BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA:
SECTION 1. AMENDATORY 47 O.S. 2021, Section 2 -105.2, is
amended to read as follows:
Section 2-105.2. The Department of Public Safety is autho rized
to conduct Highway Patrol Academies as may be required and within
the funds available to the Department. Provided, however, t hat no
such academy shall be commenced nor shall any funds be expended for
an academy until:
1. The academy has been approved for implementation by the
Contingency Review Board ; or
2. The Legislature has authorized the academy.
Each fiscal year, the Com missioner of Public Safety shall
deliver two copies of the Oklahoma Highway Patrol W orkforce Study to

the President Pro Tempo re of the Senate and to the Speaker of the
House of Representatives to inform the Legislature as to the
appropriate manpower needs of the Oklahoma High way Patrol. Upon
receipt of the study, the President Pro Tempor e of the Senate shall
submit one copy of the study to the Chairman of the Senate
Appropriations Committee, or successor committee. The Speaker of
the House of Representative s shall submit one copy of the study to
the Chairman of the House Appropriations a nd Budget Committee, or
successor committee.
SECTION 2. AMENDATORY 47 O.S. 2021, Section 2 -146, is
amended to read as follows:
Section 2-146. There is hereby created in the State Treasury a
revolving fund for the Department of Pu blic Safety, to be designated
the "Department of Public Safety Patrol Academy Revolving Fund ".
The fund shall be a continuing fund, not subject to fiscal year
limitations. All monies accruing to the credit of said the fund are
hereby appropriated and sha ll be budgeted and expended by the
Department of Public Safety for the exclusive purpose of Oklahoma
Highway Patrol Trooper Academies. Expenditures from said the fund
shall be made upon warrants issued by the State Treasurer against
claims filed as prescr ibed by law with the Director of the Office of
Management and Enterprise Services for approval and paymen t. The
fund will be supplemented annually, or as needed, to appropriate
adequate funding for the Highway Patrol Acad emies. The Legislature

and the Department of Public Safety will determine the manp ower
needs of the Oklahoma Highway Patrol according to the mos t current
version of the Oklahoma Highway Pa trol Workforce study and
appropriate accordingly .
SECTION 3. This act shall become e ffective November 1, 2022.
