14341434 graduation requirements of this section.
14351435 2. Internet-based courses offered by a technology center school
14361436 that are taught by a c ertified teacher and provide for the teaching
14371437 and learning of the appropriate skills and know ledge in the subject

15001500 are taught by certified teachers.
15011501 4. Courses offered by a supplemental educa tion organization
15021502 that is accredited by a national accrediting body and that are
15031503 taught by a certified teacher and provide for the teaching and
15041504 learning of the appropriate skills and knowledge in the subject
15051505 matter standards may, upon approval of the State Board of Education
15061506 and the school distric t board of education, be counted for academic
15071507 credit and toward meeting the graduation requirements of this
15081508 section.
15091509 K. The State Board of Education shall provide an option for
15101510 high school graduation based upon at tainment of the desired levels
15111511 of competencies as required in tests pursuant to the provisio ns of

15691569 M. Children who have i ndividualized education programs pursuant
15701570 to the Individuals with Disabilities Education Act (IDEA), and who
15711571 satisfy the graduation req uirements through the individualized
15721572 education program for that student shall be awarded a standard
15731573 diploma.
15741574 N. Students who enter the ninth grade in or prior to the 2007 -
15751575 08 school year who are enrolled in an alte rnative education program
15761576 and meet the requirements of their plans leading to high school
15771577 graduation developed pursuant to Section 1210.568 of this title
15781578 shall be awarded a standard diploma.
15791579 O. Any student who completes the curriculum requirements of the
15801580 International Baccalaureate Diploma Progra m shall be awarded a
15811581 standard diploma.
15821582 P. Any student who successfully completes an advanced
15831583 mathematics or science cour se offered pursuant to Section 1210.404
15841584 of this title shall be granted academic credit toward meeting the
15851585 graduation requirements pursu ant to paragraph 2 or 3, as
15861586 appropriate, of subsec tion B or D of this section.

16381638 Q. For purposes of this section, the cour ses approved for
16391639 college admission requirements shall be courses which are approved
16401640 by the Oklahoma State Regents for Higher Education for admission to
16411641 an institution within The Oklahom a State System of Higher Education.
16421642 R. Students who have been denied a standard diploma by the
16431643 school district in which the student is or was enrolled for failing
16441644 to meet the requirements of this section m ay re-enroll in the school
16451645 district that denied th e student a standard diploma following the
16461646 denial of a standard diploma . The student shall be provided
16471647 remediation or intervention and the opportunity to complete the
16481648 curriculum units or sets of competenci es required by this section to
16491649 obtain a standard diploma. Students who re -enroll in the school
16501650 district to meet the grad uation requirements of this section shall
16511651 be exempt from the hourly instructional requirement s of Section 1-
16521652 111 of this title and the s ix-period enrollment requirements of this
16531653 section.
16541654 S. The State Department of Education shall collect and report
16551655 data by school site and district on the number of students who
16561656 enroll in the core curriculum as prov ided in subsection D of this
16571657 section.
16581658 SECTION 3. REPEALER 70 O.S. 2021, Section 11-103.6, as
16591659 amended by Section 4, Chapter 345, O.S.L. 2021, is hereby repealed.
16601660 SECTION 4. Section 1 of this act shall become effective
